recently, the ministry of industry and information technology's official website announced opinions on two mandatory national standards, including "passenger car fuel consumption evaluation methods and indicators". the one that has attracted the most attention is the new fuel consumption standard. according to the content shown in the annex to the document, if the new energy consumption standard evaluation method is passed, then after january 1, 2026, the domestic fuel consumption standards for passenger cars will be divided into three levels.

1. for vehicles with a total vehicle mass of less than 1,090 kg, the fuel consumption target is 2.57 l/100 km;

2. for vehicles with a total mass between 1090kg and 2510kg, the fuel consumption target value is 3.3l/100km;

3. for vehicles with a total mass greater than 2510kg, the fuel consumption target is 4.7l/100km.

many of you may know that the mainstream passenger cars on the market are basically in the second category mentioned above, that is, the weight is between 1090kg and 2510kg. if the energy consumption evaluation standard mentioned at the beginning is passed, it means that almost all family cars on the market must reach a fuel consumption level of about 3.3l. however, all fuel vehicles on the market, including japanese brand hybrid models, basically cannot meet this standard.

therefore, once this new fuel consumption standard is passed, it will be a heavy blow to many automakers and brands that focus on fuel vehicles and oil-electric hybrid models. including volkswagen, toyota, honda, gm, mercedes-benz, bmw, audi, and domestic brands such as great wall and chery, which are highly dependent on fuel vehicles, if they cannot successfully complete the comprehensive transformation to plug-in hybrid, extended-range, and pure electric models before then, they may face a more passive situation, and may not be able to go on the market because they cannot meet the mandatory standards.

many friends may say that many plug-in hybrid and extended-range models now have high fuel consumption when running low on power, and it is almost difficult to meet the new standards. do these models also need to face transformation? of course not. the standards mentioned above are mainly based on comprehensive fuel consumption, which is reflected in the comprehensive fuel consumption of plug-in hybrid and extended-range models when fully fueled and fully charged.

take ideal l7 for example, the car weighs 2460-2500kg. according to the new standard, the fuel consumption should reach 3.3l, but the fuel consumption of this car manufacturer is 7.4l when the battery is low, which is obviously far from the target fuel consumption. however, when the fuel tank is full and the battery is fully charged, the comprehensive fuel consumption of this car is 2.58l, which is completely in line with the standard. plug-in hybrid models with relatively low fuel consumption are more likely to meet this standard.

so what is the significance of setting new fuel consumption standards? obviously, from a macro perspective, domestic new energy vehicles are developing rapidly, plug-in hybrid, extended range, pure electric, and consumers are becoming more and more accepting of new energy vehicles. the penetration rate of new energy vehicles has exceeded 50% recently. if the fuel consumption standards are more stringent, some car companies and brands that are not in a hurry to transform new energy vehicles will accelerate the transformation, thereby further promoting the popularization of new energy vehicles.

of course, even if the new fuel consumption standard is implemented, it will only be aimed at automobile manufacturers, that is, new cars. it will have no impact on the fuel vehicles that everyone has already purchased and used. we will not be prohibited from taking them to the road just because almost all of our current fuel vehicles do not meet the new fuel consumption standards.
