The urban rail transit line is an important part of the city's multi-level rail transit network. The first section of the airport link line is scheduled to be completed by the end of 2024. According to the relevant provisions of the "Price Law of the People's Republic of China", "Rules on Government Price Setting Behavior" and "Shanghai Pricing Catalogue", the base fare of rail transit falls within the scope of government pricing. On September 2, the Municipal Development and Reform Commission will hold a hearing on the formulation of the Shanghai Urban Rail Transit Line Price Mechanism at the Shanghai Library (East Library) to listen to opinions and suggestions from all sectors of society on the Urban Rail Transit Line Price Mechanism Plan.
In accordance with the "Government Price Hearing Procedures" and other relevant regulations, the Municipal Development and Reform Commission issued the first hearing announcement on July 31, announcing the composition and selection method of the hearing participants, as well as the registration conditions and registration methods for consumers.
At present, the registration of hearing participants has been completed, and the list of 19 hearing participants, 3 consumer substitutes and 3 observers has been determined. Among them, the consumer participants, substitutes and observers are selected by the Municipal Consumer Protection Committee through voluntary registration and random selection, notarized by the Xuhui Notary Office, and supervised by the Municipal CPPCC members; the participants of the Municipal People's Congress, the Municipal CPPCC members, the government departments, the experts and scholars, and the Municipal Consumer Protection Committee are invited by the Municipal Price Administration; the participants of Shentong Metro Group, Jiushi Group, China Railway Fourth Survey and Design Institute, and the Municipal Transportation Industry Association are recommended by the industry administration departments entrusted by the Municipal Price Administration.
The total planned mileage of the city's urban lines (including urban railways and rail express lines) exceeds 1,000 kilometers, mainly serving the needs of fast, medium and long-distance travel between the main urban area and new cities and towns near Shanghai, new cities, and taking into account new towns. The urban lines can be transferred to the urban lines (i.e., subways, the same below), and the conditions for interconnection with the intercity railways in the Yangtze River Delta Metropolitan Area are reserved.
The Airport Link is the first newly built urban railway in the city that is independently invested, constructed and operated. It uses urban C-type trains with a designed maximum speed of 160 kilometers per hour. The first section (Hongqiao Terminal 2 Station to Pudong Terminal 1 and 2 Station) is scheduled to be completed by the end of 2024. It is expected that by the end of 2028, the entire Airport Link, Nanhui Branch, Chongming Line, Jiamin Line, and Demonstration Zone Line will be completed and opened to traffic. Among them, the Chongming Line is a rail express line with a designed maximum speed of 120 kilometers per hour; the remaining lines are urban railways with a designed maximum speed of 160 kilometers per hour.
1. Specific contents of the plan
1.Price management model.The Municipal Development and Reform Commission, together with the Municipal Transportation Commission, formulates the benchmark fares for the urban rail transit lines (including the benchmark rate and the starting price). Under the guidance of the Municipal Development and Reform Commission and the Municipal Transportation Commission, Shentong Metro Group can reduce or offer discounts on the benchmark fares and optimize the pricing methods and transfer pricing rules in a timely manner according to the actual operation situation.
2.Base rate.The benchmark rate is formulated by comprehensively considering factors such as the operating costs of the urban area lines and social affordability, and referring to the national railway train fares.
(1) Two plans are proposed for urban lines with a maximum speed of 160 km/h or above:
Option 1:A single rate is implemented, with a base rate of RMB 0.45 per person-kilometer.
Option 2:A tiered fare system is implemented, with cumulative charges in three stages. For passengers travelling a distance of 0-20 km (inclusive), the base fare is RMB 0.48 per person-kilometer; for passengers travelling a distance of 20-40 km (inclusive), the base fare is RMB 0.44 per person-kilometer; and for passengers travelling over 40 km, the base fare is RMB 0.40 per person-kilometer.
(2) For urban lines with a designed maximum speed of less than 160 kilometers per hour, the basic rate is RMB 0.37 per passenger kilometer.
3.Pricing method.
(1) Urban lines with a designed maximum speed of 160 km/h or above:
Option 1:Ticket price per person = per person kilometer rate × mileage.
Option 2:The fare per person = the fare for the first section + the fare for the second section + the fare for the third section. The fare for each section = the per-person kilometer rate for each section × the mileage traveled.
(2) For urban lines with a maximum design speed of less than 160 kilometers per hour, the fare per person = the rate per person-kilometer × the mileage traveled.
When the fare per person is lower than or equal to the starting price, the starting price is used for calculation; if it is higher than the starting price, the fare is calculated according to the formula. The fare for urban lines is calculated in yuan, and the decimals of 0.5 yuan or less are discarded, and those above 0.5 yuan are rounded up to 1 yuan.
4.Starting price.The starting fare is planned to be 4 yuan (calculated based on the benchmark rate and pricing method, for routes with a designed maximum speed of 160 kilometers per hour and above, the maximum ride distance for Plan 1 is 10 kilometers, and the maximum ride distance for Plan 2 is 9.3 kilometers; for routes with a designed maximum speed of less than 160 kilometers per hour, the maximum ride distance is 12.2 kilometers).

5.Transfer pricing rules.Interconnection and transfer between urban lines are charged continuously according to the urban line pricing rules. Transfer between urban lines and urban lines, the urban line part is charged continuously according to the urban line pricing rules (excluding the starting price), and the urban line part is charged continuously according to the current rail transit fare system, and the two are added together.
6.Scope of implementation.The above fare mechanism applies to urban lines opened by the end of 2024 and later.
Therefore, this is the pricing mechanism for the newly built urban line, not an adjustment of the original rail transit fare mechanism.
2. Comparative analysis of the options
Plan 1 implements a single rate, which is consistent with the current railway pricing rules; Plan 2 implements a decreasing rate with distance, which is consistent with the current urban line pricing rules.

2.The overall ticket expenditure of passengers in Plan 2 is slightly higher than that in Plan 1.Preliminary calculations based on passenger flow data from feasibility study reports for four routes including the Airport Link Line show that overall ticket expenditures for passengers under Plan 2 in the initial stage of operation will be 3.3% higher than that under Plan 1.
3. Passenger preferential measures
Transfers between the city line and ground buses enjoy bus transfer discounts. At the same time, Shentong Metro Group provides passengers with electronic time-counting tickets, full-amount discounts and other discounts, and formulates specific implementation plans (see Shanghai Metro official website and other channels for details). Under the guidance of the Municipal Development and Reform Commission and the Municipal Transportation Commission, the preferential plan can be adjusted in a timely manner according to actual operating conditions.
In addition, in order to further reduce travel costs for passengers who travel frequently, Shentong Metro Group plans to study the timely introduction of diversified ticket types for urban lines after the airport link line is put into operation, based on actual operating data such as passenger flow.
1.Impact on citizens’ travel needs.The urban rail line is an important part of the city's "one network, multiple modes, wide coverage, high intensive" rail transit network. After the establishment of a differentiated fare mechanism for the urban rail line, citizens can choose different travel modes based on travel time and expenditure, which is conducive to meeting the diverse travel needs of citizens.
2.Impact on citizens’ travel expenditure.Compared with other public transportation modes, the city line can save travel time and improve travel efficiency and comfort. Based on the principle of high quality and high price, the ticket price level is generally higher than that of urban lines, ground buses and other public transportation (see Table 2 for a detailed comparison of different public transportation modes). Passengers who travel frequently on the city line can use preferential measures such as electronic tickets to reduce travel costs.

1.Facilitate passengers' travel.According to the travel needs of passengers and the characteristics of the urban rail line, optimize the operation mode of the urban rail line trains to provide passengers with a variety of options such as stop at every station and trains at major stations. Promote the mutual recognition of one code for urban rail and subway access and security checks to achieve convenient transfer for passengers. Improve the ground public transportation facilities around the urban rail station, realize the mutual display of urban rail and public transportation information, and strengthen the connection between the urban rail and various modes of transportation.
2.Promote cost control and increase efficiency.After the opening of the urban area line, the Municipal Development and Reform Commission will conduct an operating cost survey, and the Municipal Transportation Commission will gradually promote the establishment of an operating cost regulation and management system based on the operating cost situation to guide enterprises to control costs and increase efficiency. Shentong Metro Group will strengthen internal economic operation analysis, introduce advanced technology and management experience, improve cost control capabilities, and actively explore innovative development models and operating mechanisms to maintain the stability and sustainable development of the rail transit industry.
3.Strengthen information disclosure.Shentong Metro Group publishes information on the types of tickets, pricing methods, and ticket usage for the city lines on the Shanghai Metro official website, Metro Metropolis APP, and other channels. Before the opening of each city line, the inter-station fare table will be announced in advance on the Shanghai Metro official website and other channels, and the fare information will be announced on the station notice board, etc.
Under the guidance of the Municipal Development and Reform Commission and the Municipal Transportation Commission, Shentong Metro Group has formulated an implementation plan for passenger preferential measures such as electronic metered tickets for urban lines and full-amount discounts, which were announced and implemented simultaneously with the fare mechanism.
The electronic tickets for urban rail lines are authorized to be issued by the enterprise. Passengers can purchase them through authorized online official channels with real-name authentication and cannot be transferred to others for use. The electronic tickets are based on 20 trips as a basic package. They are valid for 30 days from the date of activation. The discount for a single trip is 30% of the normal fare (the single fare after the discount is not less than 3 yuan). The trial period is 1 year.
Passengers can choose the electronic ticket package by selecting the starting and ending points or the single fare before discount.
Shentong Metro Group will announce the implementation details of the electronic metered tickets on its official website and purchasing channel APP.
2. Full amount discount
1.Scope of implementation.Passengers holding the same public transportation card or using the "Suishen Code" on the same platform channel can enjoy full-amount discounts when taking rail transit.
2.Discount method.In a natural month, if the total amount of rail transit (including urban and suburban lines) is more than 70 yuan, a 10% discount on subsequent fares will be given. The full discount will last until the end of the natural month, and the total amount of consumption in the next natural month will be recalculated.
