Among them, housing pension has received widespread attention. Why do houses also need to be "aged"? Where does this "pension" come from?

The relevant department head of the Ministry of Housing and Urban-Rural Development explained the policy to the media on the evening of the 26th, saying that establishing a housing pension system is one of the important means to put people first, solve people's urgent problems, and strengthen the safety management of existing houses after entering the urban renewal period. It manages both the foundation and the long-term. The Ministry of Housing and Urban-Rural Development has carried out pilot projects on the housing pension system in some cities, and the relevant cities are currently actively exploring it.

Data shows that by the end of 2022, nearly 20% of existing urban houses in China were built more than 30 years ago. It is estimated that by 2040, nearly 80% of the houses will become "old communities", and the number of old houses that need maintenance and renovation cannot be underestimated. Yan Yuejin, deputy director of Shanghai E-House Real Estate Research Institute, analyzed to China News Service that housing pensions are financial support for all-round management of houses.

Prior to this, China already had an existing "special housing maintenance fund" system for housing maintenance and renovation. This fund is used specifically for the maintenance, renewal and renovation of common parts and common facilities and equipment after the warranty period expires, and is paid when residents purchase a house. Since 2004, the special housing maintenance fund has become a mandatory fee when applying for a property ownership certificate.

However, Yan Yuejin said that the housing special maintenance fund system has produced some new problems in its actual operation, such as the lack of standardization in the collection and management of housing maintenance funds. As the size of existing housing increases and the age of houses increases, a newer, more systematic and more comprehensive funding guarantee system is needed for housing maintenance and management, especially public maintenance funds at the government level.
