china industrial and commercial news: recently, the shandong provincial department of human resources and social security and the shandong provincial department of finance jointly issued the "implementation rules for employment internships in shandong province" (hereinafter referred to as the "rules"), which standardize and refine the organization and management and responsibilities of employment internships, organization and implementation, internship unit management, intern management, subsidy issuance, supervision and management, etc., to ensure the smooth implementation of employment internships.
the detailed rules point out that employment internships are implemented under hierarchical responsibility and local management. unemployed college graduates within two years of leaving school and registered unemployed youth aged 16-24 who are willing to do internships can sign up to participate; the internship period is generally 3 to 12 months, during which the internship unit will provide a basic living allowance of no less than the local minimum wage standard for the same period on a monthly basis, and pay work-related injury insurance or apply for personal accident insurance.

the "detailed rules" specify the standards and procedures for applying for employment internship subsidies. for units that absorb participants in employment internships, employment internship subsidies will be given at 60% of the local minimum wage standard. for units that achieve a retention rate of 50% or above at the end of the internship period within the year, the internship subsidy standard for all trainees who have completed the internship within the year will be increased by 10 percentage points (excluding internship subsidies for the remaining period).
the "detailed rules" clearly state that the employment internship subsidy adopts the method of "pay first and then reimburse", and the internship unit can apply for the employment internship subsidy on a monthly, quarterly or after the expiration of the internship. for units with an internship retention rate of 50% or more in the previous year, the unit does not need to provide materials, and the difference subsidy will be paid in a lump sum at the beginning of the following year.
it is worth mentioning that according to the provisions of the "detailed rules", eligible overseas returnees and graduates from universities in hong kong, macao and taiwan enjoy the same employment internship subsidy policy.
in addition, the "detailed rules" also strengthen the supervision and management of employment internships, requiring human resources and social security departments at all levels in the province to strengthen supervision of the organization and implementation of employment internships, system implementation, policy implementation, internship effectiveness, and fund management.
