Recently, the newly built Liberian tugboat "Mwenge" berthed at the International Container Terminal set sail smoothly after exit inspection at the Gaolan Border Inspection Station and headed for Gabon, a country participating in the construction of the "Belt and Road".
The ship will join its sister ship "Mayomba" which left Gaolan Port on June 26, and together they will serve Comilog, one of the international manganese mining giants, at the Moanda mine in Gabon. The "Mwenge" ship is 28.4 meters long, 13 meters wide, has a speed of 12.5 knots, a towing force of 80 tons, can carry 10 crew members, and is classified by Lloyd's Register (LR). It was built by Hindley (Zhuhai) Shipbuilding Co., Ltd. The shipyard was solely funded by Hong Kong Cheoy Lee Shipyard Co., Ltd., which has a history of more than 100 years. It mainly builds fiberglass luxury yachts, carbon fiber high-speed passenger ships, aluminum alloy high-speed ships, steel tugboats and other ships. It has built more than 460 ships in total, and its products are sold to more than 40 countries and regions including the United States, Australia, the Middle East, Southeast Asia, Kenya, Bangladesh, Egypt, etc.
The "Mwenge" left the international container terminal and went to Gaolan Port K14 anchorage for a sea trial, and planned to leave the country directly after the sea trial. The station provided a convenient "one-time settlement" guarantee for the ship to leave the country directly after the sea trial, actively connected with the ship agency, tailored a "one ship, one policy" work plan, strictly organized the service, optimized the inspection process, and dispatched additional police to carry out hull inspections, identity verification and window procedures to ensure that all links of customs clearance are closely connected, efficient and orderly, and to ensure "zero waiting" for ships to leave the country.
"For shipbuilding companies, the completion of shipbuilding does not mean completion. The sea trial before delivery is like the quality inspection before the goods leave the factory, which is an indispensable link." Wang Daojun, deputy director of the border inspection department of the station, introduced. According to statistics from the Gaolan Border Inspection Station, from January to July this year, the station has provided convenience for 12 trial ships to handle direct exit procedures at one time, an increase of 1.4 times year-on-year.
"In the past, after the sea trial, the ship had to return to the dock to go through border inspection procedures before leaving the country, and the same voyage had to be completed three times. Now the border inspection authorities handle the exit procedures for the ship in advance, allowing the ship to leave the country directly without returning to the dock after the sea trial is successful, which greatly saves time and economic costs for shipowners and shipyards." Yang Licheng of Zhuhai Sinotrans Shipping Agency Co., Ltd. said happily, "Shipping costs such as fuel costs, tugboat fees, berth fees and labor costs are a considerable expense. Thanks to the convenient measures of the border inspection, each sea trial can save tens of thousands of yuan and also improve the turnover efficiency of the terminal."
In recent years, the Gaolan Border Inspection Station has combined the convenience and business benefits measures introduced by the National Immigration Administration and the actual situation of the Gaolan Port, and has refined them into 16 working measures, including the implementation of the port border inspection administrative license "one-stop certificate, regional application", the promotion of "one-time completion" of entry and exit procedures for international ships, the implementation of 7×24 hours entry and exit customs clearance guarantees for international ships, the comprehensive implementation of online forecasting and pre-inspection of international ships, online processing of border inspection administrative licenses, etc., the opening of "fast channels" for the entry and exit of bulk commodities, fresh products, and daily necessities, etc., to minimize corporate operating costs.
Watching the "Mwenge" slowly leaving the dock, and imagining these "Made-in-Zhuhai" ships, built with the ingenuity of engineers and the skillful hands of workers, departing from Gaolan Port, going out of the country, and heading to the world, playing a role in major ports around the world, continuing to provide shipping fulcrums for international trade, and creating a new chapter of blue economy with more countries participating in the construction of the "Belt and Road", the police on duty at the station felt a sense of pride.
