Guidelines for the Construction of Beijing Technology Innovation Center (Trial)
Chapter I General Provisions
Article 1 These Guidelines are formulated to implement the innovation-driven development strategy, give full play to Beijing's advantages in education, science and technology, and talent resources, improve the innovation system that deeply integrates industry, academia, research and application, create new momentum for high-quality development, standardize the construction and operation of Beijing's technology innovation centers, develop new quality productivity in accordance with local conditions, and better support the construction of Beijing International Science and Technology Innovation Center and Zhongguancun World Leading Science and Technology Park.
Article 2 Beijing Technology Innovation Center (hereinafter referred to as the Technology Innovation Center) is an important part of Beijing's strengthening of national strategic scientific and technological strength, and undertakes the important tasks of promoting breakthroughs in major key core technologies, planning cutting-edge technology research and development and application, promoting the transformation of scientific and technological achievements, and cultivating new quality productivity. The Technology Innovation Center should strengthen the leading role of enterprises in scientific and technological innovation, use industry-university-research collaboration as an important means, attract all parties and gather high-quality resources to participate in the construction, provide source technology supply for industrial development, and promote the organic integration of technological innovation and industrial innovation.
Article 3 The Technology Innovation Center adheres to the principles of "innovation-led, field-focused, exploration-first, and collaborative progress", focusing on the city's key core technology breakthrough actions and new tracks for future industries, and guiding the healthy and orderly development of emerging industries.
Chapter II Conditions and Procedures for Establishment
Article 4 The Technology Innovation Center is based on key science and technology enterprises and is jointly established with universities, research institutes and upstream and downstream enterprises in the industrial chain in related fields.
Article 5 The supporting unit shall meet the following basic conditions:
(1) Enterprises legally registered in Beijing with good credit standing and significant innovation advantages in the industry.
(II) It has outstanding innovation resource integration capabilities, has a close industry-university-research cooperation foundation with universities, research institutes, and upstream and downstream enterprises in the industrial chain, and has the advantages and capabilities to integrate innovation resources, form innovation cooperation networks, and organize and initiate high-level technology research and development activities.
(III) Based on the scale of sales revenue of an enterprise, its research and development expenses shall meet one of the following conditions:
1. For enterprises with an average annual sales revenue of more than RMB 3 billion (inclusive) in the past three years (if the actual operating period is less than three years, it shall be calculated based on the actual operating period, the same below), the proportion of total research and development expenses in the past three years to the total sales revenue in the same period shall not be less than 10%, or the growth rate of research and development expenses in the previous year shall not be less than 5%.
2. For enterprises with average annual sales revenue of RMB 1 billion (inclusive) to RMB 3 billion in the past three years, the proportion of total research and development expenses in the past three years to total sales revenue in the same period shall not be less than 15%, or the growth rate of research and development expenses in the previous year shall not be less than 10%.
3. For enterprises whose average annual sales revenue in the past three years is less than RMB 1 billion, the proportion of total research and development expenses in the past three years to total sales revenue in the same period shall not be less than 20%, or the growth rate of research and development expenses in the previous year shall not be less than 15%.
(iv) The total amount of research and development expenses incurred in China in the recent three years accounts for no less than 60% of the total amount of research and development expenses.
(V) No general or above production safety accidents or emergencies causing major social impact have occurred in the past three years.
(6) Having high-level leading talents, a stable core technology team and a results transformation and application team.
Article 6 encourages the establishment of new independent legal entities as supporting units to build technology innovation centers. New independent legal entities shall meet the requirements of Article 5 (1), (2), (4), (5) and (6) at the same time; for Article 5 (3), the focus shall be on assessing the technical level and innovation ability of its joint units, and the research and development expenses of the supporting unit in the current year may not be assessed, but the supporting unit shall ensure that the average annual research and development expenses in the next three years are not less than 20 million yuan.
Article 7 The Technology Innovation Center shall be established in accordance with the following procedures:
(I) Preparation of plans. The supporting unit shall organize the preparation of a plan for the construction of the technology innovation center, clarify the overall goals, annual goals and milestone goals, and clarify the construction content, technical route, expected results, operation mechanism, budget plan and guarantee measures.
(II) Organize the application. The Municipal Science and Technology Commission Zhongguancun Management Committee shall promote the construction of technology innovation centers in an orderly manner through organizational recommendation and other means. Relevant municipal departments, districts and Beijing Economic and Technological Development Zone (hereinafter referred to as districts) may make recommendations on technology innovation centers based on work priorities and industrial development.
(III) Scheme demonstration: The Municipal Science and Technology Commission and the Zhongguancun Management Committee organize experts to carry out evaluation and demonstration of the technology innovation center construction plan.
(IV) Establishment and awarding of plaques. The Municipal Science and Technology Commission and Zhongguancun Management Committee shall award plaques to the technology innovation centers that agree to be established in accordance with relevant procedures, with a validity period of 5 years.
Chapter 3 Construction Content
Article 8 The Technology Innovation Center shall establish a mechanism for the deep integration of industry, academia and research, and form an innovation consortium for joint development, complementary advantages and sharing of achievements. The director responsibility system shall be implemented, and the person in charge of the supporting unit or the technical person in charge shall serve as the director of the Technology Innovation Center to comprehensively coordinate the work of the center. An expert committee shall be established to review the development goals, key technological innovation tasks, etc. of the Technology Innovation Center, and put forward opinions and suggestions on relevant major matters.
Article 9 Technology innovation centers should focus on applied basic research and key core technology breakthroughs, pool resources to carry out original and leading scientific and technological innovations, form a batch of high-value intellectual property rights and cutting-edge technological achievements, and promote the transfer, transformation and demonstration application of achievements.
Article 10 The technology innovation center should build a scientific and reasonable team of scientific and technological innovation talents, cultivate and attract international, professional, and high-level innovative talents, adopt flexible and effective incentive mechanisms, and fully mobilize the enthusiasm of all types of personnel.
Article 11 Technology innovation centers should give play to the leading role of supporting units, the collaborative and supporting role of small and medium-sized enterprises, and the basic technical support role of universities and research institutes, enhance the resilience and security level of industrial chains and supply chains, and promote the clustering of industries.
Article 12 The Technology Innovation Center shall strengthen regional cooperation, actively participate in the coordinated innovation of Beijing, Tianjin and Hebei, and strengthen the flow of regional innovation resources and industrial collaboration. Actively organize and participate in international scientific and technological exchanges, take the initiative to integrate into the global innovation network, and enhance international competitiveness and voice.
Chapter IV Division of Responsibilities
Article 13 The Zhongguancun Management Committee of the Municipal Science and Technology Commission is responsible for the guidance, services, evaluation and assessment of the Technology Innovation Center. Its main responsibilities include:
(1) Strengthen guidance and services for the overall planning and R&D direction of the technology innovation center, and coordinate and solve major problems in the construction and operation of the technology innovation center in a timely manner.
(2) Responsible for the demonstration, awarding of licenses, and revocation of technology innovation centers.
(III) Organize and carry out evaluation and assessment of the Technology Innovation Center.
Article 14 The science and technology management agencies of each district and the management agencies of each sub-park of Zhongguancun National Independent Innovation Demonstration Zone are responsible for the supporting support of the technology innovation center. Their main responsibilities include:
(1) Cooperate in the establishment of technology innovation centers in the region and recommend qualified units in the region to actively apply.
(2) Provide territorial guarantees and supporting policies for the construction and operation of technology innovation centers.
(III) Assist in strengthening risk control and dynamic tracking of the construction and operation of technology innovation centers, and cooperate in organizing the annual report submission, evaluation and assessment, etc. of technology innovation centers in the region.
Article 15 The supporting organization of the Technology Innovation Center is fully responsible for the construction, operation and management of the Center. Its main responsibilities include:
(1) Formulate development plans and overall goals, and clarify annual tasks, technical routes, and expected results.
(2) Establish and improve the management system of technology innovation centers.
(3) Provide sufficient financial investment and conditions for the construction and development of technology innovation centers.
(IV) Submit annual reports as required and cooperate in evaluation and assessment.
Chapter 5 Evaluation and Assessment
Article 16 The Technology Innovation Center implements an evaluation and assessment system. According to the task plan, a mid-term evaluation is carried out every three years and a comprehensive assessment is carried out every five years.
Article 17 The evaluation and assessment content mainly includes the completion of the goals of the technology innovation center, the results of technical research and development, capital investment, the establishment and implementation of the operation mechanism, talent training, regional cooperation and international exchanges, etc.
Article 18 If a technology innovation center or its supporting unit has any of the following circumstances, its qualification as a technology innovation center shall be revoked:
(1) The company fails to submit its annual report for two consecutive years and still fails to submit it after being reminded.
(2) Providing false materials and data.
(3) A major operational risk event occurs or the business is terminated in accordance with the law.
(4) Judicial or administrative organs have determined that there has been a major violation of the law and the person has been held accountable in accordance with the law.
(5) A general or higher level production safety responsibility accident occurs.
(6) There are serious breaches of scientific research integrity, such as academic fraud and plagiarism, and major violations of scientific and technological ethics.
Article 19 If the supporting unit requests to cancel the qualification of the technology innovation center for some reason, it shall submit a written application to the Zhongguancun Management Committee of the Municipal Science and Technology Commission, and its qualification will be cancelled after confirmation.
Chapter VI Supplementary Provisions
Article 20 These guidelines shall be interpreted by the Zhongguancun Management Committee of the Municipal Science and Technology Commission and shall come into effect 30 days after their release.
