After the written test, interview, physical examination and investigation, the 41 candidates entered the Ruzhou City Center for Disease Control and Prevention in February this year. After more than four months of employment, they received a verbal notice from the unit leader that the "exam was invalid and they were asked to resign voluntarily."
On the afternoon of August 17, the Ruzhou Municipal Health Commission issued a report stating that during the open recruitment process, the Ruzhou Municipal Center for Disease Control and Prevention had problems such as the recruitment plan not being approved by the superior competent department and setting restrictive and designated qualification conditions in violation of regulations, violating the relevant regulations of the human resources and social security department on the open recruitment of public institutions. The recruitment plan was invalid and the result was scrapped. What is the whole story?
The reporter learned from the interview that the 41 staff members who joined the job this time include 13 social candidates and 28 non-staff candidates from Ruzhou Center for Disease Control and Prevention. Ms. Wang is one of the 13 social candidates who took the exam. She told the reporter: "The recruitment list was only released in February this year. After the announcement, the Human Resources and Social Security Bureau called us to go to work. The key to dismissing us was that there was no document, nothing, just verbal, and we refused to leave, so they directly found people from society to replace our jobs. We are still working there now."
According to reports, on February 26 this year, Ms. Wang and 13 other social applicants received a notice from the Ruzhou Talent Exchange Center and joined the Ruzhou Center for Disease Control and Prevention, and passed the three-month probation period. Currently, the official website of the Ruzhou Talent Exchange Center (which is affiliated to the Ruzhou Human Resources and Social Security Bureau) still has a list of the 41 applicants.

Ms. Wang said that after written tests, interviews, physical examinations, and inspections, as of February 1, 2024, a total of 41 people were included in the list of candidates for employment.
Ms. Wang said: "We have submitted all our files to the Human Resources and Social Security Bureau, and we have also written a lot of information, including the application for enrolment. I feel it is quite formal. The process is very transparent and feels very formal. The examiners during the exam are all from other places, and there are a lot of candidates taking the exam."

Ms. Wang told reporters that on June 7, 2024, she and other social applicants were informed by the leaders of Ruzhou CDC that their test scores were invalidated. On June 17, 13 social applicants were forced to withdraw, and on July 1, 28 applicants who were not regular employees of the CDC were also withdrawn. Ms. Wang said that after joining the company, she had worked at Ruzhou CDC for more than four months, but had not received any salary.
Ms. Wang said: "I haven't received a penny since I started working. I prepared for two years when the recruitment notice was issued in 2022. I feel so wronged. I was working well, but I wasted two years of my energy and spent more than 10,000 yuan on the class. Now I haven't received a penny of salary and no compensation."

The reporter found that on August 29, 2022, the official website of Ruzhou Talent Exchange Center released the "Announcement on the Open Recruitment of Center for Disease Control and Prevention Staff in Ruzhou in 2022". The recruitment scope and conditions mentioned: born after January 1, 1987, under the age of 35 (the age limit can be relaxed to 40 for master's degree students, doctoral students, and personnel who have participated in the front line of epidemic prevention and control in Ruzhou and have more than five years of work experience in county-level disease prevention and control institutions); have a college degree or above; the major studied is the same or similar to the major of the intended recruitment position, and the major of personnel who have participated in the front line of epidemic prevention and control in Ruzhou and have more than five years of work experience in county-level disease prevention and control institutions can be appropriately relaxed.
A parent of a candidate told reporters that her daughter has worked in Ruzhou Center for Disease Control and Prevention for more than ten years after graduation. She is a personnel agent of the center. As a non-staff employee, she also participated in the open recruitment of career-based staff of Ruzhou Center for Disease Control and Prevention. After a series of procedures, she was finally announced as a career-based staff member who passed the open recruitment.
The candidate's parent said: "My daughter was already working here. After graduating from school, she was a full-time college student studying medicine. At that time, this unit also needed such talents, so she joined. This recruitment exam just started to register for the civil service system. Now that the exam is over and the procedures are completed, they are all fired again."
Relevant personnel from the Ruzhou Municipal Center for Disease Control and Prevention told reporters that there was "internal care" in the recruitment conditions, or some conditions were relaxed during the recruitment. An informed source also revealed to reporters that the reason why the open recruitment was cancelled was initially because of a report from a candidate. After that, the Pingdingshan Municipal Commission for Discipline Inspection and Supervision began to intervene in the investigation. Candidate Ms. Wang also told reporters: "48 people participated in the political review, and 7 people seemed to have problems and were removed. The Pingdingshan Commission for Discipline Inspection did come down to investigate us. Everyone was investigated, twice. I passed the formal examination and was admitted to the establishment."
On the afternoon of the 17th, the Ruzhou Municipal Health Commission issued a notice stating that the Ruzhou Municipal Center for Disease Control and Prevention did not obtain approval from the superior competent department during the recruitment process, and set restrictive application qualification conditions in violation of regulations, violating the relevant regulations of the human resources and social security department on public recruitment of public institutions. Therefore, the recruitment plan was judged invalid and the recruitment results were invalidated. The relevant responsible units and persons were severely punished by the party discipline and administrative affairs and organizational handling for their violations.
Many applicants told reporters, "Since we received the report in February, why didn't you suspend recruitment immediately?" "Because of the violations by the relevant responsible persons of the recruiting unit and other applicants, the entire recruitment plan is invalid and the results are scrapped. How do the innocent applicants deal with the aftermath?" Ms. Wang has questions. Since the exam was scrapped, why was there only a verbal notice and the new employees were required to write a voluntary resignation letter?
Ms. Wang said: "We were told verbally to sign the voluntary resignation documents, and four of us signed. It can only allow us to resign voluntarily, which is not illegal."
The head of the relevant department of the Pingdingshan Municipal Human Resources and Social Security Bureau told China Radio International that Ruzhou City's recruitment plan was not reported and was organized and hired by the local government on its own. Their bureau did not participate.
Pingdingshan Municipal Human Resources and Social Security Bureau: Its open recruitment plan must be approved by us. All public institutions in the city must approve their plans for open recruitment. It was not compliant from the first step. It was implemented without the approval of the higher-level human resources and social security department. If its plan had been approved by us, we would have pointed out some of the conditions it set that were not compliant and asked it to revise them.
Reporter: Did you find any problems with the open recruitment plan?

From the public release of recruitment notices to the public announcement of the candidates who have been recruited, why did the relevant departments fail to discover and stop it in time? In this regard, we definitely have a certain responsibility.
