Ms. Liu was preparing to renovate her new home in early July. Before the renovation team came in, she went to the property management company to pay for the renovation waste removal fee. "I thought 2,000 yuan would be enough, but the property management company quoted a price of 4,000 yuan. What is the standard for this?"
From residents' homes to the garbage collection points in residential areas is the first link in the removal and disposal of renovation waste. Many residents feel that the fees for renovation waste removal are not transparent and the fees are not uniform in different communities. What are the reasons? Zhao Aihua, a member of the Municipal People's Congress and a specially appointed researcher of Shanghai Urban Investment Group, investigated dozens of communities for this purpose and proposed to "further standardize the fees charged by property companies for renovation waste collection and transportation services in residential areas." Recently, this suggestion received the reply of "solved and adopted."

Mr. Zhang, who lives in Gumei Street, Minhang District, was planning to renovate his old house. Before the renovation, he consulted the property management about the payment. The property management asked him to pay more than 5,000 yuan for garbage removal in one lump sum. "The property management told me that this fee is charged according to the square meter of the house, and 30 yuan per square meter." Mr. Zhang checked online and found that the collection and transportation company in his community charges 480 yuan for a 5-ton truck and 950 yuan for an 8-ton truck. The price offered by the property management exceeded his estimate. Because the renovation company was about to enter the site, Mr. Zhang had no choice but to pay the fee.
According to the statistics of the citizen hotline 12345, more than 25% of the complaints about renovation waste focus on the price issue. "The collection and transportation fees of renovation waste have become a major 'pain point' involving the vital interests of residents." Zhao Aihua said that at present, there are usually three ways to charge for the collection and transportation of renovation waste in residential areas: one is to collect through property management; the second is for the owner to directly entrust the collection and transportation company and pay; the third is to entrust the decoration company to contact the collection and transportation company and pay. The survey results show that the collection method through property management accounts for the highest proportion and is the most common.
Zhao Aihua, on behalf of the working group, investigated dozens of residential areas and found that the payment procedure for decoration waste fees in the property collection model is generally as follows: residents or decoration companies entrusted by residents pay all the costs of decoration waste removal, which are collected by the community property management company, and then the property company pays the transportation fees to the collection and transportation company.
“In this mode,The fees paid by residents are mainly composed of two parts: "short-distance transportation to the community" borne by the property company, and "collection and transportation to the transfer station or designated unloading point" borne by the operation service company.Zhao Aihua analyzed that the charging standards of operation service companies are relatively clear according to the "double publicity" of the local area, but the collection of short-distance transportation fees in residential areas is not uniform. Some are calculated according to the number of renovations and area of residents, some are calculated according to the collection frequency and weight, and some are calculated according to the transportation distance and residential type, etc. The city is uneven. How to collect, how much to collect, and what specific items are included are basically determined by the property company where they are located.
Ms. Qin lives in Yangpu, and her parents live in Baoshan. "The property management in our community calculates the renovation waste removal fee based on the house area, while my parents' community calculates it based on the weight of the waste. For houses of similar size, the renovation waste fee differs by 1,000 yuan!"
"Due to the different 'double publicized' prices for the collection and transportation of renovation waste between residential areas in different administrative districts and towns, and the different pricing methods of various property companies, some citizens feel that the charges for renovation waste in residential areas are not transparent, price information is asymmetric, and the charging standards are not unified." In Zhao Aihua's view, the collection and transportation management of renovation waste involves multiple departments and multiple policies. At present, the coordination and linkage between relevant departments has not really been formed, which can easily lead to "everyone wants to manage, no one manages it in detail, or no one can manage it."

Technological innovation solves the "settlement" problem
Why do citizens feel that the renovation waste charges are not transparent? This is related to the settlement method.
The settlement between the property company and residents is based on the area of the house (square meters), while the settlement between the property company and the collection and transportation company is calculated according to the tonnage of the vehicle. "The two calculation units are not unified, so the charging standards will also be different," said Zhao Aihua.
The reporter found that most residential areas charge garbage collection fees based on the area of the house, generally at a rate of 25-35 yuan per square meter. In actual decoration, for houses of the same area, some may need three trucks of garbage, while others may need four trucks. This gives the property management room for ambiguous pricing. Some communities will eventually refund or supplement the amount based on the number of vehicles actually used by the owner, while some communities will include this part in the "short-haul fee", which is usually also ambiguous pricing. "If they see that there is a lot of decoration garbage, they will charge one more truck, or negotiate with the collection and transportation company to give up the price of one truck." said a property management person in charge.
"Because of the different settlement methods, citizens feel that there is information asymmetry and price opacity, and they think there is something fishy going on." Zhao Aihua found in his research that most communities use the "appointment delivery" model. After paying the fees, residents usually do not pay attention to the whereabouts of the renovation waste. Many residents simply throw the renovation waste in designated places in the community.
According to the investigation of the representative working group, among the garbage thrown by residents, about 10% of waste plastics, waste paper, etc. are mixed with decoration garbage. Hazardous waste such as waste light bulbs, paint buckets, coating buckets, as well as fast food boxes with soup, beverage cans, kitchen waste, etc. are mixed with decoration garbage and tied up or bundled.
In response to the price pain point, some communities have adopted the smart recycling bin model to "solve the problem". In the Yuanfeng residential area of Beixinjing Street, reporters saw a mobile green smart device called "Green House", which is specially used to hold renovation waste thrown in by residents. When the garbage is full, it can be towed away by a collection truck. The "Green House" has a unified standard container, and the charging standard of this container is clearly marked. It is clear at a glance how much garbage residents have thrown into the "Green House" and how much money they have collected. Residents can complete online payment by scanning the code.

This model of special recycling bins not only solves the problem of renovation waste not falling to the ground, but also makes the collection and transportation prices open and transparent. Shanghai's residential areas adopt local management of renovation waste, and this model is currently only piloted in some residential areas such as Changning and Xuhui.
Zhao Aihua believes that, on the one hand, it is necessary to track and evaluate the actual use of different types of smart decoration waste recycling bins in various districts, develop and promote advanced and applicable decoration waste collection and transportation technologies and equipment, and solve the "charging" problem through technological innovation. On the other hand, under the current "property agency collection" model, the charging details and standards should be further clarified, and property companies should strictly implement the "double publicity" requirements of "residential area decoration waste collection and transportation units, collection and transportation prices" on the wall. Relevant government departments should strengthen supervision and spot checks on the implementation of the "double publicity" requirements in residential areas, and guide and supervise the charging standards and charging behaviors of property companies in the collection and transportation services of residents' decoration waste.
Promote clear pricing for renovation waste removal fees
The representative's suggestion was taken seriously by the hosting department.
What authoritative statements do government departments have regarding the placement and collection of renovation waste? The reporter learned that according to relevant regulations, the Municipal Housing Authority, together with the Municipal Greening and Urban Appearance Bureau, respectively guides property service companies and renovation waste collection and transportation companies to standardize their respective service charging behaviors.
Regarding the "renovation waste removal fee", the "Notice on Strengthening the Management of the Placement and Collection of Renovation Waste and Large-Piece Waste in the City" jointly issued by the Municipal Greening and Urban Appearance Bureau and the Municipal Housing Administration Bureau clearly states that the renovation waste removal fee shall be calculated and charged by the collection and transportation companies based on the actual amount of waste placed, and separately from the owners and users. If the collection and transportation company entrusts the property management company to collect the renovation waste removal fee, the collection and transportation company shall negotiate with the property management company and sign a commission agreement.

Regarding short-distance transportation, cleaning and other related charges, according to the municipal government regulations "Shanghai Construction Waste Treatment Management Regulations", the decorator is responsible for the short-distance transportation and cleaning of decoration waste, or may entrust the property service company to be responsible. The relevant charging standards, service content, etc. shall be agreed upon by both parties in the "Decoration and Renovation Management Agreement" signed by voluntarily negotiation.
The Municipal Housing Authority stated that it had issued a relevant notice in 2024, clarifying that if a property provides a short-distance transportation service for renovation waste, it should publicize the service fee standards. At the same time, relevant charging content was added to the "Decoration and Renovation Management Agreement" signed between the decorator and the property, guiding the owner to choose whether to entrust the property service company to short-distance transportation of renovation waste and agree on the charging standards; at the same time, the charging method of the property collection and transportation company was changed to a method in which the decorator directly delivered the waste to the collection and transportation company, or voluntarily entrusted the property to pay the fee on his behalf, further streamlining the payment method for renovation waste removal fees.
The Municipal Housing Authority also stated that it will strengthen the disclosure of fee information and promote the public disclosure of renovation waste collection and transportation information by collection and transportation companies. It is reported that in order to promote the clear pricing of renovation waste removal fees in residential areas, the "double disclosure" of renovation waste collection and transportation units and prices has been included in the 2023 "Beautiful Home" construction evaluation indicators, and the "double disclosure" rate of renovation waste information in the city has reached 95%.
"The collection and transportation of renovation waste is linked to the citizens on one end and to resource utilization on the other end." Zhao Aihua believes that government departments should not only strengthen the guidance on standardized property charges and services, but also supervise and inspect the compliance of property companies' charging items and charging standards. "We will deal with any violations found seriously and learn from them, so that residents will be willing to pay for renovation waste fees and understand what they pay."
How to strengthen the supervision and inspection of property charges? The Municipal Housing Authority stated that in combination with the "five inspections" system of the property industry, it will continue to organize housing management departments at all levels to inspect the public disclosure of service charges and charging standards for short-distance transportation by property service companies. In the next step, it will work with the Municipal Greening and Urban Appearance Bureau, the Municipal Development and Reform Commission and other departments to further standardize the charging behaviors related to the collection and transportation of renovation waste. Continue to strengthen the publicity of relevant policies, strengthen the on-site spot checks of "double publicity", consolidate the local supervision responsibilities, and urge the transportation companies to actively maintain and timely update the "double publicity" content of the residential areas where they are responsible for collecting and transporting renovation waste.
