At the 4th Shenyang Intelligent Connected Vehicle Conference, Zhang Yongwei, Vice Chairman and Secretary General of the China Electric Vehicle 100 Forum, combined his recent research on the promotion of the national vehicle-road-cloud pilot and related seminars, and shared his ten insights on the integration of vehicle, road and cloud.

In the past, construction was mainly based on pilot projects. The most basic requirement for the new round of construction is full coverage of the city. It can be built in stages, but the ultimate goal must be full coverage, and even cross-domain interconnection.

Zhang Yongwei believes that monolithic construction is no longer meaningful now. Cities can be built in a hierarchical manner, but there should be a global goal. This puts higher requirements on the city's vehicle-road-cloud construction. If the entire region is achieved, classification can be carried out during the construction. Some places can be built with high configurations to make the intersections very smart, but most scenes can be built with low configurations. Therefore, even if the entire region is covered, if classified construction is carried out, the overall investment will not be too high, and the unit investment will be reduced. To achieve full coverage and low cost, classification must be relied on. Without classification, a large number of infrastructure construction will be over-configured, but the utilization rate will be too low, which will bury hidden dangers for future development. Therefore, the basic idea of ​​​​grading and classification should be adhered to to promote the construction of vehicle-road-cloud integrated facilities.

Fourth, how to run the investment and financing mechanism.

"Where does the money come from? In the past, it mainly relied on the government. Through government finances or platform company investments, all major construction tasks of the vehicle-road-cloud, "dual intelligence" and Internet of Vehicles pilot zones were undertaken. If large-scale construction is carried out, this model that relies entirely on government funding is bound to be unsustainable. Now we need to expand investment and financing channels. The basic premise for the expansion is to reclassify the investment content." Zhang Yongwei said.

Regarding the specific classification, he pointed out that the first classification, such as infrastructure projects, should be invested by the government. Even if the government does not develop cars, roads and clouds, it should also build infrastructure and upgrade traditional infrastructure to intelligent ones. Therefore, the construction around the basic content of infrastructure and the increase in intelligence should still be based on the model where the government is the main bearer.The government should not shirk its responsibility for infrastructure investment just because of the development of the car-road project.

The second category, for example, is the network. The basic network is the responsibility of the operator. For some network expansion based on the basic network, the operator also needs to bear the corresponding responsibility. This is nothing more than adding some increments to the network.The relevant contents of the basic network should not be included in the construction project of vehicle-road-cloud.

The third category is roadside computing power and intelligent equipment, which are areas that can be fully financed and constructed through socialization.

Zhang Yongwei believes that in terms of model design, the most successful model in the past was the highway, which borrowed money to build roads and collected tolls to repay the loans. Now, a similar approach can still be adopted in the construction of vehicle-road-cloud infrastructure, that is, the model of borrowing debts through the main body and repaying debts through operations. Moreover, there is now a better borrowing environment, which means it is easier to borrow debts and the borrowing cycle is longer. In the past, we made the mistake of building high-end infrastructure to serve a very small number of high-level autonomous vehicles. Since there were very few autonomous vehicles, the utilization rate of the equipment was low. Therefore, Zhang Yongwei believes that the vehicle-road-cloud pilot project is only aimed at the automotive field in terms of application.In terms of application, we should focus on enabling manned vehicles, especially the massive stock of vehicles, and in terms of technology, we should focus on supporting the Chinese path and solution for intelligent connected vehicles.The entire car-road-cloud business model must explore the application of cars from the massive number of cars owned by humans in the past, and support unmanned driving in terms of technology.

Sixth, the vehicle-road-cloud system that enables traffic management is China’s solution to smart traffic management.

Zhang Yongwei believes that in addition to automobile transportation, car-road-cloud has many connections and empowerment spaces in urban governance. For example, in the daily work of construction, municipal management, fire protection, emergency response, etc., if a city provides a system with a large number of perceptions and real-time transmission, or even forms a special network to ensure the reliability of communication and the timeliness of perception, this system can be fully involved in the existing system of urban governance and management, and increase the empowerment of urban governance. These applications are being explored in cities such as Beijing and Shenzhen, but it is hoped that these cities can go deeper and wider around this field to increase the application space of car-road-cloud in the future.

Eighth, data is the key to sustainable commercial operations of integrated vehicle-road-cloud.

Why is it called Cheluyun? Zhang Yongwei believes thatThe core of cloud is not just transmission, but also data issues need to be solved. With data, there is a foundation for sustainable commercial operation of vehicle-road-cloud.Therefore, whether it is providing services to the government, providing services to car companies, or empowering traffic management and cities, the key is data. Therefore, whether the vehicle-road-cloud can further gather data that we did not have in the past through such construction, turn data into assets, and allow data to be mined and operated in a hierarchical and classified manner, this is the key to achieving commercial returns through the integration of vehicle-road-cloud.

Ninth, accurately position the vehicle-road-cloud integrated platform.

Zhang Yongwei believes that once an integrated vehicle-road-cloud system is formed, how to manage it depends not only on a subject but also on a platform. Without an integrated vehicle-road-cloud platform, there can be no development of integrated vehicle-road-cloud, because data is the foundation and the platform is the means.

But how should this platform be built? Zhang Yongwei pointed out that one of the current contradictions is that in the past, when a city had a vehicle-road cloud platform, it always wanted to take other people's data, so it encountered obstacles in data migration. Another contradiction is that because of the vehicle-road cloud platform, it wants to replace other people's platforms. For example, some cities already have traffic management platforms, and urban construction departments and operation departments have city management platforms. With the vehicle-road cloud platform, they want to replace the existing platforms, so resistance between platforms is caused.

If the data is not moved, how can we solve the problem of vehicle-road-cloud data? Tenth, supporting policies and standards are important guarantees for the implementation of vehicle-road-cloud integration and wide-area and large-scale application.
