On July 30, the Guangzhou Development Zone Planning and Natural Resources Bureau (Huangpu District Branch of the Guangzhou Municipal Planning and Natural Resources Bureau) issued an announcement on the listing and transfer of the right to use a piece of state-owned construction land, which attracted widespread attention.

According to the announcement, the land parcel is the JKG-A-1 plot located north of Guangshan Highway and west of Jinkeng Metro Station. The announcement requires the successful bidder to promise that "the housing built on the plot will be used to solve the property replacement needs of the historical legacy project designated by the Huangpu District Government."

It is this clear requirement that has led many people to point out that the "historical problem project property" is the "Australia Villa" building that was built in 1995 and has been unfinished for nearly 30 years. In this regard, Nandu reporters contacted the announcement issuing unit, and the staff of the relevant department of Huangpu District told reporters that the official has not made this conclusion and it is not convenient to make a specific response at present.

announcement:

The land is used for

Solve the property replacement needs of historical projects

The announcement of the state-owned construction land use rights pointed out that the land parcel is numbered JKG-A-1, which is a second-class residential land (R2), located north of Guangshan Road in Huangpu District and west of Jinkeng Metro Station, with a total transfer area of 50,322 square meters and a total construction area of 179,000 square meters.Volume rateIs ≤3.56.

The starting price of the land is 892.15 million yuan, equivalent to a starting floor price of approximately 4,980 yuan per square meter, with an increase of 5 million yuan. The online time-limited bidding is scheduled to start at 10:00 on August 30.

What has attracted much attention is that the land transfer has a clear purpose, namely "the housing built on the land will be used to solve the property replacement needs of the historical problem projects designated by the Huangpu District Government." The announcement pointed out that the successful bidder must promise that the housing built on the land must be used to solve the property replacement needs of the historical problem projects designated by the Huangpu District Government. The specific apartment types and number of units must be approved by the Huangpu District Housing and Urban-Rural Development Bureau before the construction application (construction detailed plan, construction project planning license). Otherwise, the transferor has the right to terminate the land transfer contract, recover the land, and the deposit will not be refunded.

The announcement also pointed out that for the remaining housing after the replacement needs are met, the price per square meter of the floor unit price plus the construction and installation costs will be transferred to the Huangpu District Housing Security Service Center for disposal. The registered address of the winning bidder must be in Guangzhou Development Zone or Huangpu District. If the registered address of the bidding applicant is not in Guangzhou Development Zone or Huangpu District, a new company must be established in Guangzhou Development Zone or Huangpu District to develop and construct the land after the land is transferred.

As for the construction period, construction must start within 1 year after the land is delivered and be completed within 3 years from the date of commencement.

Is it possible that the well-known “unfinished building” will be restarted?

The relevant departments of the city have not yet responded positively

Why did this piece of land quickly remind people of Guangzhou's largest unfinished residential complex, Australia Villa? Nandu reporters found that there may be the following reasons:

First, over the past decade, the government and other parties have hoped to promote the reconstruction of the project. This signal has appeared more than once, and the previous solution tended to be off-site reconstruction and resettlement. The land parcel for sale this time is located west of Jinkeng Metro Station. Australia Villa is only one street away from Jinkeng Metro Station, which is more than 500 meters away on foot.

Secondly, on July 2 this year, the Office of the Leading Group for Dealing with the Unfinished Australian Villa Project in Huangpu District, Guangzhou City, publicly issued the "Notice on Collecting Information on Buyers of Australian Villa Project". The notice stated that due to historical reasons, the current information on buyers of the Australian Villa project needs to be improved. The Huangpu District People's Government has established the Office of the Leading Group for Dealing with the Unfinished Australian Villa Project (hereinafter referred to as the Special Working Group), which is responsible for collecting relevant information on buyers involved in the historical problems of the Australian Villa project.

The "Announcement on Collecting Information of Homebuyers of Australian Villa" was publicly released in the media on July 2, and was later posted on the side of a security booth at the entrance of Australian Villa, but it was not very conspicuous.

It can be seen that this official announcement issued by the special working group also used the term "historical problems", which is somewhat related to the "historical problem project designated by the Huangpu District Government" in the aforementioned land transfer announcement. Are the two equivalent? Is the historical problem project designated by the government the Australian Villa?

Nandu reporter first contacted the Guangzhou Planning and Natural Resources Bureau and was told that the right of interpretation of the issue lies with the announcement issuing unit. The reporter then contacted the Huangpu District Branch of the Guangzhou Planning and Natural Resources Bureau and received a reply from the staff of the relevant departments of Huangpu District that whether the land parcel will be used to solve the problem of the Australian Villa project has not yet been determined due to the complex relationships involved. However, it is clear that the official level of Huangpu District has made up its mind to vigorously solve the historical problems left over from the Australian Villa, and the establishment of a special working group is a concrete manifestation of this.

On-site visit:

Many residents said they did not know about the resettlement information yet.

The community is now mostly tenants

According to a previous report by Nandu, Australia Villa consists of six areas, namely A, B, C, D, EA and villa areas, with a total of about 292 houses built, of which 225 have been capped (including completed), and the rest are under construction or unfinished projects. According to an official data, a total of 2,386 units were sold in the villa, of which 865 units had their contracts terminated and 139 units were stopped from supply.

If we count from 1998 when the developer’s capital chain broke down, Australia Villa has been unfinished for 26 years. More than half of the houses were left behind by the owners. Today, the number of remaining owners has remained at around 30 for a long time, and some tenants have been welcomed in recent years.

The unfinished Australian Villa has a poor living environment. In 2013, the then local government of the community, Luogang District Government, believed that the project had been unfinished for many years, and there were safety hazards due to disrepair. The construction application materials for the built houses were incomplete, and they were built without the approval of the planning department and did not meet the fire inspection conditions. It was impossible to further complete the relevant procedures from the perspective of applying for a real estate certificate.

Today's living environment in Australia Villa is even worse than it was back then. On June 11 this year, the relevant department responded to a complaint from an owner of Australia Villa and said that after verification, Australia Villa community has not yet completed the acceptance inspection, is an unfinished building, and the water and electricity facilities are aging and damaged, there are other safety hazards, and do not meet the living conditions. At present, the relevant departments are promoting the overall reconstruction and resettlement of the community.

On August 2, a reporter from Southern Metropolis Daily visited Australia Villa again. Visitors are not allowed to enter or leave the villa at will, and security management is relatively strict. On the side of the entrance security booth, there is a notice on collecting information about buyers of Australia Villa.

The office address of the special working group is located at No. 88 Jinkeng Avenue, which is actually located near Australia Villa. At the entrance of a project department of China Railway Construction, there is a yellow sign that reads "Australia Villa Home Buyer Information Submission Office." Nandu reporters went there for consultation, and the relevant staff on the scene said that it was inconvenient to accept the interview and that they had to contact the relevant departments of Huangpu District.

Walk left for about 600 meters from Australia Villa and you will see a yellow sign directing you to the "Australian Villa Home Buyer Information Submission Point."

Afterwards, Nandu reporters called the special working group for consultation, and the operator said that the current public collection and registration of Australian Villa home buyers' information is to conduct a survey for the subsequent effective handling of the villa's historical problems. As for how the subsequent work will be carried out, it will be decided by the Huangpu District Committee and District Government.

Near Australia Villa, Nandu reporters met several residents of the villa, including tenants and owners who do not live here often. They all said they did not know much about the current issues related to the resolution of the Australia Villa. One owner told Nandu reporters, "I don't come here often, and I don't know about the information that the special working group wants to collect. It would be best if the problem can be resolved!" Nandu reporters also learned that in recent years, many elderly people have moved out of the villa, and now most of the people living in the community are tenants.
