following the "trade-in" policy in the automobile consumer market

electric bicycles also

start "trade-in"

!!!

according to the ministry of industry and information technology, the number of electric bicycles in my country has reached 350 million. by 2023, enterprises above a designated size had produced a total of 42.28 million electric bicycles. electric bicycles have become an important means of transportation for people's short-distance travel.

recently, the general offices of the ministry of commerce, the state administration for market regulation and other five departments jointly issuedimplementation plan for promoting the replacement of old electric bicycles with new onesthe notice comprehensively promotes the replacement of old electric bicycles with new ones, and helps improve the safety level of all aspects of electric bicycles.

four aspects of full coverage

local governments have introduced detailed local subsidy plans

compared with the previous single policy technical standard upgrade, this implementation plan coversproduct supply, sales supervision, consumption promotionas well assupport for trade-inthere are four aspects in total. among them:

enhance the supply capacity of high-quality electric bicycles

formulate and revise the "standard conditions for the electric bicycle industry" and "standard conditions for the lithium-ion battery industry", implement dynamic announcement management, and promptly adjust production enterprises that do not meet the standard conditions.

urge production enterprises to strengthen their awareness of compliance operations, organize production strictly in accordance with mandatory national standards and mandatory product certification requirements, and ensure product quality.

strict regulation of electric bicycle sales

urge electric bicycle sales companies to establish and implement a purchase inspection and acceptance system, strictly verify product qualification certificates, mandatory product certification and other information, and if defects are confirmed, urge manufacturers to implement recalls in accordance with the law.

severely investigate and punish the sale of electric bicycles that have not undergone mandatory product certification and do not meet national standards in accordance with the law.

strengthen the supervision of e-commerce platforms, and strictly prohibit the sale of products such as electric bicycles that have not undergone mandatory product certification in accordance with the law; on the sales page of electric bicycle related products,clearly state that "illegal modification is prohibited"

increase support for old-for-new exchange

make good use of the funds related to supporting the old-for-new exchange of consumer goods in a coordinated manner, and formulate an implementation plan for the old-for-new exchange of electric bicycles based on actual conditions.subsidies will be provided to consumers who return their old electric bicycles and exchange them for new ones, encouraging consumers who enjoy subsidies to purchase qualified new electric bicycles produced by companies that meet the "electric bicycle industry standard conditions".

the reporter noticed that various regions actively responded to the new policy on electric bicycles and successively launched detailed local subsidy plans, such as:

yunnan provincethe implementation rules for the electric bicycle trade-in subsidy stipulate that from september 1, 2024 (inclusive) to december 31, 2024 (inclusive), individual consumers who return (cancel) their yunnan-licensed electric bicycles in yunnan province and purchase new electric bicycles in yunnan province that meet the "safety technical specifications for electric bicycles" (gb 17761-2018) and above standards will be subsidized, and ensure that the vehicle registration is cancelled in their name before september 1, 2024 (excluding that day) can enjoy the subsidy.500 yuan car purchase subsidyeach person can apply for subsidies up to 4 times.

it can be foreseen that under the influence of this factor, electric bicycle consumption is expected to usher in a new round of growth.

exchange old lithium-ion batteries for lead-acid batteries

subsidies can be appropriately increased

the implementation plan also proposeshand in your old lithium-ion battery electric bicycle and exchange it for a lead-acid battery electric bicycleof consumers,subsidies can be appropriately increasedsuch changes have attracted widespread attention in the consumer market.for example:

hainan provincethe relevant subsidy details issued by the government propose that individual consumers who return old lithium-ion battery electric bicycles and purchase new lead-acid battery electric bicycles will be given a subsidy offixed subsidy of 800 yuan

more than a decade ago, lead-acid batteries once became the main choice in the new energy vehicle market. however, due to the low endurance of lead-acid batteries, they could not meet the actual needs of the consumer market and were gradually replaced by lithium-ion batteries, which have more obvious energy storage advantages.

so, in this electric bicycle trade-in program, why are lead-acid batteries showing a trend of returning to the mainstream consumer market?

it turns out that this is related to the safety accidents that happen from time to time with electric bicycles. according to statistics from the national fire and rescue bureau, more than 20,000 electric bicycle fires were reported nationwide last year, an increase of nearly 20% year-on-year. it is imperative to ensure the safety of electric bicycles. this year, this trend has not been significantly alleviated.

◎ on may 10, an outdoor electric bike caught fire in sanyuanli street, baiyun district, guangzhou city, guangdong province. the cause of the fire was that the outdoor electric bike caught fire and ignited the store billboard. a total of 25 electric bikes were burned in the accident;

◎ on may 13, a fire broke out in an area where electric vehicles were concentrated for charging and parking in gulou district, fuzhou city, fujian province, burning 11 electric bicycles and 2 bicycles. the cause of the fire was thermal runaway of the lithium battery of the electric bicycles;

◎ in august, flames appeared in an electric vehicle shed in a residential area in ganzhou city, jiangxi province in the early morning. the fire burned more than 20 electric bicycles and 2 cars to varying degrees. the fire was suspected to be caused by charging of lithium battery electric bicycles.

the above accidents are all related to the lithium batteries of electric bicycles. it is understood that lithium batteries have large energy storage and high energy density, which are their advantages. however, because lithium ions are very active, if a collision or overheating occurs during use, it may cause the lithium battery to explode.there are certain safety risks

sun fengchun, a professor at beijing institute of technology, said:

lithium-ion batteries are widely used as core energy supply components in new energy vehicles, electrochemical energy storage and other fields.however, the performance degradation caused by aging always threatens the long-term application safety.completethe health status is an important quantitative indicator that can effectively evaluate the degree of battery performance degradation, but this indicator is often difficult to measure directly through sensors and relies on online estimation.

in contrast,lead-acid batteries are safer and have cheaper material costswith lower market prices and higher safety features, coupled with subsidies for old-for-new replacements this year, lead-acid batteries are expected to become a new choice in the mainstream consumer market.
