at the state council information office press conference on august 29, wan jinsong, deputy director of the national energy administration, said that china attaches great importance to the construction of electric vehicle charging infrastructure, and regards it as an important measure to promote the green and low-carbon transformation of energy and promote high-quality development in the transportation field. in general, the national charging infrastructure service capacity has basically met the development of the new energy vehicle industry and the travel needs of the people. however, in some local areas and certain periods, such as holidays, some highway service areas with particularly heavy traffic will have queuing for charging.
in response to this situation, in recent years, the national energy administration has mainly carried out its work in five aspects: "three improvements and two promotions".
first, improve the policy system. a series of policy documents such as the "implementation opinions on further improving the service guarantee capability of electric vehicle charging infrastructure" were issued, providing policy support and making specific work arrangements in terms of planning and layout, construction and operation, supporting power grids, and price subsidies.
the second is to improve the charging network. as of the end of july this year, the total number of charging facilities in the country reached 10.6 million, effectively ensuring the charging needs of more than 25 million new energy vehicles. the radius of public charging services in the central urban areas of first-tier cities is already equivalent to that of gas stations. at present, 95% of highway service areas have charging capabilities, forming an inter-city charging network of "ten vertical, ten horizontal and two rings". more than one-third of the provinces in the country have deployed charging facilities in all towns.
the third is to improve the standard system. a total of 106 standards related to electric vehicle charging facilities have been issued, covering 21 professional fields, and the level of safety control of the industrial chain has been further improved. at present, the high-power dc charging standard is at the international leading level, and there have also been breakthroughs in wireless charging, charging roaming and other fields. a chinese charging standard system has been formed that is on par with the united states, europe and japan.
the first impetus is to promote the rapid upgrading of charging technology. at present, china has formed multiple technical development routes such as conductive charging, battery replacement, and wireless charging, and dc charging power modules have been fully localized. in the past five years, the cost reduction has reached 90%. china was the first to introduce charging methods such as charging bows and group charging and group control in the world. high-power charging technology has been rapidly popularized, and vehicle-network interaction has achieved demonstration applications.
the second impetus is to promote the formation of an industrial ecosystem. currently, private enterprises account for more than 70% of the equipment scale of charging station operators. gradually establish a charging service system with users as the core to ensure that "someone builds, someone manages, and can be sustained." charging cloud services are combined with industries such as automobiles, finance, and travel to form an industrial ecosystem of "internet + charging."
wan jinsong said that the next step will be to accelerate the construction of a high-quality charging infrastructure system in accordance with the requirements of the action plan for accelerating the construction of a new power system (2024-2027) to help the green and low-carbon development of the transportation industry. it is believed that with the continuous improvement of the layout of my country's charging infrastructure construction and service system, the phenomenon of slow and difficult charging in some areas and at certain times will be further alleviated, and the charging experience of the majority of car owners will be more comfortable.
