On August 6, the National Development and Reform Commission, the National Energy Administration, and the National Data Administration issued the "Action Plan for Accelerating the Construction of a New Power System (2024-2027)" (hereinafter referred to as the "Action Plan"), requiring the implementation of nine special actions in 2024-2027 to promote the construction of a new power system and achieve practical results.
The nine special actions in the "Action Plan" are: power system stability guarantee action, large-scale and high-proportion new energy export breakthrough action, distribution network high-quality development action, intelligent dispatching system construction action, new energy system friendly performance improvement action, new generation coal-fired power upgrade action, electric vehicle charging facility network expansion action, and demand-side coordination capacity improvement action.
When interpreting the Action Plan, the main person in charge of the Electricity Department of the National Energy Administration stated that the construction of a new power system takes a long time, covers a wide range of fields, and involves many aspects. Each development stage has different focuses and needs to be implemented in a coordinated manner.
The new power system is the key carrier to achieve the dual carbon goals
The power system stability guarantee action is the first of the nine special actions in the Action Plan. The Action Plan proposes to focus on optimizing and strengthening the main grid of the power grid, improving the performance of new entities involved in the grid, promoting the application of grid-building technologies, and continuously improving the quality of electricity to provide safe and stable guarantees for the construction of new power systems.

It is a key carrier to help achieve the "dual carbon" goals, a strategic choice to ensure my country's long-term energy security, and an effective measure to cope with the challenges of power transformation.
Bai Wenxi, vice chairman of the China Enterprise Capital Alliance, said that the innovation of the new power system lies in its clean and low-carbon, safe and abundant, economical and efficient, coordinated supply and demand, flexible and intelligent characteristics; he further explained that the construction of my country's new power system is currently in its initial stages. Although some new energy power stations and virtual power plants have been built, the overall development and utilization of clean energy and the construction of smart grids need to be further promoted.
The second special action is a large-scale high-proportion new energy transmission campaign, which aims to increase the proportion of new energy electricity in the transmission channels and carry out the application of advanced technologies in the new transmission channels. The main person in charge of the Electricity Department of the National Energy Administration explained that at present, the inter-provincial transmission channels in operation mainly transport traditional electricity such as coal-fired power and hydropower, and the proportion of new energy electricity is relatively low. With the orderly construction of the "Shagohuang" large-scale wind power and photovoltaic base and the water, wind and light comprehensive base, the demand for new energy transmission and consumption will further increase.
In addition, the "Action Plan" also includes actions for high-quality development of distribution networks, construction of intelligent dispatching systems, improvement of friendly performance of new energy systems, upgrade of new-generation coal-fired power, and optimization of power system regulation capabilities. It also mentions that a number of system-friendly new energy power stations will be built and a number of shared energy storage power stations will be constructed.
In fact, the proportion of new energy installed capacity in my country has continued to grow in recent years. According to data from the National Energy Administration, as of the end of June this year, the total installed capacity of wind power and photovoltaic power generation in China was 1.18 billion kilowatts, exceeding the installed capacity of coal-fired power for the first time. The National Energy Administration recently stated that it will strive to increase the level of terminal energy electrification to about 30% by 2025; CICC predicts that by 2060, 70% of energy will be supplied by clean electricity.
The integration of electric vehicles and energy transformation will become a development trend
The Action Plan mentions the expansion of the network of electric vehicle charging facilities; strengthening the integration and interaction between electric vehicles and the power grid. Make full use of electric vehicle energy storage resources and comprehensively promote intelligent and orderly charging. Support the exploration of the integration and interaction of vehicles, piles, stations and networks, study and improve the time-of-use electricity price policy for electric vehicle charging, explore the discharge price mechanism, and promote the participation of electric vehicles in the interaction of the power system.
The main person in charge of the Electric Power Department of the National Energy Administration said that electric vehicle batteries, as energy storage resources, provide more options for the flexible adjustment of the power system. In response to the large-scale charging demand of electric vehicles and the effective use of energy storage resources, the Action Plan proposes to improve the layout of the charging infrastructure network, strengthen the integration and interaction of electric vehicles and power grids, establish and improve the charging infrastructure standard system, and accelerate the integrated development of electric vehicles and energy transformation.
The key to vehicle-grid interaction lies in the two-way connection. Unlike the traditional one-way charging of new energy vehicles, the two-way charging and discharging uses V2G technology (Vehicle-to-Grid) to achieve two-way charging between vehicles and the grid. In simple terms, new energy vehicles can both replenish power through the grid and supply power to the grid.
Liu Yongdong, deputy secretary-general of the China Electricity Council, said that vehicle-grid interaction is an important part of the construction of a new power system. Liu Yongdong believes that, on the one hand, as a new large load, the disordered charging and peak charging of large-scale electric vehicle charging piles will further aggravate the peak-valley characteristics of the power grid load, making it difficult for the power grid to bear; on the other hand, the massive charging and discharging resources of electric vehicles will become an important distributed energy storage in the new power system, which can play a role in peak-shaving and valley-filling and become a friendly charging infrastructure.
However, vehicle-grid interaction is still in its early stages of development. Zhou Libo, deputy secretary-general of the Electric Transportation and Energy Storage Branch of the China Electricity Council, believes that the performance of charging and swapping equipment should be improved, and the carrying capacity and photovoltaic storage and charging integration of the distribution network should be further developed; in addition, how to use big data, big models and artificial intelligence, as well as fast sensing and precise measurement technologies, as well as discharge resource assessment, refined aggregation control and vehicle guidance of new energy vehicles, and prevention and control systems of vehicle-grid information are also key technologies that need to be overcome in the key links of large-scale application of vehicle-grid interaction.
In Liu Yongdong's view, the integration of electric vehicles and energy transformation will become a development trend, and the integration trend will be a gradual development stage; when promoting the development of vehicle-grid interaction, it is necessary to design trading products that are more suitable for vehicle-grid interaction to reflect the discharge value, which is also the key issue that should be solved in the next step.
Focusing on two districts and three centers, can the development of charging infrastructure break free from its shackles?
The Action Plan proposes to improve the layout of the charging infrastructure network; focus on "two areas" (residential areas and office areas) and "three centers" (commercial centers, industrial centers, and leisure centers), layout public charging infrastructure according to local conditions, expand the coverage of highway charging networks, strengthen charging service guarantees during holidays, effectively increase charging facilities in rural areas, and gradually build an increasingly complete charging infrastructure network.
In addition, the Action Plan also mentions the establishment of a sound charging infrastructure standard system. Accelerate the formulation and revision of advanced charging and battery replacement technology standards represented by fast charging technology, and improve the standard system for charging infrastructure planning, design, construction, and operation. The main person in charge of the Electricity Department of the National Energy Administration said that as the development of new energy vehicles in my country enters the "fast lane", the substantial increase in the number of vehicles has put forward higher requirements for the construction of supporting charging infrastructure.
According to the data from the China Electric Vehicle Charging Infrastructure Promotion Alliance, by the end of June this year, the scale of my country's charging infrastructure exceeded 10 million units, and the service network of charging infrastructure has been initially formed.
However, while the charging infrastructure industry is developing rapidly, there are still shackles. Liu Yongdong said that the current charging and swapping industry still has problems such as incomplete layout of charging and swapping facilities, unreasonable structure, unbalanced services, and inadequate operation. In addition, the China Electric Vehicle Charging Infrastructure Promotion Alliance said that the main charging infrastructure is still distributed in economically developed areas, and the layout of charging facilities in some counties, towns and rural areas is relatively imperfect, and charging convenience is insufficient in old communities.
In Liu Yongdong's view, the current issues to be addressed are how to make good use of charging piles, how to provide car owners with a good charging experience, how the construction and development of charging piles can adapt to the development of new energy vehicles, and how to adapt to the development of smart cities and energy transformation.
Minsheng Securities analysis said that the demand for charging piles is relatively rigid, and it is estimated that the domestic charging pile stock market size may exceed 300 billion yuan in 2025.
