we have received your request for approval of the "guangzhou land and space master plan (2021-2035)". the reply is as follows:

1. in principle, we agree with the "guangzhou land space master plan (2021-2035)" (hereinafter referred to as the "plan") reviewed and approved by the ministry of natural resources. the "plan" is the basic basis for all kinds of development, protection and construction activities in guangzhou. please organize and implement it conscientiously. guangzhou is the capital of guangdong province, an important central city in my country, a national historical and cultural city, a modern city with marine characteristics, an international comprehensive transportation hub city, and a science, technology, education and culture center. the implementation of the "plan" should adhere to the guidance of xi jinping thought on socialism with chinese characteristics for a new era, fully implement the spirit of the 20th national congress of the communist party of china and the second and third plenary sessions of the 20th central committee, fully and accurately implement the new development concept, adhere to the people-centered approach, coordinate development and security, promote harmonious coexistence between man and nature, give play to the functions of an international trade center, a national advanced manufacturing base, a comprehensive portal, and an important carrier of an international science and technology innovation center, give play to the core engine advantages of the guangdong-hong kong-macao greater bay area, and strive to write a guangzhou chapter in chinese-style modernization.

2. build a solid spatial foundation for safe development. by 2035, guangzhou will have no less than 680,300 mu of cultivated land, of which the permanent basic farmland protection area will be no less than 598,100 mu; the ecological protection red line area will be no less than 1,429.15 square kilometers, of which the marine ecological protection red line area will be no less than 139.78 square kilometers; the urban development boundary area will be controlled within 2,135.00 square kilometers; the area of ​​construction land per unit of gdp will decrease by no less than 40%; the mainland natural coastline retention rate will not be lower than the task assigned by the superior, of which it will not be lower than 9% in 2025; the total water consumption will not exceed the target assigned by the superior, of which it will not exceed 4.542 billion cubic meters in 2025; except for major national projects, land reclamation will be completely prohibited; uninhabited islands will be strictly managed. clarify the key prevention and control areas of natural disaster risks, delineate risk control lines such as floods and earthquakes, as well as green space system lines, water body protection lines, historical and cultural protection lines and infrastructure construction control lines, and implement security guarantee spaces such as strategic mineral resources.

3. build a national space system that supports the new development pattern. actively serve the joint construction of the "belt and road", build a major cooperation platform for guangdong, hong kong and macao in nansha new district, deepen coordinated development with hong kong and macao, strengthen the linkage with the "two cities" of shenzhen, jointly build the guangzhou-shenzhen-hong kong-macao science and technology innovation corridor, deepen integrated development with foshan and qingyuan, strengthen regional coordination in the development, protection and utilization of national space in the guangzhou metropolitan area, and promote the formation of a new pattern of national space development and protection with obvious main functions, complementary advantages and high-quality development.

4. systematically optimize the pattern of land space development and protection. accelerate the construction of a regionally coordinated, urban-rural integrated urban system, optimize and improve the service level of the central urban area, and build the nansha new district with high standards. consolidate the ecological security barrier in the north of guangzhou, strengthen the protection and restoration of the ecological environment in the pearl river basin, and systematically protect and intensively utilize the resources of the sea, islands, and coastline. ensure the space needs of modern urban agriculture and expand the production space of characteristic and advantageous agricultural products. improve the functional structure and spatial layout of the city, coordinate the industrial layout, comprehensive transportation, facility configuration and land use, give priority to ensuring the space needs of advanced manufacturing and scientific and technological innovation industry development, optimize the layout of modern service industries such as commerce, finance, and support characteristic marine industry clusters. strengthen the functions of international aviation, shipping, and railway hubs, improve the external and internal channels of multi-directional interconnection and multimodal transport, make good space reservations for major infrastructure, and build a safe, convenient, green and low-carbon urban comprehensive transportation system. coordinate the space of infrastructure such as water conservancy, energy, environment, communications, and national defense, actively and steadily promote the construction of "dual-use" public infrastructure, optimize the regional layout of disaster prevention, mitigation, and relief facilities, and improve the security and resilience of land space. coordinate the layout of public service facilities, improve urban and rural living circles, and promote the balance between work and residence; systematically layout blue and green open spaces to create a people's city that is more suitable for work, living, entertainment and tourism. strictly control the intensity of development, improve land use efficiency, coordinate the use of above-ground and underground space, and orderly implement urban organic renewal and urban village transformation. highlight the natural and cultural characteristics of urban and rural areas, improve the spatial protection mechanism of cultural heritage and natural heritage, comprehensively protect the natural landscape patterns such as baiyun mountain and pearl river, strengthen the protection of lingnan culture and red cultural heritage, strengthen the control and guidance of spatial elements such as urban building height, volume, and color, protect historical and cultural blocks, and build a spatial system for the overall protection of cultural resources, natural resources, and landscape resources.

5. maintain the seriousness and authority of the plan. the "plan" is an overall arrangement for the land and space of guangzhou. it is the policy and general outline for the protection, development, utilization and restoration of the city's land and space. it must be strictly implemented, and no department or individual may modify or change it at will. in accordance with the requirements of regular physical examinations and five-year evaluations, improve the monitoring, evaluation and early warning mechanism for the implementation of land and space planning at all levels and types, and use the results of planning evaluation as an important basis for supervision and assessment of planning implementation. establish and improve the linkage mechanism of planning supervision, law enforcement, and accountability, and implement full life cycle management of planning.

6. ensure the implementation of the plan. the people's government of guangdong province and the ministry of natural resources should guide and urge the people's government of guangzhou to strengthen organizational leadership, clarify the division of responsibilities, improve the working mechanism, improve supporting policies and measures, and ensure the issuance and disclosure of the plan. the people's government of guangzhou should formulate special plans and detailed plans based on the approved master plan, issue planning permits based on detailed plans, strengthen the application of urban design methods, establish a system for the overall management of special plans related to land and space, and strengthen the guidance and constraints on various special plans; in accordance with the requirements of "unified base map, unified standards, unified planning, and unified platform", improve the "one map" system of land and space planning and the basic information platform of land and space, build a monitoring network for the implementation of land and space planning; and establish and improve the system of urban land and space planning committees. the ministry of natural resources should work closely with relevant parties according to the division of responsibilities, strengthen guidance, supervision and evaluation, and ensure the realization of the various goals and tasks set out in the plan. all relevant departments should resolutely implement the decisions and arrangements of the party central committee and the state council on the "multi-plan integration" reform, and not set up other spatial plans outside the land and space planning system. major matters in the implementation of the plan should be reported in a timely manner.
