according to his public resume, liu wenjie was born in october 1966, from lianyuan, hunan, and started working in june 1990.

liu wenjie has worked in the hunan provincial department of finance for a long time. since december 2001, he has served as assistant researcher of the administrative and political law division of the hunan provincial department of finance, deputy director of the administrative and political law division, full-time deputy secretary of the party committee of the department, director of the personnel and education division, chief economist, and deputy director. since february 2012, he has served as a member of the party leadership group of the hunan provincial department of finance.

in august 2020, liu wenjie was transferred to the hunan provincial bureau of statistics as party secretary and later concurrently as director. in december 2022, liu wenjie was transferred back to the hunan provincial department of finance as director.
