recently, several bus drivers of xinmi city bus company in henan province reported that the company required them to replace batteries or renew insurance, otherwise they would face suspension of operation. in addition, bus drivers also reported that some subsidies were not in place. in response to this, the local bus company office said it was "not true."

bus driver master zhang told reporters that before 2019, xinmi city's buses were mainly purchased by individual drivers and operated under the name of xinmi city bus company, with a total of 192 such affiliated vehicles. however, since 2019, the company has begun to purchase vehicles from some owners at prices close to scrapped vehicles, and currently only about 30 drivers and owners continue to maintain the affiliated relationship.

master zhang said that car owners need to pay the company a management fee of 6,280 yuan every six months, regardless of whether the vehicle is in normal operation. "after collecting the management fee, the company only provides limited services such as subsidy application, insurance payment and handling disputes between drivers and passengers."

according to the documents provided by master zhang, the zhengzhou municipal finance bureau and the henan provincial finance department have repeatedly issued notices on the budget for the advance allocation of rural passenger transport and urban transportation development incentive funds. another bus driver, master hu, also reported that since purchasing a car in 2015, the government has provided subsidies for gasoline vehicles and new energy electric vehicles, and the subsidies have been issued relatively promptly. "but since 2019, it has been difficult to get subsidies."

regarding the subsidy, master zhang consulted the xinmi city bus company, "the company said they have not received the subsidy yet."

afterwards, master zhang went to the xinmi city finance bureau to make inquiries. "the xinmi city finance bureau initially said that they would check the relevant documents. but later they said that they had not received the document."

master zhang told reporters that the xinmi transportation bureau issued a document in september 2023 requiring the replacement of batteries with safety hazards. the xinmi city bus company issued a document on july 8, 2024, requiring car owners to replace batteries or renew insurance before september 5, otherwise the vehicles will be suspended. although the xinmi transportation bureau allowed the battery replacement to be postponed until october 12, car owners still expressed dissatisfaction with this.

"we carry out regular inspections and maintenance and will not put vehicles on the road casually. vehicles have annual inspections and secondary maintenance operations, and vehicles over 5 years old are inspected every six months. some vehicles have been in operation for only more than 6 years, and there is no evidence to prove that there is a problem with the battery, so it is unreasonable to require us to stop operating and scrap them." master zhang said that the cost of replacing a battery is as high as 100,000 or 200,000 yuan, and the replacement of the battery depends on various factors such as battery life and energy density. there are special third-party agencies to test whether the battery is qualified and whether there are any safety hazards.

before september 5, master zhang visited the surrounding counties and cities such as dengfeng and gongyi, and found that these areas had not received any relevant documents requiring mandatory battery replacement.

on september 23, the reporter contacted the xinmi city urban bus company office, and the staff responded to the issue of insufficient subsidies by saying it was "not true," but then said they were "not clear." the staff of the xinmi finance bureau said, "we don't manage business here." regarding the battery replacement, the reporter contacted the xinmi transportation bureau on the 24th, and the staff said they would respond after understanding. however, as of press time, the reporter has not received a reply.
