As the "Guangdong Province Food Safety Demonstration County", Bao'an District of Shenzhen City adheres to the "four strictest" requirements as the fundamental guideline, takes building a "high-quality people's livelihood and happy city" as the overall goal, implements the food safety strategy in depth, deepens the construction of the food safety responsibility system, comprehensively improves the supervision efficiency, actively promotes social governance, and continuously improves the food safety governance capacity and level to ensure the "safety on the people's tongue".
Enhance supervision capabilities and strengthen all-round risk prevention and control
Bao'an District gives full play to the overall coordination role of the Food and Drug Safety Office, strengthens horizontal coordination and linkage among departments and vertical coordination and linkage between districts and streets, and continuously improves the "two responsibilities" work mechanism for food safety. It targets weak links and potential risks in the field of food safety, focuses on key business formats, key varieties, and key links, and strictly controls source management, processing and operation, circulation and consumption, and major event guarantees, and strengthens full-chain supervision.
Bao'an District currently has 47,000 food production and operation units of various types. The number of food production and operation entities is large and the business formats are complete, but the overall scale is small, and small and medium-sized production enterprises account for more than 95%. Bao'an District strengthens process management and consolidates the main responsibility of enterprises on the one hand, and optimizes enterprise services on the other hand to help industrial development improve quality and upgrade. Focus on the implementation of the main responsibility system of enterprises such as "daily control, weekly investigation, monthly scheduling" and the allocation of food safety management personnel, and urge food production enterprises to dig deep and investigate risks. Guide enterprises to establish and improve food safety management systems, actively participate in quality and safety system certification such as Hazard Analysis and Critical Control Points (HACCP) and Food Safety Management System (ISO22000), and implement food production quality improvement actions in depth.
Campus food safety is related to the health of students, the future of the country and the nation, and is the top priority of food safety work. All 595 schools and kindergartens in Baoan District have achieved full coverage of "deputy principals for food safety", organized and carried out unified law enforcement actions for the "first meal of the new semester", and successively carried out campus food safety investigation and rectification and special rectification actions for outstanding problems. In the first half of this year, Baoan District carried out multiple rounds of full-coverage supervision and inspection on the canteens of schools and kindergartens in the district and off-campus catering companies, and inspected a total of 1,186 schools and off-campus catering companies. At the same time, special training was carried out for the heads, food safety directors, and food safety managers of schools, off-campus catering companies, and bulk food distribution companies in the district. In order to strengthen supervision around the campus, Baoan District organized a one-month concentrated rectification and a one-year comprehensive governance to promote the establishment of a four-party contact working mechanism among streets, market supervision, urban management, and schools.
Empowered by science and technology, strengthening intelligent supervision throughout the entire process
In recent years, Bao'an District has vigorously promoted the "Internet + Open Kitchen" project in accordance with the deployment of the superiors, and implemented video surveillance in the kitchens of 1,950 catering units in the district, and collected and connected the video information to the "Shenzhen Sunshine Smart Catering Supervision and Information Disclosure System". Since 2024, Bao'an District has comprehensively upgraded and created the "Internet + Open Kitchen" 2.0 version, built a food safety index system, effectively improved the level of refined food safety supervision, and better met the needs of building a smart food safety system and efficient supervision and governance.
It is reported that the 2.0 version of "Internet + Bright Kitchen" builds a domestic cutting-edge artificial intelligence server, promotes the iterative upgrade of hardware facilities, and realizes a full-coverage automatic capture within 10 minutes. Create a smart early warning system for food safety risks, build a system risk accurate identification module, and realize six major risk warning functions including AI smart capture, IoT perception, license abnormality, manual spot check, complaint reporting, and unqualified spot check. Build a food safety index evaluation system, automatically generate food safety indexes with early warning data, and report to the competent departments of the industry to achieve accurate and scientific grading and classification supervision of catering units. Optimize the functions of supervision and rectification and service guidance, push targeted rectification suggestions to operators, and guide the implementation of rectification; develop functions that operators are concerned about, such as leaving the post with open fire, illegal intrusion, and ledger import, to improve the internal intelligent management level of catering units. Strengthen information disclosure, use display screens and QR codes to publicize back kitchen monitoring and food safety information, broaden complaint and reporting channels, and introduce social supervision and co-governance.
Food safety sampling is an important means to prevent and control food safety risks and achieve scientific supervision. Bao'an District has established a "1+10+10+N" food testing system consisting of quantitative sampling, 10 street rapid testing vehicles, 10 street rapid testing rooms and N social rapid testing points, providing important technical support for food safety supervision. Since the beginning of this year, quantitative sampling has completed 26,800 batches of food and edible agricultural products. The "one street, one vehicle, one room" has fully played the role of a "sentinel" for rapid testing, completing 90,000 batches of rapid testing, and carried out 9 special rapid testing operations such as dried fruit products.
Co-governance and energy gathering to strengthen the coordinated participation of the whole society
Bao'an District focuses on improving citizen participation and sense of gain, and actively creates a food safety governance structure in which all parties jointly supervise and manage.
Relying on the Bao'an District Food Safety Sampling Information Convenient Query Platform, citizens can obtain food safety sampling information of nearby businesses by scanning the code and learn about food safety science knowledge. Relying on the "one street, one car, and one room" science popularization and publicity position, a total of 171 on-site science popularization and publicity activities have been carried out this year, including food safety in schools, prohibition of eating wild mushrooms, and prevention of wet rice noodle poisoning. Among them, food safety rapid inspectors rely on rapid inspection vehicles to go to markets, night markets, construction site canteens, hospital canteens and other different types of places to conduct science popularization to citizens, food production and operation units and canteen staff, making the concept of "wherever the rapid inspection vehicle goes, food science will be taught there" deeply rooted in the hearts of the people.
Bao'an District gives full play to the positive role and advantages of social forces such as volunteers in participating in social governance, and promotes the construction of a food safety volunteer service team. At present, Bao'an District has a food safety volunteer service team of about 3,800 people, relying on 76 volunteer service stations and food safety science education bases in the district to promote normalized food safety science education. At the same time, it actively participates in transparent law enforcement actions such as "Wednesday Restaurant Inspection" and "Uniform Law Enforcement Action Day", and carries out more than 1,800 volunteer service activities such as "Food Safety Promotion Week", "Five Advances" for food safety, and opposition to catering waste.
The Bao'an Regulatory Bureau of the Shenzhen Municipal Administration for Market Regulation stated that the bureau will take the implementation of the "two responsibilities" as an opportunity and a starting point, adhere to a problem-oriented approach, explore new regulatory measures and plans, further improve the food safety responsibility system, further promote social governance of food safety, further consolidate and enhance the results of the creation of provincial-level food safety demonstration counties, and continuously improve the level of food safety assurance and comprehensive governance capabilities.
