recently, the beijing municipal education commission and five other departments issued the "beijing primary and secondary school canteen management measures" and the "beijing primary and secondary school off-campus catering management measures", which clearly stipulate that primary and secondary schools must set up food safety directors and food safety officers in accordance with regulations, and establish a system for formulating and publicizing student meal recipes. each school will invite teachers, students, parents and canteen specialists to jointly establish a catering committee to determine the student meal fee standards, meal recipes, procurement bidding, etc.
campus food safety affects the entire body and has received great attention from the whole society. the original intention of setting up "food safety directors" in primary and secondary schools in beijing is to make students eat more assured, more secure and more comfortable, and the key is to ensure that canteen meals are effectively supervised from the source to the table. ensuring campus food safety involves many links, and ensuring "zero risk" in each link is not a simple and easy task. setting up a "food safety director" will help strengthen the responsibility system of "being responsible for one's duties and fulfilling one's duties".
primary and secondary school canteens should be committed to providing students with "good meals". students have the most say in whether the canteen food is good or not. after eating in the canteen for a long time, it is easy to lose the sense of novelty. this is a common problem faced by many school canteens. only by truly placing students in an important position in the value ranking and truly "thinking about what students think, worrying about what students worry about, and meeting students' needs" can we meet students' concerns and expectations through innovation and reform.
although school canteens may have the problem of catering to all tastes, it is not impossible to provide students with canteen meals with more diverse varieties, more reasonable structures, more sufficient portions and richer nutrition. a middle school in wenzhou city, zhejiang province, launched a "want to eat list" campaign to turn the "want to eat list" of students and parents into new dishes in the school canteen; this approach respects and responds to the interests of students, improves the dining experience in the canteen, and is recognized and praised by students and parents.
teachers and students have a yearning for a better life. "eating better" brings a great sense of achievement and happiness, which is conducive to the physical and mental health of teachers and students. instead of letting the school canteen work unilaterally, it is better to listen to the opinions and suggestions of teachers, students and parents, and rationalize the multi-subject participation mechanism, so as to effectively achieve the organic connection and benign interaction between supply and demand.
canteen food is related to the vital interests of teachers and students, and is an undoubted public affair. obviously, we cannot pin all our hopes on the "food safety director", but should conduct in-depth investigations and research, fully absorb the opinions and suggestions of teachers, students, parents and other parties, and truly brainstorm and work together. furthermore, the canteen food problem cannot fall into the "free-rider dilemma" of one monk carrying water to eat, two monks carrying water to eat, and three monks having no water to eat, but requires co-construction, co-governance and sharing; only when multiple subjects such as teachers, students and parents participate in it can the canteen food be safer and more delicious.
canteen meals are a mirror that not only measures the temperature of education, but also reflects the ability and level of school governance. to protect the food safety of primary and secondary school campuses, not only a "food safety director" is needed, but also a strict and transparent food safety supervision system, and it is inseparable from the deep participation of teachers, students and parents. only when the entire process from food procurement to processing and production to food storage is effectively supervised can problems with canteen meals be effectively avoided; only by weaving a strong institutional fence to prevent speculators from taking advantage of it can we protect the students' "meals on the plate" and carry the heavy expectations of teachers, students and parents.
