china national radio beijing, september 19th news recently, the ministry of industry and information technology, together with relevant departments, has carried out the revision of the mandatory national standard "electric bicycle safety technical specification" (gb 17761-2018, hereinafter referred to as the "technical specification"), formed a draft standard for soliciting opinions and publicly solicited public opinions. the relevant department heads of the ministry of industry and information technology interpreted the "electric bicycle safety technical specification (draft for soliciting opinions)".
it is reported that by the end of 2023, the number of electric bicycles in my country will exceed 350 million. electric bicycles mainly use lead-acid batteries and lithium batteries. currently, there are about 50 million lithium battery electric bicycles. according to the national bureau of statistics, in 2023, there will be 738 enterprises above designated size in the power-assisted bicycle manufacturing industry, including electric bicycles, with an annual output of 42.28 million vehicles, a year-on-year increase of 3.8%. the average annual growth rate of output in the past five years is 11.8%; according to the state administration for market regulation, as of august 2024, a total of 591 manufacturers have obtained a total of 13,360 electric bicycle compulsory product certification (ccc) certificates.
as the market scale continues to expand, the electric bicycle industry has exposed some problems. the relevant department head of the ministry of industry and information technology pointed out that during this revision process, the revision expert group carefully sorted out and systematically analyzed the statistical data of various fire accidents and traffic accidents caused by electric bicycles in recent years, widely collected opinions and suggestions from the people on product technical indicators and functional parameters, combined with the positioning of electric bicycles in my country's transportation system and the direction of product development and evolution in the future period, based on extensive market research and scientific and rigorous test verification, the current standards were revised in the following aspects:
first, improve the fire retardant test requirements and methods for non-metallic materials used in electric bicycles, improve the fire retardant performance requirements for the entire vehicle and components such as saddles and wire insulation layers, and add a new plastic parts ratio indicator to guide companies to reduce the use of unnecessary plastic parts. when they are really needed, non-flammable materials should be selected, thereby reducing the risk of fire, slowing the spread of fire, and reducing fire loads and the release of toxic and harmful gases.
the second is to improve the anti-tampering requirements and methods for batteries, controllers, speed limiters, etc., clarify that electric bicycle controllers, batteries, and chargers should have mutual recognition and coordination functions, and technically increase the difficulty of tampering with key parameters such as vehicle maximum speed, motor power, battery type and output voltage, thereby reducing safety accidents caused by illegal modifications.
the third is to strengthen the requirements and testing methods for key parameters such as the rated continuous output power and no-load back electromotive force of the motor, to technically ensure that the vehicle cannot exceed the speed limit, and to prevent the vehicle speed from being increased by reserving a "back door" in the controller; at the same time, to increase the torque limit of the motor at low speed to ensure the vehicle's normal short-distance climbing ability, and to facilitate consumer use.
fourth, the beidou positioning and communication functions are added to facilitate consumers to understand the key safety information of electric bicycles in real time, such as the longitude, latitude, battery status, etc., and identify abnormal conditions of the vehicle. when necessary, alarm information can be sent through the communication network, thereby having dynamic safety monitoring capabilities and enhancing the vehicle's active safety performance.
fifth, increase enterprise quality assurance requirements and methods, requiring electric bicycle manufacturers to have vehicle and key component production capacity, testing capacity and quality control capabilities that match production capacity, thereby improving product consistency and random inspection pass rate, and at the same time increasing industry concentration by encouraging large-scale production.
sixth, the weight of the whole vehicle will be appropriately relaxed, and the reasonable usage demands of consumers will be comprehensively considered. the weight of electric bicycles using lead-acid batteries will be increased from 55 kg to 63 kg, so that lead-acid battery electric bicycles can better meet the normal mileage and charging frequency requirements of consumers.
seventh, optimize the pedal riding function. taking into account the low frequency of actual use of the pedal riding function, the draft for comments no longer requires all vehicle models to be equipped with pedal power devices. instead, it is adjusted to allow manufacturers to design and install them according to the actual needs of the vehicle model, thereby saving costs and providing consumers with more vehicle model choices.
the relevant department head of the ministry of industry and information technology also pointed out that after the new standard is released, enterprises can implement the new standard and arrange production reasonably. after the implementation of the new standard, according to article 25 of the standardization law of the people's republic of china, electric bicycles that do not meet the mandatory standards shall not be produced, sold or provided. for electric bicycles that consumers have already purchased that do not meet the new standards, the people's governments of provinces, autonomous regions, and municipalities directly under the central government will formulate appropriate solutions in accordance with relevant laws and regulations and in combination with local actual conditions, and encourage the gradual elimination of existing old electric bicycles through trade-in, discount repurchase, natural scrapping, and scrapping subsidies.
