the "one letter and two books" system refers to the system in which trade unions and relevant units use relevant documents to remind employers to implement labor laws and regulations, or to correct their illegal labor and employment practices. "one letter" refers to the "trade union labor law supervision reminder letter". "two books" refer to the "trade union labor law supervision opinion" and the "trade union labor law supervision recommendation". regarding the scope of application of the "one letter and two books" system, the "work rules" clearly state that there are 10 main aspects, including the formulation, modification, and implementation of labor rules and regulations involving the interests of employees, the implementation of regulations on employment, wages and remuneration, working hours, rest and vacations, social insurance, welfare benefits, labor safety and health, casualties, occupational disease prevention and control, and the implementation of regulations supporting workers to participate in and organize trade unions.
