the notice points out that the regions participating in the pilot should fully implement the peak-valley time-of-use electricity price for charging, and strive to concentrate more than 60% of the annual charging power during the off-peak period, of which more than 80% of the power charged through private piles is concentrated during the off-peak period. in principle, the total discharge power of the v2g projects participating in the pilot shall not be less than 500 kilowatts, and the annual discharge shall not be less than 100,000 kwh, which can be appropriately reduced in the western region.

the notice requires that the incentive role of the power market be brought into play. the trading rules for the participation of vehicle-grid interactive resource aggregation in the power market should be gradually improved, the scale and regular participation of charging loads in power market transactions should be promoted, support should be given to exploring the business model of load aggregators participating in the power market, and the cultivation of various new business entities in the power market should be promoted, so as to gradually form a load aggregation business model with a clear model, stable development and promotion conditions.

the notice also encourages v2g projects to participate in electricity spot, green electricity trading and energy storage capacity leasing markets to verify the equivalent energy storage potential of v2g resources. improve the price and demand response mechanism. establish and improve the peak and valley time-of-use electricity price mechanism for residents' charging, encourage the establishment of a differentiated price system around residents' charging load and residents' living load, optimize the setting of peak and valley time periods, and reasonably expand the peak and valley price difference; explore the price mechanism for new energy vehicles and charging and swapping stations to discharge to the power grid. innovate the demand response mechanism, enrich the demand response varieties, and increase the frequency of user participation and the scale of response.
