The Implementation Opinions clearly stated that the "guaranteed delivery of housing" should be promoted through measures such as "one project, one policy" to ensure the delivery of housing, meet the reasonable financing needs of the project, purchase a moderate amount of existing commercial housing for use as affordable housing, and encourage the purchase of existing commercial housing for use as resettlement housing. Innovative models for "renovating dilapidated housing" should be developed through exploring cooperative renovation models for dilapidated housing, providing land planning policy support for dilapidated housing renovation projects, and providing multi-channel funding support for dilapidated housing renovation.
By reducing the cost of buying a house, providing preferential subsidies for "trading old for new", expanding the coverage of "trading old for new", increasing the support of provident funds, providing support for housing rental loans, providing subsidies for purchasing second-hand houses, and actively exploring "transferring ownership with mortgages", etc., preferential incentives are given to "trading for new houses".
