How is the real estate market developing? How is the construction and supply of affordable housing progressing? How is the work of ensuring the delivery of affordable housing being promoted? At the "Promoting High-quality Development" series of press conferences held by the State Council Information Office on August 23, the head of the Ministry of Housing and Urban-Rural Development responded to current hot issues.
Provide housing for all people
Ni Hong, Minister of Housing and Urban-Rural Development, introduced that since the 18th National Congress of the Communist Party of China, new achievements have been made in the high-quality development of housing and urban-rural construction, making positive contributions to promoting Chinese-style modernization.
"In terms of housing and real estate, we continue to optimize real estate policies, improve the housing security system, and strive to ensure that all people have a place to live." Ni Hong said that by the end of 2023, the per capita housing construction area in China's urban areas will exceed 40 square meters; a total of more than 64 million units of various types of affordable housing and resettlement housing have been built, more than 150 million people have realized their dream of a safe home, and low-income families with housing difficulties have basically achieved full coverage.
In terms of urban work, we will steadily advance urban renewal, renovate old urban communities, accelerate urban infrastructure construction, and strive to promote high-quality urban development. By the end of 2023, the built-up area of ​​cities across the country will reach 64,000 square kilometers, the urbanization rate of permanent residents will reach 66.16%, and more than 930 million people will live in cities and towns. Urban functions will continue to improve, and the urban living environment will continue to improve. A total of more than 250,000 old urban communities have been renovated, benefiting more than 44 million households and about 110 million people.
In terms of construction industry development, we will deepen the reform of the construction industry, promote the industrialization, digitalization and green transformation and upgrading of the construction industry, and strive to contribute to economic development and improvement of people's livelihood. In 2023, the total output value of the construction industry will reach 31.6 trillion yuan, the added value will reach 8.6 trillion yuan, accounting for 6.8% of the GDP, and absorb more than 50 million jobs.
Promoting the healthy development of the real estate market
The real estate market situation has attracted much attention. Ni Hong said that at present, the supply and demand relationship in the real estate market has undergone major changes, and the market is still in a period of adjustment. With the implementation of various policies, the market has seen positive changes. From the perspective of my country's urbanization development process and the people's new expectations for good houses, the real estate market still has great potential and space. We must strengthen our confidence, formulate policies based on the city, and implement them vigorously to promote the stable and healthy development of the real estate market.
Accelerating the construction of a new model of real estate development is a fundamental solution to prevent and resolve real estate risks and achieve high-quality development of real estate. Ni Hong said that the construction of a new model of real estate development can be summarized into four aspects: First, in terms of concept, we must deeply understand the positioning of "houses are for living, not for speculation", and build good houses that meet the new expectations of the people. Second, in terms of system, the government should mainly meet rigid housing needs, and the market should mainly meet diversified improved housing needs. Third, in terms of system, reform and improve the real estate development, transaction and use system to lay a solid institutional foundation for the transformation and development of real estate. Fourth, in terms of factor allocation, establish a new mechanism for the linkage of "people, houses, land, and money".

At present, my country is increasing the construction and supply of affordable housing. The Ministry of Housing and Urban-Rural Development and relevant departments have strengthened overall planning and guided local governments to focus on the construction of sales-based affordable housing to speed up the solution of housing difficulties for wage-earning groups; and focus on the supply of rental-based affordable housing to solve the housing problems of new citizens, young people and other groups in a variety of ways such as "one bed, one room, one house". In the first seven months of this year, 2.35 million sets of affordable housing and urban village reconstruction resettlement housing have been started and raised nationwide, with an investment of more than 440 billion yuan.
Fighting the tough battle of securing housing delivery
Guaranteeing the delivery of housing is an important task to protect people's livelihood and the legitimate rights and interests of home buyers. It is conducive to stabilizing the expectations of all parties, boosting confidence in the real estate market, and preventing and defusing real estate risks. Dong Jianguo introduced that in order to win the battle to ensure the delivery of commodity housing projects, the Ministry of Housing and Urban-Rural Development, together with the State Administration of Financial Supervision, organized various regions to conduct a "big investigation" to comprehensively check the commodity housing projects under construction that have been sold but not delivered, and locked in 3.96 million housing units that should be delivered before the end of this year according to the contract.
"We guide all localities to implement the 'one project, one plan, one special team, one bank, one auditor, and one judge' disposal model. This model was first piloted in Zhengzhou, Henan, and will be promoted nationwide. Qualified projects will be included in the 'white list' and provided with financing support to ensure project construction and delivery. For projects with liabilities exceeding assets, the bankruptcy reorganization or liquidation of the project development companies will be accelerated, and the legitimate rights and interests of home buyers will be given priority in accordance with the Supreme People's Court's regulations on the order of debt repayment." said Dong Jianguo.
It is reported that commercial banks have approved more than 5,300 "white list" projects in accordance with the approval procedures, and the approved loan amount is nearly 1.4 trillion yuan. These funds are being disbursed in batches according to the project's engineering progress, providing strong support for project construction and delivery.
Dong Jianguo said that a national information system for guaranteed housing delivery has been established, and each delivery task is matched with "one contract, one household, one ID number, and one contact number", so that the work goals are implemented to the household and the buyer, and one set is delivered and one set is cancelled.
