Excellent scientific researchers engaged in administrative management have their unique advantages in formulating scientific research strategies and leading technical research, and can also play the mission value of scholar-officials. Unfortunately, some scientific researchers originally had the ability and skills to play their value in the scientific research track, but their scientific research path was interrupted by disturbances outside of scientific research. For example, many scientific researchers are "enthusiastic" about administrative levels, not from the perspective of aspirational management and job fit, but relying on "fame and fortune drive". Once they enter management positions, they often fall into the socializing of welcoming and seeing off, and abandon scientific research. At present, science and technology are developing at a rapid pace, and the competition around the commanding heights of science and technology is unprecedentedly fierce. To master the core technology, it is necessary to eliminate interference for scientific and technological personnel and let scientific researchers "shine more and heat less". In this regard, many scientific research practitioners have put forward many opinions, such as improving leadership and working methods to avoid administrative management of scientific research units; deepening the "delegation, regulation and service" reform in the field of scientific research, giving project leaders greater autonomy; improving the management of scientific research funds, and minimizing interference with scientific research activities. These are key measures to help scientific researchers focus on scientific research and avoid wasting energy. They are also the core of releasing my country's scientific research potential and helping to tackle key technologies that "stuck the neck".
