Qu Yifan believes that the Opinions do not conflict with the "double reduction". The Opinions mention: promoting social training institutions to improve service quality in response to public needs, targeting all types of training institutions, and emphasizing the improvement of service quality. On the one hand, institutions should operate in good faith and in compliance with regulations in all aspects of the entire process, including enrollment, fees, training, safety, refunds, complaint handling, and student information protection; on the other hand, they should improve service levels and standards on the existing basis to better meet social needs, which does not conflict with the goals and measures of the "double reduction".

Dong Shengzu further pointed out that in addition to subject-based training institutions, a large proportion of social training institutions are vocational training institutions. Obviously, under the fierce market competition, vocational training institutions can only better meet the needs of consumers and seek better survival and development by adapting to the development requirements of new quality productivity, facing industries, industries and enterprises, and constantly improving the quality of training.

Experts suggest allowing institutions to set floating prices based on actual costs

Dong Shengzu believes that at the local level, how to meet the actual needs of the people, appropriately optimize the government guidance price management system, allow institutions to float prices based on actual costs, enable existing subject training institutions to maintain normal operations, and continuously increase investment to effectively improve the quality of training is also a topic that needs to be studied and resolved.

From the perspective of alleviating excessive extracurricular subject training, Dong Shengzu suggested that, on the one hand, on the basis of vigorously balancing the allocation of educational resources and narrowing the "regional, urban-rural, and inter-school" education gap, we should work hard to improve the quality of classroom teaching in every primary and secondary school, and effectively improve the after-school services in the school, so that the majority of primary and secondary school students can learn well and fully in school; on the other hand, we should highlight the quality orientation, promote the reform of the education evaluation system in accordance with the central deployment, increase the value and weight of comprehensive quality in the scoring of the college entrance examination, fundamentally change the situation of "selecting people by scores" and "calculating every point" in the basic education stage, and minimize the education anxiety of students and parents.
