Recently, the State Council’s Work Safety Committee took the lead in drafting the “Opinions on Promoting the Establishment and Improvement of an Internal Reporting Reward Mechanism for Accident Hazards in Production and Operation Units” (hereinafter referred to as the “Opinions”).

On August 20, the Ministry of Emergency Management held a press conference on the "Opinions". The relevant person in charge of the Ministry of Emergency Management stated at the meeting that the internal reporting reward mechanism will help enterprises discover and eliminate potential problems as soon as possible.

Judging from past data and grassroots surveys, employees are concerned and are not willing to report safety hazards in their own companies. The internal reporting reward mechanism will focus on solving this problem.

On August 20, the Ministry of Emergency Management held a thematic press conference.

Objectives and tasks:

By the end of 2025, all production and business units in various industries and fields should fully establish and implement

Nandu reporters noticed that the Opinion covers the key contents of the report, the workflow of verification and handling, the source of reward funds and safeguards. For example, the Opinion clearly states that unsafe behavior of people is one of the key contents of the report, which includes employees violating safety regulations and systems, not implementing safety production instructions, improper use of personal labor protection products; managers giving illegal commands, changing safety processes and operating procedures without authorization, and directing workers who have not received safety training or do not have the corresponding qualifications to work.

The Opinions clearly defined the goals and tasks of the two phases: by the end of June 2025, 14 key industries and fields, including coal mines, non-coal mines, dangerous chemicals, fireworks and firecrackers, construction, transportation, gas, industry and trade, and civilian explosives, as well as production and operation units in their sub-sectors, must establish and implement an internal reporting reward mechanism; by the end of 2025, production and operation units in other industries and fields must fully establish and implement it. Li Haowen, director of the Investigation and Statistics Department of the Ministry of Emergency Management, said at the meeting that places with conditions can simultaneously promote the two-phase tasks.

Li Haowen said that the internal reporting reward mechanism is an innovative achievement explored by some local governments and enterprises in recent years, which helps to form a virtuous cycle mechanism for accident hazards from discovery and reporting to verification and elimination, and reward promotion. The State Council's Work Safety Commission Office and the Ministry of Emergency Management have conducted research on this and widely solicited opinions from the grassroots.

Li Haowen introduced that in terms of production safety supervision, there are already legalized departmental law enforcement supervision, socialized mass reporting supervision and market-based insurance agency supervision. He believes that the addition of enterprise employee reporting supervision has further improved the production safety supervision system and will play a greater role in promoting the production safety work of enterprises.

How to solve the problem of companies’ “unwillingness” and employees’ “fear”?

Require companies to encourage employees to report potential problems and give them rewards and honors

Compared with the previous rewards for reporting safety in production, the internal reporting reward mechanism has obvious innovation and breakthrough. "Although there is only one word difference between reporting and reporting, the difference is very obvious," said Li Haowen.

Li Haowen introduced that the majority of employees are on the front line of production and operation units, and have the convenience and advantage of discovering and reporting potential accidents in the first place. In addition, compared with reporting, which must be analyzed, transferred, and verified by government regulatory departments, the discovery and reporting stage makes the company's processing process more convenient and faster, and problems can be handled and hidden dangers eliminated in the first place.

However, according to the data, employees are not very willing to report problems and hidden dangers in their own companies, and the results are not ideal. Li Haowen introduced that from January to July this year, 275,000 reports on production safety were received nationwide, of which 158,000 were verified, with a verification rate of 57.8%. Through tracking and analysis, the Ministry of Emergency Management found that the vast majority of these reports came from the public, and the proportion of reports from employees was very low and negligible.

Based on this, the internal reporting system can focus on solving the problems of enterprises’ “unwillingness” and employees’ “fearlessness”.

Li Haowen introduced that once a report is verified, the company is likely to face law enforcement penalties, while the reporting system is an internal solution to internal problems. It not only avoids being reported and punished by regulatory law enforcement departments, but also ensures the safety of the company, which is what companies hope to see.

"If we report it, we are worried that we will have a hard time in the company." An employee of a company said this in a previous survey conducted by the Ministry of Emergency Management. Li Haowen introduced that in order to deal with this problem, the reporting system requires companies to encourage employees to report potential problems and give rewards and honors to those who report. Li Haowen believes that this can dispel employees' concerns.

The Opinion states: "Strengthen the protection of the legitimate rights and interests of employees who report accident hazards in production and business units. Based on the actual situation, give preference to units and individuals who have done a good job in accident hazard reporting in performance appraisal, evaluation and awards, and promotion, and strengthen incentives and guidance."

How to promote implementation?

Optimize safety supervision methods and include implementation results in annual safety production assessment and inspection content

Li Haowen said that the key to motivating employees to report is to truly implement rewards. He said that companies should adhere to the principle of "small hidden dangers, small problems, small rewards, big hidden dangers, big problems, big rewards", and should make a big fanfare. The stronger the atmosphere, the better the effect.

Li Haowen stressed that the reporting system must be implemented in the workshops and teams of the enterprise. "If the workshop director or team leader thinks that employees are losing face and face by exposing problems in their own 'small piece of land', this mechanism will not work, and there will be open support but hidden support." Li Haowen said that for workshops and teams that do a good job in reporting, the enterprise should give commendations and rewards to improve their enthusiasm and avoid turning internal reports into internal whistleblowing.

Li Haowen said that with the establishment and improvement of the internal reporting system, the emergency system should also optimize the safety supervision method. How to mobilize the enthusiasm and initiative of enterprises to the maximum extent is the key to the optimization work. For example, if problems and hidden dangers are found and reported within the enterprise, the supervision and law enforcement department will not impose penalties in accordance with relevant regulations after inspection, and organize professional forces to provide necessary on-site guidance to the enterprise according to the situation to help the enterprise solve problems.

Liaoning Province has advanced experience in promoting the establishment of an internal reporting reward mechanism for accident hazards in production and operation units. At the meeting, Li Yong, director of the Liaoning Provincial Emergency Management Department, answered questions from Nandu reporters and said that Liaoning Province will promote the implementation of this system and incorporate it into the annual assessment indicators of provincial departments and cities, and urge and guide enterprises to establish and improve the internal reporting system during the supervision and inspection process of supervision and inspection teams and law enforcement inspection teams at all levels in the province.

The opinion also proposed: "Starting from 2025, an internal reporting reward mechanism for accident hazards in production and operation units will be established and improved, and the implementation effect will be included in the annual safety production assessment and inspection content." Li Haowen explained that this means that the higher-level government must assess the organization and implementation of the internal reporting mechanism of the lower-level government.
