On August 14, the State Administration for Market Regulation held a special press conference on the standardization development of the 10th anniversary of the coordinated development of the Beijing-Tianjin-Hebei region. Song Tongfei, chief engineer of the Beijing Municipal Market Supervision Bureau, introduced that in order to implement the strategic deployment of the coordinated development of the Beijing-Tianjin-Hebei region, serve the industrial transfer and promote the coordinated development of human resources in the three places, the market supervision departments of the three places, led by Beijing, worked together with the human resources and social security departments of the three places to create regional coordinated standards. In 2018, they took the lead in issuing and implementing 13 regional coordinated local standards in the series of "Grade Classification and Assessment of Human Resources Service Institutions" and "Human Resources Service Specifications" in the country. This is also the first practical exploration of the three places to achieve regional coordinated development in the field of service standardization.

"The series of standards covers 11 business types in the field of human resources services, including job search and recruitment services, career guidance services, human resources management consulting services, and mobile personnel management services, covering the entire service process of talent selection, training, employment, and retention," Song Tongfei also said. It clearly regulates the service content, service requirements, service evaluation, and improvement of different business types, and constructs a five-level human resources service agency evaluation index system from A to AAAAA, which will promote the human resources service agencies in the three places to provide higher quality services, serve industrial transfer, and build a talent flow hub in the Beijing-Tianjin-Hebei region.
After the release of the "Human Resources Service Specifications" series of coordinated local standards in the Beijing-Tianjin-Hebei region, the three places formed the "Minutes of the Symposium on Regional Coordinated Local Standards for Human Resources Services in the Beijing-Tianjin-Hebei Region", established a coordinated linkage mechanism, and jointly promoted the promotion of standards. Six departments in the three places organized a standard promotion team including standardization experts and industry experts, and carried out standard implementation activities in Beijing, Tianjin, Hebei and other places in various forms such as training, question-and-answer sessions, and seminars, and trained nearly 3,000 key practitioners from more than 1,200 human resources service agencies in the three places.
According to Song Tongfei, the effective implementation of this series of standards has directly promoted the "same standards for the same colleagues" in the field of human resources services in Beijing, Tianjin and Hebei, that is, job seekers in the three regions enjoy human resources services with unified standards, and the service agencies' ratings are mutually recognized in the three regions, forming a coordinated development trend of the human resources market in Beijing, Tianjin and Hebei, and creating a fair and transparent business environment for human resources services. So far, there are more than 1,400 human resources service agencies in Beijing, Tianjin and Hebei that have been rated 1A or above.
At present, this series of standards has been iteratively upgraded to version 2.0 in mid-July. The new version of the standards comprehensively considers the development requirements of different types of human resources service agencies in the Beijing-Tianjin-Hebei region, and has been comprehensively optimized and upgraded in terms of structural framework, specific content, indicator system, etc. It more highlights the concept of digital empowerment of high-quality development of the industry, and sets different guidance standards for the different functional positioning of commercial service agencies and public service agencies. It not only highlights Beijing's leading demonstration, but also takes into account the actual situation of Tianjin and Hebei, and is more scientific, applicable, and operational.
"The coordinated development of Beijing, Tianjin and Hebei will ultimately be reflected in improving people's well-being and promoting common prosperity," Song Tongfei said. In the next step, the market supervision departments of the three places will focus on the following two tasks under the guidance and support of the National Standards Committee.
First, the market supervision departments of the three regions and the human resources and social security departments jointly carry out the standard publicity and implementation work. Through the implementation of standard training, policy publicity, knowledge competitions, grade assessment and other related work, we can ensure the smooth transition and implementation of the old and new standards, and promote the integration of the human resources markets in Beijing, Tianjin and Hebei.
The second is to strengthen the connectivity among the three places and give full play to the advantages of the "3+X" Beijing-Tianjin-Hebei regional coordinated standardization cooperation model. The market supervision departments of the three places will strengthen communication with the industry departments of the three places. On the basis of the existing coordination of standards in the fields of transportation, ecology, construction, and human resources services, explore more standardization fields to achieve regional coordination, promote the coordinated linkage among Beijing, Tianjin and Hebei on a larger scale and at a deeper level, and help the standardization work of the three places to reach a new level, open up a new situation, and achieve new development.
