red star news learned that since the project was suspended in march 2023, the two parties have conducted multiple rounds of negotiations on the compensation issue, but the two parties have been unable to reach an agreement on the compensation price, resulting in the delay in resolving the project issues. no matter for the government or enterprises, there is no winner in the current situation.

yi, the project leader of jixing company, told red star news that the construction land for the project consists of two parts. among them, the b04-02 eastern section and b04-05 plot totaling 84,510 square meters of land were obtained by jixing company through delisting, and were jointly developed with dexing city the natural resources bureau signed a contract to transfer the right to use state-owned construction land. the transfer price was 11.41 million yuan, and jixing company paid 5 million yuan; the western section of another piece of land, b04-02, was owned by dexing investment holding group co., ltd. yi said that the project is expected to be completed and put into production by the end of 2023. although the project construction has been affected to a certain extent due to the epidemic and other reasons, the overall progress can still be completed within expectations. at the beginning of 2023, when they had prepared funds and were ready to speed up construction, they suddenly received a notice from the dexing high-tech industrial park management committee in early march of that year, asking them to stop project construction and the government would take back the construction land. they responded on the spot that the project was progressing smoothly and they did not agree to take back the land without reason. on march 9 of that year, the company received a copy of the dexing municipal government meeting minutes, which formally notified the company in writing to stop the project construction and take back the land. the company was therefore forced to stop the project construction.

regarding the question of why the final payment for the land has not been paid, yi from jixing company said that they had indeed received reminder notices for the b04-02 eastern section and b04-05 land parcels obtained after delisting, because the project was in its infancy and the management committee the meeting had verbally promised to defer payment, but later the project was suspended. in may last year, the dexing municipal natural resources bureau also issued a document terminating the land transfer contract between the two parties and decided to take back the land. as for the western section of the b04-02 plot, the agreement stipulated that the government would help them complete relevant procedures before paying the balance. however, because the procedures were never completed, the payment was not made.

"in fact, since the two parties have negotiated the compensation issue several times, it is no longer meaningful to discuss whether to pay the final payment for these lands and whether it is 'vacating the cage for a bird'. we are willing to make some concessions and lose less, as long as compensation will be reached as soon as possible, and we also hope to withdraw as soon as possible and invest elsewhere, but the premise is that we cannot lose too much," yi said.

regarding the question of whether there was a verbal promise to postpone the payment of the final payment for the land at that time, deputy director xu said that there was no such thing. he mentioned that there are currently two solutions to this matter. one is that after the two parties reach an agreement on compensation through negotiation, jixing company withdraws. however, there is still a certain gap between the two parties in determining the amount. jixing company’s latest claim for compensation is more than 46 million yuan, but the management committee believes that compensation should be more than 30 million yuan, mainly due to differences in equipment deposits, personnel wages and loss of capital interest; another solution is that jixing company will continue the project construction, but speed up the project progress, and at the same time, it is necessary to build a construction scale that matches the 2.6 billion yuan investment agreed in the agreement.
