jilin, shaanxi and other places announced

from september 1

hydrogen-powered vehicles are exempt from highway tolls

since the beginning of this year, many places in china havenew regulations for free highway travel for hydrogen-powered vehicles introduced, which has attracted widespread attention in the consumer market. the release of the new policy will inevitably accelerate the development of automobile companies for products suitable for the domestic market, speed up production, and help the popularization and market application of hydrogen energy technology.

free highway tolls in many places

august 13,jilin provincethe "notice of the provincial department of transportation, the provincial department of finance, and the provincial development and reform commission on the implementation of preferential treatment for hydrogen energy vehicles on jilin province expressways" released on the official website of the department of transportation pointed out:

this year00:00, september 1 to 24:00, august 31, 2026hydrogen-powered vehicles registered in jilin province and equipped with etc equipment can travel free of charge between toll stations on all highways in jilin province, and the corresponding highway tolls will be paid by the provincial finance.

shaanxi provinceannounce:

starting from september 1 this year, hydrogen vehicles equipped with etc equipment will be exempted from highway tolls in the province.ends on september 1, 2027

it is not difficult to see that the policy of exempting hydrogen energy vehicles from highway tollsthe validity period is generally two years or more, it is not a short-term behavior in various places.

this is also the second time that two places have taken the initiative to introduce this policy after shandong and sichuan recently announced exemption of highway tolls for hydrogen-powered vehicles.

ye shengji, deputy secretary general of the china association of automobile manufacturers, told a reporter from china consumer news:

"the development of hydrogen energy and hydrogen fuel cell vehicles is not only a clear content in my country's automobile industry development plan, but also a national long-term development strategy. we need strong policy support and guidance, and we need the coordinated promotion of relevant parties in the industrial chain and supply chain, and we need to continuously explore diversified promotion and application innovation models to actively promote the rapid development of hydrogen fuel cell vehicle industrialization."

hydrogen fuel cell vehicles have obvious advantages

after years of rapid development, the comprehensive strength of pure electric new energy vehicles has been greatly improved, but there is still a big gap with traditional fuel vehicles in terms of power battery attenuation in low temperature environments, endurance stability, and energy replenishment experience.

therefore, in the new energy vehicle market, people have turned their attention to hydrogen fuel cells.

compared with fuel vehicles and electric vehicles, hydrogen fuel vehicles have significant advantages in energy efficiency, range and conveniencein addition, the biggest highlight of hydrogen fuel cell vehicles is their zero-emission characteristics. at the 20th china automotive industry development (teda) international forum held recently, tsinghua university professor ouyang minggao said that in the first half of this year, my country's wind power and photovoltaic (clean energy) power generation accounted for 20% of the country's total power generation, which means that the current new energy vehicles cannot be called "100% green electricity new energy vehicles", and hydrogen fuel cell vehicles are an important choice to solve this problem.

in march 2022, the national development and reform commission and the national energy administration jointly issued the "medium- and long-term development plan for the hydrogen energy industry (2021-2035)", which for the first time clarified that hydrogen energy is an important part of the future national energy system, and clarified the overall layout of the development of my country's hydrogen energy industry by 2035.

on august 11, the state council issued the "opinions on accelerating the comprehensive green transformation of economic and social development", requiring the vigorous development of non-fossil energy, accelerating the construction of clean energy bases such as wind power and photovoltaic power in the northwest, hydropower in the southwest, offshore wind power, and coastal nuclear power, and promoting the development of the entire chain of hydrogen energy "production, storage, transmission and use". at the same time, improve the infrastructure network such as charging (replacement) stations, hydrogen (alcohol) stations, and shore power.

under the positive influence of the above policies, the performance of the hydrogen fuel cell vehicle market has also improved significantly. according to statistics from the china association of automobile manufacturers, from january to july this year, my country's hydrogen fuel cell vehicle sales reached 3,422 units, a year-on-year increase of 25.5%, setting a record high for the same period in history.

li jianqiu, dean of the school of vehicle and transportation engineering at tsinghua university, told reporters:

it is expected that by 2030, fuel cells, hydrogen storage systems, hydrogen energy, and liquid hydrogen plants will have the foundation for large-scale promotion.

cost-effectiveness needs to be improved

the reporter noticed that more than 10 car companies, especially foreign brands, have announced their plans to deploy in the field of hydrogen energy vehicles, and they are expected to start entering the terminal consumer market in the next two years.

so far, hydrogen fuel cell vehicles under many domestic brands have entered the substantial mass production stage, and are expected to enter the consumer market after completing a series of safety tests. however, it is worth paying attention to whether hydrogen fuel cell vehicles can be recognized in the consumer market.

upon closer inspection, it seems that it is not as easy as imagined for hydrogen fuel cell vehicles to gain a foothold in the consumer market.

in july 2022, changan deep blue sl03 was launched with a market guide price of 168,900 to 699,900 yuan. specifically, the extended-range version, 515 pure electric version and 705 pure electric version are priced at 168,900 yuan, 183,900 yuan and 215,900 yuan respectively, while the 730 hydrogen-electric version with a range of more than 700 kilometers and ultra-fast energy replenishment in 3 minutes is priced at 699,900 yuan, which is really a limited cost-effective product for a mid-size electric sedan.

at present, with the advantages of large-scale mass production, the cost of power battery raw materials and the cost of vehicle research and development are declining rapidly. this is also the biggest confidence for new energy vehicles to continue to carry out "price wars", indicating that new energy vehicles as a whole have now passed the "critical point" of excessive costs.

in this context, if there are no other changes except the product driving mode, consumers will need to bear three times or even higher car purchase costs, and hydrogen fuel vehicles will probably face considerable challenges if they want to achieve market-oriented development.
