This action plan is formulated to implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, implement the "Opinions of the CPC Central Committee and the State Council on the Complete, Accurate and Comprehensive Implementation of the New Development Concept and the Carbon Peak and Carbon Neutrality Work", the "National Standardization Development Outline" and the "Measurement Development Plan (2021-2035)", implement the various tasks and deployments of the "Implementation Plan for Establishing and Improving the Standard Measurement System for Carbon Peak and Carbon Neutrality", give full play to the role of measurement and standards, and effectively support the construction of my country's carbon emission dual control and carbon pricing policy system. The relevant matters are hereby notified as follows.
I. Overall Objectives
In accordance with the principles of systematic advancement, priority for urgent needs, and open collaboration, a number of national standards will be developed around key areas, a number of group standards will be adopted, a number of international standards will be broken through, and a number of standardization pilot projects will be launched. In 2024, 70 national standards for carbon accounting, carbon footprint, carbon emission reduction, energy efficiency and energy consumption, carbon capture, utilization and storage will be issued, and the carbon emission accounting standards for key industries and enterprises will be basically covered. In 2025, a three-in-one carbon emission accounting and evaluation standard system for enterprises, projects and products will be basically formed, and the energy consumption and energy efficiency technical indicators of key industries and products will basically reach the international advanced level, and 100 enterprises and parks will be built. In accordance with the principles of coordinated development, demand-driven, and innovative breakthroughs, we will strengthen the construction of basic carbon measurement capabilities, improve the carbon measurement system, and enhance the level of carbon measurement service support. By the end of 2025, we will develop 20 measurement standards and reference materials, conduct 25 key measurement technology studies, and formulate 50 national measurement technical specifications in the field of "dual carbon". Important breakthroughs will be made in carbon measurement technology in key areas, and the carbon measurement capabilities of key energy-consuming and carbon-emitting units will be basically in place. The deployment of carbon emission measurement instruments and the verification and calibration of related instruments and equipment will be steadily advanced.
II. Key Tasks
1. Accelerate the development of corporate carbon emission accounting standards.Accelerate the research and revision of carbon emission accounting standards and technical specifications for key industries such as electricity, coal, steel, nonferrous metals, textiles, transportation, building materials, petrochemicals, chemicals, and construction, formulate relevant supporting technical specifications such as greenhouse gas verification and low-carbon evaluation, support corporate carbon emission accounting, and effectively serve the construction of the national carbon emission trading market. Formulate carbon emission accounting and evaluation standards for industrial parks.
(II) Strengthen the establishment of product carbon footprint and carbon labeling standards.Release the national standard for the general requirements for the quantification of product carbon footprint, unify the carbon footprint accounting principles, accounting methods, data quality and other requirements for specific products. Accelerate the development of national standards for carbon footprint of new energy vehicles, photovoltaics, lithium batteries and other products to serve the new advantages of foreign trade exports. Carry out the development of carbon footprint standards for key products such as electronic appliances, plastics, and building materials. Research and formulate product carbon labeling certification management methods, and develop relevant national standards for carbon labeling.
(III) Increase the supply of carbon emission reduction standards for projects.Carry out the development of carbon emission reduction accounting standards for typical projects such as energy efficiency improvement, renewable energy utilization, surplus energy utilization, methane emission reduction and utilization. When conditions are ripe, promote the inclusion of the national voluntary greenhouse gas emission reduction project methodology into the national standard system to support the construction of the national voluntary greenhouse gas emission reduction trading market and corporate environmental, social and corporate governance (ESG) information disclosure and other application scenarios.
(IV) Promote the research and development of carbon emission reduction and carbon removal technology standards.Accelerate the development of key carbon emission reduction technology standards such as hydrogen metallurgy, raw material substitution, heat pumps, and photovoltaic utilization, and adopt a number of advanced group standards in the field of carbon reduction technology. Formulate carbon removal technology standards such as ecological carbon sinks, carbon capture, utilization and storage, and issue general standards such as carbon capture, utilization and storage quantification and verification, and related terminology as soon as possible. Speed up the construction of a full-chain standard system for carbon dioxide capture, transportation, and geological storage.
5. Raising energy consumption standards in the industrial sectorRevise and increase the energy consumption limit standards for key industries such as steel, oil refining, coal-fired power generation units, pulp and paper, industrial caustic soda, and rare earth smelting, comprehensively improve energy efficiency, and basically reach the international advanced level. Revise and improve energy measurement, monitoring, auditing and other energy-saving supporting standards.
(VI) Accelerate the updating and upgrading of product energy efficiency standards.Benchmarking against international advanced levels, revise and upgrade the energy efficiency standards for general industrial equipment, refrigeration and heating equipment, office equipment, kitchen appliances, and lighting fixtures, expand the coverage of energy-efficient products, accelerate the development of energy efficiency standards for new infrastructure such as electric vehicle charging piles and fifth-generation mobile communication (5G) base station equipment, include high-voltage motors, servers and other products in energy efficiency labeling management, and study and issue implementation rules for data center energy efficiency labeling.
(VII) Strengthen the development of recycling standards for key products and equipment.Formulate recycling and disassembly standards for automobiles, electronic products, and household appliances, and study and formulate relevant standards for the recycling of agricultural machinery parts. Carry out the development of recycling standards for retired photovoltaic equipment, wind power equipment, and power batteries, increase the supply of green design standards for new energy products and equipment, and accelerate the development of standards for recycled plastics and recycled metals. In accordance with the requirements of the "General Principles of the Clean Production Evaluation Index System", develop a series of national standards for clean production evaluation in key industries such as steel, chemicals, and building materials.
(8) Expand the supply of green product evaluation standards.Revise the general principles for green product evaluation, add low-carbon indicators, and establish a hierarchical evaluation indicator system. Research and formulate standards related to green certificates and green electricity consumption. Based on consumer products, formulate national standards for green product evaluation of industrial products such as steel pipes, building materials, and dyes, and revise green product evaluation standards for sanitary ceramics, architectural ceramics, paper and paper products. Make full use of market resources and include group standards with leading technology and high market maturity in the list of green product evaluation standards.
(9) Strengthen the basic capacity building of carbon measurement.In response to the needs of improving carbon emissions statistics and carbon monitoring, we will plan and build a number of measurement standards and standard materials, accelerate the construction of a traceability system for the transfer of carbon peak and carbon neutrality related measurement values, establish a list of measurement benchmarks, measurement standards and standard materials related to carbon peak and carbon neutrality, and continue to do a good job in the verification and calibration of carbon-related measuring instruments.
(10) Strengthen the development and application of “dual carbon” related measuring instruments.Accelerate the development of high-precision multi-component gas rapid analysis detectors, spectrometers and other carbon accounting and carbon monitoring related measurement instruments. Organize the measurement performance test and evaluation of domestic carbon emission online monitoring systems (CEMS).
(11) Strengthen the support and guarantee of measurement for carbon emission accounting.Formulate the deployment and management specifications for carbon metering instruments for key emission units, and promote the deployment of carbon emission metering instruments for enterprises. Optimize the accounting and reporting guidelines for greenhouse gas emissions in related industries, and strengthen the requirement that carbon accounting data should be derived from metering instruments first. Give full play to the role of the national energy consumption online monitoring system, and encourage enterprises to use fifth-generation mobile communications (5G), blockchain and other technical means to establish energy and carbon emission data collection and analysis systems. In accordance with the needs of the national greenhouse gas emission factor database construction, explore the establishment of a national greenhouse gas emission factor measurement and verification platform.
(XII) Conduct research on common key carbon measurement technologies.Carry out research on methods for assessing metrological uncertainty in online carbon emission monitoring, continue to carry out research and application of carbon emission monitoring and metrological technologies based on lidar, regional and urban scale inversion, carry out research on key metrological technologies for carbon capture, utilization and storage at the flue gas capture end, and provide metrological support for carbon emission statistical accounting, online carbon emission monitoring, and low-carbon technology research.
(13) Strengthen research on metrology technology in key areas.Promote the strengthening of carbon measurement technology research in key industries and fields such as thermal power, steel, cement, petrochemicals, chemicals, and nonferrous metals, carry out comparative studies on direct carbon emission measurement methods and accounting methods, and actual measurement studies on natural gas emission factors, etc. Develop gas concentration calibration devices for continuous flue gas emission monitoring systems in the thermal power field, and continuously improve the accuracy and consistency of carbon emissions and carbon monitoring data.
(14) Strengthen the construction of carbon measurement centers.Promote the construction of the National Carbon Measurement Center, study and formulate the "Guiding Opinions on Strengthening the Construction of the National Carbon Measurement Center", and strengthen the top-level system design and construction tasks of the National Carbon Measurement Center. Study and formulate a guidance catalog for carbon measurement capacity building, guide measurement technical institutions and key emission units to strengthen carbon measurement capacity building, and continuously improve the level of carbon measurement capabilities.
(15) Improve the measurement technical specifications related to “dual carbon”.Strengthen the formulation and revision of "dual carbon" measurement technical specifications, and compile measurement technical specifications such as carbon measurement review specifications for key emission units, calibration of continuous monitoring systems for carbon dioxide emissions from stationary pollution sources, and configuration and management of carbon measurement equipment in coal chemical production enterprises.
(16) Strengthen the supervision and management of energy measurement.Organize various regions to carry out energy measurement reviews on traditional industries such as construction and building materials, petrochemicals, energy, steel, as well as key areas such as data centers and public institutions, to help energy-consuming units solve the measurement problems of energy conservation, emission reduction and carbon reduction, and continuously improve the energy measurement management level and capabilities of energy-consuming units.
III. Safeguard Measures
(1) Strengthen overall planning and coordination.The National Development and Reform Commission implements the relevant coordination responsibilities of "dual carbon", and works with relevant departments to strengthen relevant measurement and standard requirements in the formulation of carbon peak and carbon neutrality policy documents, and promote the implementation of various policy requirements. Give full play to the role of the National Carbon Peak and Carbon Neutrality Standardization General Group, the National Carbon Peak and Carbon Neutrality Measurement Technical Committee, and the National Carbon Emission Management Standardization Technical Committee. Relevant departments should strengthen coordination and linkage in accordance with their respective areas of responsibility, perform their respective duties and responsibilities, focus on promoting the implementation of key tasks, and effectively form a working synergy.
(2) Strengthen publicity and training.Carry out the dissemination and training of carbon accounting, carbon emission reduction related measurement, and standard knowledge, enhance the measurement awareness and ability level of enterprises, and form an atmosphere of learning and using standards in enterprises. Promote key energy-consuming and carbon-emitting units to establish a carbon emission management system, set up energy and carbon emission management positions and special measurement and standardization personnel. Encourage enterprises to cooperate with relevant universities and professional institutions to hold professional talent training courses in carbon peak and carbon neutrality measurement and standards.
(3) Carry out pilot projects first.Carry out carbon emission management standardization pilot projects for enterprises and parks, encourage enterprises to establish carbon emission standard management systems, help carbon emissions be "calculated and calculated accurately", guide enterprises to apply advanced emission reduction technologies, promote carbon emissions to be "reduced and reduced", and build 100 pilot enterprises and parks by 2025. Promote enterprises to strengthen the construction of carbon measurement systems, strengthen carbon measurement requirements, and organize more than 200 enterprises in Shandong, Zhejiang and other places to carry out carbon measurement review pilot projects. Organize and carry out zero-carbon park measurement pilot projects and energy resource measurement experience exchanges.
(IV) Increase financial support.Finance departments at all levels have increased their support for the construction of basic carbon measurement capabilities, basic general and emergency standards by setting up special funds, etc. They have coordinated the use of funding channels, actively guided social capital investment, and supported the research on key measurement technologies for carbon emission statistics and carbon monitoring, the development and application of instruments and equipment, and the formulation of measurement technical specifications.
(V) Deepen international cooperation.We will continue to promote international cooperation in the field of metrology and standards for addressing climate change, give full play to the key role of Chinese experts in international metrology and standardization organizations, and continuously enhance my country's participation and contribution in addressing climate change. We will continue to conduct applicability analysis of international standards, propose a number of international standard proposals in the fields of electric vehicles, new power systems, ecological carbon sinks, etc., and strengthen international cooperation in new fields and new technologies.
