In November 2022, the company was selected as one of the first provincial enterprises to pilot the comprehensive reform of the talent development system and mechanism in Zhejiang Province.
Liu Chen, a supply chain manager at Wupin Zhongda, told Chao News reporters, "In order to match the development path of the smart supply chain with high-end talents, Wupin Zhongda actively communicated with the Provincial Department of Human Resources and Social Security, the Provincial State-owned Assets Supervision and Administration Commission and other departments, and finally launched the 'one test, two certificates' model last year." The "one test, two certificates" model means that after passing an exam, two certificates will be awarded to candidates who meet the scores. One is a professional skill level certificate authorized and recognized by the government, and the other is a professional skill level certificate certified by Wupin Zhongda, a leading supply chain company.
"Although it is just one exam, our internal requirements are higher than the industry standards." Liu Chen also told reporters, "Before implementing the 'one exam, two certificates' policy, we also referred to the talent training models of companies such as Huawei and Alibaba. We hope to use this to set an industry benchmark in the supply chain field and make employees' abilities recognized by society."
The professional level of supply chain managers is divided into five levels from low to high: junior worker (level 5), intermediate worker (level 4), senior worker (level 3), technician (level 2), and senior technician (level 1). At present, Wuchan Zhongda can assess three levels from senior worker to senior technician.
In order to effectively solve the problem of lack of effective training system for supply chain management talents, Wuchan Zhongda has established a complete training system. In addition to providing conventional skill training courses covering all aspects of supply chain management, it has also designed a series of highly targeted pre-exam training courses.

Skills certification helps talent development

Liu Chen revealed to reporters, "Skills certification plays an important role in this regard, helping us find talents quickly and accurately. At the same time, this also gives employees more opportunities to participate in major projects, which is also helpful for their career development."
Xiao Wu, who has been working at Wuchan Zhongda for nearly seven years, has always been just an ordinary member of the company because he did not have relevant technical certificates. Last year, after training, he passed the "one test and two certificates" and obtained the technician (level 2) certificate, which also brought a turning point in his career development. Not only did he join the company's master studio, but he also got the opportunity to participate in the company's major scientific and technological projects and important research.
It is understood that Wuchan Zhongda will also provide skill allowances to employees who have obtained skill level certificates. In addition, talents recognized as senior technicians (level 1) are eligible to be rated as E-type talents, i.e. senior talents, in Hangzhou if they can obtain one of the achievements including awards at the district or county level or above, undertaking of research projects at the municipal level or above, authorized patents, standard setting, publication of works, textbook compilation, publication of core journals, etc.
Since October 2023, Wuchan Zhongda has jointly organized and carried out the third phase of supply chain manager skill level certification with the Provincial Department of Human Resources and Social Security. At present, more than 400 employees of Wuchan Zhongda have completed the supply chain manager certification.
The "one test, two certificates" model launched by Wuchan Zhongda not only effectively fills the talent gap in the field of supply chain managers, but also opens up a new path for employees' career development.
