On August 11, the first Beijing-Zhejiang Talents Hundred People Meeting was held in Hangzhou. Yu Zhongteng is the director of the smart transportation industry at CITIC Technology and Intelligent Network Technology Co., Ltd. He is also an expert in vehicle-road collaboration at the National Engineering Research Center for Mobile Communications and Internet of Vehicles.
What is C-V2X? Simply put, C-V2X vehicle networking, or cellular vehicle networking technology, is a major technological innovation in my country after 4G-5G. It supports both long-distance information services and short-distance direct communication, and is one of the core technologies for the "vehicle-road-cloud integration" of intelligent connected vehicles. The coordination of "vehicle-road-cloud integration" requires C-V2X vehicle networking to connect "smart cars + smart roads + coordinated clouds".
Yu Zhongteng pointed out in his speech that the Internet of Vehicles is a new engine for the transformation of the automotive industry and the intelligent transportation industry. The industry generally agrees that the first half of the competition in the intelligent networked vehicle industry is new energy, and the second half is intelligent networking.
"In this competition, Europe and the United States have advantages in intelligence, while China has advantages in networking (integration of vehicles, roads and clouds)." Yu Zhongteng said, "At present, the C-V2X vehicle networking led by China is gradually becoming the global mainstream standard." The C-V2X industry has now formed a complete industrial chain ecosystem in my country and is in a leading position in the world, including chips/modules, vehicle-mounted terminals and roadside equipment, test instruments, vehicle manufacturing, operation services, testing and certification, high-precision positioning and map services, intelligent network security, etc.
Based on the industry prospects, in October 2023, the United States released a 10-year C-V2X construction plan, planning to achieve 100% coverage of C-V2X vehicle networks on highways and 85% coverage of intersections in the next ten years. In December of the same year, South Korea decided to use C-V2X to deploy a new generation of intelligent transportation systems. In Europe, Europeans plan to gradually evolve from DSRC to C-V2X in the future.

In order to promote the "vehicle-road-cloud integration" of intelligent connected vehicles to maintain the first-mover advantage and realize large-scale services and networking as soon as possible, in January this year, my country's Ministry of Industry and Information Technology and five other ministries and commissions jointly issued the "Notice on the Pilot Work of Intelligent Connected Vehicles' "Vehicle-Road-Cloud Integration" Application". In July this year, the state announced the first batch of 20 pilot cities, and Zhejiang was selected as the first batch of application pilots in the form of the "Hangzhou-Tongxiang-Deqing" consortium.
"Zhejiang has a good foundation in transportation digitalization. The mileage of smart highways in the '14th Five-Year Plan' has reached 1,000 kilometers, and the 'city brain' has been leading the country. At the same time, Zhejiang has an industrial chain foundation in the hardware of 'vehicle-road-cloud integration'. In the future, by actively creating 'vehicle-road-cloud integration' and road-air collaborative application scenarios, it will better drive the development of Zhejiang's future industries." Yu Zhongteng said.
At present, CITIC Technology and Intelligence has led and participated in the deployment and construction of more than 100 vehicle-road collaboration projects across the country. Based on research and practice, he suggested that Zhejiang take the construction of the Hangzhou-Tongxiang-Deqing vehicle-road-cloud integration pilot as an opportunity to open up the highway connection between the three places and build a provincial "vehicle-road-cloud integration" demonstration highland.
"Specifically, Zhejiang can seize the policy dividends and rapidly advance the construction of C-V2X infrastructure; it can rely on the scale of service networks to rapidly develop Internet of Vehicles terminal users. On this basis, relying on scale networks and terminals, we will develop the Internet of Vehicles platform economy, including: building an intelligent connected vehicle and Internet of Vehicles industry ecological platform, supporting automobile companies, smart driving, travel services, etc. to carry out research and development and testing, supporting or cultivating key enterprises in the industrial chain, and promoting the formation of clusters of upstream and downstream enterprises, thereby creating a new cross-industry collaborative development ecosystem of 'car-energy-road-cloud'." Yu Zhongteng said.
