Teachers are the foundation of education and the source of its development. A strong country must first have strong education, and strong education must first have strong teachers. In order to vigorously promote the spirit of educators, strengthen the construction of a high-quality and professional teaching team in the new era, and further create a good atmosphere of respecting teachers and valuing education, the following opinions are put forward.
I. General requirements
We must continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, uphold the Party's overall leadership over education, implement the Party's education policy in the new era, implement the fundamental task of cultivating morality and building people, and take strengthening the teaching staff as the most important basic work in building a strong country in education. We must strengthen the spiritual guidance of educators, improve teachers' ability to teach and educate, improve the long-term mechanism for building teachers' ethics and style, deepen reform and innovation in the teaching staff, accelerate the filling of prominent shortcomings in the construction of the teaching staff, strengthen the supply of high-quality teacher training, optimize the allocation of teacher resources, and build a high-quality, professional teaching staff with noble professional ethics, superb skills, reasonable structure, and vitality, to provide strong support for accelerating the modernization of education, building a strong country in education, and providing education that satisfies the people.
In the work, we must adhere to the spirit of educators to strengthen the soul of teachers, guide the majority of teachers to firmly establish the ideals and beliefs of having a great self and serving the country with sincerity, cultivate the moral sentiment of being a model for others and a model for the world, cultivate the wisdom of enlightening the mind and teaching students in accordance with their aptitude, uphold the attitude of diligent study, truth-seeking and innovation, diligently cultivate the benevolence of loving students and willing to make sacrifices, establish the pursuit of the world and educate people with culture, and practice the common value pursuit of the teacher group. Adhere to the cultivation and cultivation of the spirit of educators, integrate it into the training and development of teachers, and build a good ecology for the development of teachers with daily immersion, project empowerment, and platform support. Adhere to the promotion and practice of the spirit of educators, run through all aspects of teachers' classroom teaching, scientific research, social practice, etc., and build a solid main position for the practice of the spirit of educators. Adhere to the guidance and motivation of the spirit of educators, establish and improve the teacher standard system, incorporate it into the whole process of teacher management and evaluation, and guide the majority of teachers to transform the spirit of educators into ideological consciousness and action consciousness.
After 3 to 5 years of efforts, the spirit of educators has been vigorously promoted, the construction of a high-quality and professional teaching team has achieved positive results, teachers have shown a new style of moral self-cultivation, dedication to learning, and teaching and educating people, and the social atmosphere of respecting teachers and valuing education has become stronger. By 2035, the spirit of educators will become the conscious pursuit of the majority of teachers, the modernization of the teacher team governance system and governance capabilities will be achieved, digital empowerment of teacher development will become the norm, the status of teachers will be consolidated and improved, and teachers will become one of the most respected and enviable professions in society, forming a good situation in which outstanding talents compete to teach and outstanding teachers continue to emerge.
II. Strengthening the ideological and political construction of the teaching staff
(I) Strengthen education on ideals and beliefs. V. Strengthening the protection of teachers’ rights and interests

VI. Promote the social trend of respecting teachers and valuing education
