wang jiayi said that in recent years, the ministry of education, together with relevant departments, has carried out a lot of work in strengthening the construction of vocational teachers. in terms of system construction, the implementation plan for the reform of vocational education teacher team construction in the new era has been issued, the recognition standards for "double-qualified" teachers in vocational education have been formulated, the regulations on enterprise practice of vocational school teachers have been issued, and the management measures for part-time teachers in vocational schools have been revised and promulgated. the system of vocational teacher construction has been continuously improved.

in terms of system construction, schools and enterprises have jointly built 213 "dual-qualified" teacher training bases and principal training bases, built 202 national vocational education teacher enterprise practice bases, continuously implemented the vocational school teacher quality improvement plan, and implemented a five-year cycle of full teacher training. the four-level vocational teacher training system of "national demonstration and leadership, provincial coordinated implementation, municipal and county linkage guarantee, and school-based characteristic training" has been continuously improved.
