(hereinafter referred to as "gaoming rail investment company"), was: "equipment and facilities are undergoing maintenance."

this project, with a total investment of more than 800 million yuan, has been in operation for several years, but due to the long-term slump in passenger flow, it has almost become an "empty cruise".

however, this change has had little impact on the daily commuting of local residents. "no one usually rides this tram," said ms. chen, a native of gaoming. she said she had only ridden it once, and that was to take her children to experience the novelty. as a waitress at a shopping mall directly opposite the cultural center station, ms. chen's first choice for daily commuting is to take the bus or electric car, rather than the nearby tram.

public data shows that the gaoming tram demonstration line project was originally planned to start construction in november 2015 and was scheduled to be completed in 2017, but due to various reasons, construction did not start until 2017. an insider who participated in the discussion on the project investment and construction told the first financial reporter that this was a result of the integration of the interests of all parties, and each had its own needs. he said that for gaoming district, one of the main purposes of the investment and construction of the gaoming tram was to attract crrc qingdao sifang to settle its industry in gaoming.

as early as 2013, csr qingdao sifang co., ltd. (renamed crrc qingdao sifang co., ltd. after the merger of csr and csr in 2014, hereinafter referred to as "crrc qingdao sifang company") signed a contract with foshan railway investment group co., ltd. and gaoming gaojian company. the three parties jointly invested 500 million yuan to establish foshan csr rail vehicle co., ltd., and the company simultaneously released a plan to build the gaoming modern tram demonstration line project. in 2014, foshan crrc sifang rail vehicle co., ltd. however, gaoming tram encountered many challenges in its actual operation. as the line is planned as a ground line and shares the right of way with road traffic, the line design has been adjusted and shortened several times to avoid interfering with traffic in the central city, which largely accounts for the low passenger flow today.

the official website of the gaoming district government shows that the first phase of the gaoming tram demonstration line adopts the investment and financing method of "government-private partnership (ppp)". the total investment of the first phase of the project is 838 million yuan, and the project company is jointly established by the winning social capital and government investment representatives.

an official from the gaoming district transportation bureau revealed that in 2023 and 2024 alone, the gaoming district transportation bureau's fiscal budget expenditure (i.e. fiscal subsidies) for trams exceeded 36 million yuan.

the local government hopes that this tram can serve as a model to attract talents. judging from the current results, companies in the two industrial chains of rail and hydrogen energy have indeed settled in gaoming district.

at the gaoming tram demonstration line operation and development exchange symposium in march 2023, the relevant person in charge introduced: "under the demonstration and leading role of the gaoming tram project, a number of hydrogen energy industry projects have settled in gaoming. such as the crrc sifang gaoming hydrogen fuel tram manufacturing base (that is, the production and manufacturing base of foshan crrc sifang company), guangdong taiji power (hydrogen) fuel cell membrane electrode technology development and production project, and faw jiefang southern new energy base project. according to li bangyong, deputy general manager of foshan crrc sifang co., ltd., the company's production base has a strong production capacity of 300 modern trams or 150 subway vehicles per year. however, there is no clear official data on how many of the 300 trams will use hydrogen energy as the power core.

when the reporter of china business news sorted out the work reports of the gaoming district government in recent years, he found that in the two years after the opening of the gaoming tram in 2019, gaoming district has attached increasing importance to the hydrogen energy industry year by year. in 2020, the work report of the gaoming district government clearly proposed to "accelerate the construction of the hydrogen energy industry chain, covering key links such as hydrogen energy supply, fuel cell vehicles and hydrogen-related equipment manufacturing"; in 2021, it further emphasized "cultivating and expanding the hydrogen energy industry cluster"; by 2022, the focus of work will shift to "strengthening the construction of new energy vehicle-related infrastructure, including charging and swapping, hydrogen refueling stations and electric vehicle charging piles, etc."

however, a senior executive of a hydrogen fuel cell manufacturing company in foshan told reporters that in foshan, gaoming district's hydrogen energy industry has not yet formed a scale, and nanhai district has developed better. official data show that the total investment in nanhai district's hydrogen energy industry has exceeded 60 billion yuan, and more than 150 hydrogen energy companies and institutions have gathered. at present, there is no official data showing the exact total investment in gaoming's hydrogen energy industry, but according to his observation, "the total investment in gaoming's hydrogen energy industry is only several billion yuan."
