1. Focus on the central tasks and focus on the reform tasks for the next five years

The plenary session pointed out that the overall goal of further deepening reform is to "continue to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity." At the same time, it anchored the reform goals to be achieved by 2035, focused on the deployment of the next five years, and made it clear that "by 2029, the 80th anniversary of the founding of the People's Republic of China, the reform tasks proposed in this decision will be completed."

The fourth meeting of the Central Leading Group for Deepening Reform, held in February this year, emphasized that "we must scientifically plan major measures to further comprehensively deepen reform and focus on the institutional and mechanism obstacles that hinder the smooth advancement of China-style modernization" and "reform measures must have clear direction and be aimed at solving the most prominent problems. The reform must have a strong flavor and be of sufficient quality."

This plenary session adhered to the combination of goal orientation and problem orientation, and made systematic arrangements for further deepening reform in an all-round way.
