recently, the national standard "new energy vehicle operation safety performance inspection procedure" (hereinafter referred to as "the procedure") was released and will be officially implemented on march 1, 2025. this standard will become the inspection standard for the annual inspection of new energy vehicles. the "procedure" will not only apply to pure electric vehicles, but also plug-in hybrid (including extended-range) vehicles, and is expected to have an impact on the owners of 24.72 million new energy vehicles across the country.

the biggest change in the new regulations is that power battery safe charging and electrical safety tests have become mandatory inspection items. at the same time, safety features such as drive motors, electronic control systems, and electrical safety will also be tested.

the latest statistics from the ministry of public security show that by the end of june 2024, the number of new energy vehicles in my country will have reached 24.72 million, accounting for 7.18% of the total number of vehicles. in this context, a "tailor-made" physical examination plan for new energy vehicles will help promote the detection of vehicle hidden dangers and prevent them before they occur.

new changes in the "regulations": battery charging temperature becomes a mandatory inspection item

compared with traditional fuel vehicles, new energy vehicles have added power batteries, motors, electronic controls and other components. the previous annual inspection standards cannot effectively detect the operating conditions of the core components of new energy vehicles.

according to the current annual vehicle inspection standard "motor vehicle safety technical inspection items and methods", the annual inspection of passenger vehicles, including new energy vehicles, mainly includes vehicle appearance, safety devices, chassis and brakes. for traditional fuel vehicles, it is possible to accurately determine whether they can be driven on the road safely; but for new energy vehicles, the three-electric system that affects the core of vehicle safety has not been effectively checked.

according to the new regulations, the safe charging test and electrical safety test of power batteries of new energy vehicles will become mandatory inspection items. for operating new energy vehicles, the temperature and voltage of power batteries during charging and discharging will become inspection items.

in previous accidents involving new energy vehicles, "thermal runaway" is often the main cause of spontaneous combustion of vehicles. among them, "thermal runaway" of power batteries during charging is particularly frequent. this is because the vehicle's battery management system (bms) is not accurate enough, causing the vehicle to "overcharge" during the charging process, which may in turn cause thermal runaway of the vehicle's battery.

in the regulations, for models equipped with lithium iron phosphate batteries and ternary lithium batteries, the maximum charging temperature is clearly required to be no more than 65°c and 60°c respectively. this temperature limit is in line with the reasonable operating temperature range of power batteries and is also far below the critical temperature of "thermal runaway" of the battery system.

in addition, the "regulations" also list the temperature of the drive motor, motor controller and dc/dc converter of new energy vehicles as optional inspection items. this is of great significance for car owners to understand the health status of their vehicles, guide vehicle inspection companies to reserve relevant inspection equipment, and reduce the risk of vehicle spontaneous combustion.

promote the rationalization of new energy vehicle insurance prices

used car residual value valuation will have a basis to follow

in recent years, many new energy vehicle owners have reported that the insurance premiums for new energy vehicles are not only higher than those for traditional fuel vehicles, but have also risen sharply even without any insurance claims. in fact, many car models have even been refused commercial insurance by insurance companies due to the difficulties faced by car companies and the high prices of spare parts.

while car owners generally believe that new energy vehicles have problems such as high premiums and difficulty in renewal, many insurance companies have revealed in their financial reports that their new energy vehicle insurance business has suffered heavy losses. many people in the insurance industry believe that the annual inspection of new energy vehicles does not properly troubleshoot the three-electric system, which may lead to an increase in the compensation rate of new energy vehicles. in addition, the imperfection of the risk assessment system is also an important reason for the dissatisfaction of both parties.

many insurance companies have also called for regular annual inspections of the three-electric systems of existing new energy vehicles. the china insurance industry association also issued the "guidelines for the inspection, testing and evaluation of power batteries in new energy vehicle insurance accidents" standard in september 2023, hoping to establish an effective mechanism for risk assessment of new energy vehicles in the industry.

in the development of new energy vehicle insurance business, various automakers have begun to gradually establish new energy vehicle insurance premium risk factors and pricing models. however, due to the rapid update and iteration of new energy vehicle models and the short development time, many insurance companies lack relatively complete data on new energy vehicles. after the implementation of the "regulations", comprehensive testing and fault data collection will be carried out on the three-electric systems of new energy vehicles with massive models and different usage scenarios. the relevant data will become part of the insurance company's auto insurance pricing model, and the premium quotes for specific models and different usage scenarios will be more reasonable. insurance companies will also reap more stable and reliable reasonable returns.
