At present, the competition among domestic cities to become "smart car cities" is becoming increasingly fierce. According to incomplete statistics, about 20 provinces in China have issued policies and regulations related to autonomous driving. Many places are speeding up the competition to become the "Smart Car City"

In Nansha, Guangzhou, citizens have been able to summon a fully autonomous taxi (without a safety officer) through the "Ruqi Travel" or "Pony.ai" App since January this year, which is very advanced in the country. However, in the past two years, in addition to Beijing, Shanghai, Guangzhou and Shenzhen, cities such as Wuhan, Chongqing, Changsha and Nanjing have established road testing and demonstration application pilot areas, introduced autonomous driving related companies, and accelerated the competition for the "Smart Car City".

In terms of application scenario innovation, Guangzhou's "Draft for Comments" supports the innovative application of intelligent connected vehicles in highways, airports, ports, stations and other trunk lines and transportation hubs, and supports their use in travel service scenarios such as urban buses and taxis, while gradually and orderly promoting the construction of pilot areas for mixed operation of human driving and autonomous driving throughout the city. Therefore, the "Draft for Comments" is seen as Guangzhou's preparation for seeking full-area opening of autonomous driving.

From a domestic perspective, the recent intensive introduction of policies related to intelligent connected vehicles is pushing the development of intelligent connected vehicles into the fast lane. "Previously, local legislation in other cities mainly described the responsibility identification based on 'vehicle owners and managers', while Guangzhou clearly defined the responsible parties. This is very helpful for the larger-scale commercial application of driverless driving in the future."
