wang yi pointed out that china has always adhered to an objective and fair stance on the ukrainian issue, always insisted on promoting peace and talks, and always stood on the side of peace. president xi jinping clearly put forward the principled position of "four shoulds", which is china's fundamental policy on the ukrainian issue. accordingly, china issued the document "china's position on the political resolution of the ukraine crisis" and dispatched special envoys to carry out shuttle diplomacy. china also jointly issued the "six-point consensus" with brazil. china’s propositions and mediation efforts have received widespread response from the international community, especially from countries in the “global south.”

between dialogue and confrontation, we must firmly choose dialogue. no matter how big or deep the conflict is, it will eventually return to the track of dialogue and negotiation. at the beginning of the comprehensive escalation of the ukrainian crisis, russia and ukraine were close to reaching an agreement, but it ended in vain. the reasons should be reflected on. we hope that the parties concerned will consider resuming peace talks at an appropriate time, meet each other halfway in dialogue, seek common ground while reserving differences in negotiations, discuss all peace plans fairly, and promote the construction of a new security architecture.
wang yi said that brazil, china, south africa, egypt, indonesia, turkey and other countries, as "global south" partners committed to the political settlement of the ukraine crisis, agreed to launch the "friends of peace" initiative on the ukraine crisis on the united nations platform. "friends of peace" is not trying to choose sides in conflicts, nor is it trying to engage in group confrontation, nor is it trying to replace existing platforms. we hope to rely on the united nations to bring together more countries from the "global south" and issue more objective, balanced and rational voices to accumulate conditions and create an atmosphere for a ceasefire, an end to war, and the resumption of peace talks. joint communique of the ministerial meeting of the "friends of peace" group on the ukraine crisis
foreign ministers and high-level representatives of some countries in the "global south" met on september 27, 2024 during the general debate of the 79th united nations general assembly. after the meeting, algeria, bolivia, brazil, china, colombia, egypt, indonesia, kazakhstan, kenya, mexico, south africa, turkey, and zambia issued the following joint communique:
1. we are deeply concerned about the continued hostilities in ukraine and the risk of further escalation. we are concerned about the risks and crises arising from this conflict, which has affected many countries, including those of the “global south”.
2. we call for upholding the purposes and principles of the united nations charter, respecting the sovereignty and territorial integrity of all countries, respecting the legitimate concerns of all countries, and taking into account the necessity of maintaining the principles of peace, security and prosperity.
3. we emphasize the importance of peaceful resolution of all international conflicts, while continuing to promote the spirit of solidarity and partnership between countries, as emphasized in the bandung principles and others.
4. we call on all parties to the conflict to achieve a comprehensive and lasting solution to the war in ukraine through inclusive diplomatic and political means based on the united nations charter. we encourage all parties to create conditions for this. we note the "six-point consensus" between china and brazil on a political solution to the ukrainian crisis and their initiatives in this regard.
5. we call on all parties to the conflict to abide by the principle of de-escalating the situation and emphasize the importance of not spilling over on the battlefield and not escalating the war.
6. we call for increased humanitarian assistance to protect civilians, including women and children. civilian infrastructure, including peaceful nuclear facilities and other energy facilities, should not be targeted by military operations. we support mediation efforts for the exchange of prisoners of war between parties to the conflict.
7. we call for not using or threatening to use weapons of mass destruction, especially nuclear weapons and biological and chemical weapons. every effort must be made to prevent nuclear proliferation and avoid nuclear war. all parties must abide by relevant international laws and agreements and resolutely avoid man-made nuclear accidents.
8. we call for strengthening international cooperation in the fields of energy, currency, finance, trade, food and critical infrastructure security to maintain the stability of global industrial and supply chains.
9. we agree to continue to engage and consult with all parties at all levels. we have decided to instruct our permanent representatives to the united nations to establish a group of friends of peace to promote consensus and support global efforts to achieve lasting peace.
