the court found that from 2004 to 2016, xiang huili used his positions as the county magistrate of tianquan county, ya'an, the county party secretary, and the secretary of the yibin municipal commission for discipline inspection to seek benefits for others in the bidding of engineering projects and promotions, and illegally accepted huge bribes. according to the information, xiang huili served as the secretary of the yibin municipal commission for discipline inspection for ten years. he was dismissed for serious violations of discipline in august 2016 and retired in november of the same year. in april 2022, xiang huili, who had retired for more than five years, was officially announced to be subject to disciplinary review and investigation by the supervisory commission for serious violations of discipline and law.

the verdict shows that xiang huili once gave his mistress wang mourong 12 million yuan. after being arrested, wang mourong took the initiative to confess this fact and reported that xiang huili stored a large amount of cash involved in the case in his house in lushan international interlaken community in tianfu new district. the relevant departments seized a total of 15.0288 million yuan. in addition, wang mourong also used the 9 million yuan bribes they received together to invest in real estate and made a profit of 8 million yuan.

looking back now, this statement seems particularly ridiculous. facts have proved that his road to corruption began when he served as the county magistrate and county party secretary of tianquan county, ya'an city. according to his resume, in january 2002, xiang huili was promoted from deputy secretary-general of the ya'an municipal party committee to deputy secretary and county magistrate of tianquan county; in june 2004, he began to serve as secretary of tianquan county party committee.

the court found that between 2004 and 2006, xiang huili used his position as the mayor and secretary of the county party committee of tianquan county to help yuan and sun in their joint acquisition of the angzhou coal mine in tianquan county, and together with wang rong, he accepted 9 million yuan in cash from yuan and sun; he helped a steel company in tianquan with its technical transformation projects and the acquisition of the erlangshan thermal power plant, and received 400,000 yuan in cash from the owner; he helped an electric power company in hongya county, meishan with its hydropower development, and received 400,000 yuan in cash from the owner; he helped a tourism development company in tianquan county with its tourism development, and received 200,000 yuan in cash from the owner.

in october 2006, xiang huili was transferred to yibin to serve as a member of the standing committee of the municipal party committee and secretary of the municipal commission for discipline inspection. however, he, who calls himself a "stupid bird", did not think about pecking out the "worms" hidden in the cadre team. instead, he used the power given to him by the party and the people as a tool to pursue personal interests and was willing to be "hunted".

the facts of the case ascertained by the court show that xiang huili took advantage of his position as secretary of the discipline inspection commission, as well as his concurrent positions as second leader of the yibin city inspection working group for rectification and standardization of mineral resources development order, director of the yibin city bidding and tendering supervision committee, deputy leader of the yibin city urban and rural environmental comprehensive governance leading group, and commander of the urban north and south entrance and exit two-line renovation and upgrading project, to provide assistance to enterprises in contracting projects, bidding, contracting project land, urban and rural environmental governance, handling sand field approval procedures, loan financing, and microfinance company approval, and illegally accepted large amounts of cash from business owners, totaling more than 16.4 million yuan.

in addition to making introductions to relevant departments for business operations, xiang huili also helped others get promoted and accepted bribes. in 2010, he helped fu tianchi, then political commissar of the traffic police detachment of the yibin municipal public security bureau, to be promoted to the head of the traffic police detachment of the yibin municipal public security bureau, and received 100,000 yuan in cash from fu tianchi. according to the data, in october 2022, fu tianchi was expelled from the party and removed from public office in accordance with the law for serious violations of discipline and law.

in the second half of 2010, the head of an investment company in yibin gave xiang huili 100,000 yuan in cash to ask for help in order to ensure that his girlfriend hu successfully became the deputy director of the cuiping district investment promotion bureau of yibin city. hu was appointed as the deputy director in september 2010, and her current position is unknown.

in 2011, liu qinghui, then deputy director of the public security bureau of gao county, yibin city, was placed under "double regulation" investigation. yu, a shareholder of a small loan company in gao county, approached xiang huili for help, and liu qinghui was later given a serious warning within the party for violating business regulations. in the first half of 2012, yu gave xiang huili 500,000 yuan in cash. the reporter learned that liu qinghui was prosecuted for bribery in 2015, and the details of his sentence are unknown.

the verdict shows that wang was born on december 8, 1962, three years younger than xiang. wang's id number shows that he was born in dazhou, sichuan, and has a high school education. after xiang became the secretary of the tianquan county party committee, wang established sichuan shengda real estate co., ltd. in the name of his father wang in july 2004. when the official announcement in april 2022 that xiang was suspected of serious violations of discipline and law was made, wang was also detained.

case documents show that wang rong had repeatedly whispered to xiang huili about the auction of the angzhou coal mine in tianquan county. according to xiang huili's confession, in 2004, tianquan county was preparing to expand the industry of the angzhou coal mine and introduce an activated carbon plant to revitalize the coal mine resources. during the preparation stage, sun lin came to inspect.

on a weekend in may 2004, xiang huili took wang rong to a dinner party in chengdu with sun lin and others. at the dinner party, sun lin and wang rong exchanged phone numbers. after that, wang rong often asked xiang huili to help sun lin buy the angzhou coal mine, and xiang huili acquiesced and agreed to help sun lin.

during the auction of the angzhou coal mine, in order to ensure that sun moulin and his partner yuan moumou successfully acquired the angzhou coal mine, xiang huili persuaded some bidders to withdraw and told sun and yuan the auction method and the auction reserve price. in august 2004, sun and yuan won the angzhou coal mine assets and mining rights for 70.3 million yuan.

afterwards, sun and yuan transferred 9 million yuan to shengda real estate company. with xiang huili's tacit approval, wang invested the funds in a real estate project in wusheng, guang'an. wang confessed that the project earned more than 14 million yuan, of which 8 million yuan was generated by the 9 million yuan investment from yuan and sun.

after wang mourong was detained, he confessed the above criminal facts. at the same time, he also reported to the supervisory authority that xiang huili accepted 2 million yuan from chengdu businessman sun mougui, and that xiang huili's house at no. 20, section 2, lushan avenue, wan'an town, tianfu new district, chengdu (i.e., lushan international interlaken community) may have stored a large amount of cash involved in the case.

after verification by relevant departments, both of wang mourong's reports were true. the prosecutors determined that from 2013 to 2016, xiang huili used his position to help chengdu businessman sun mougui with loan financing and other aspects, and received 2.8 million yuan in cash from sun mougui four times. the last time was after xiang huili resigned as secretary of the yibin municipal commission for discipline inspection. one day in the second half of 2016, sun mougui gave xiang huili 100,000 yuan at a villa in qionglai, chengdu.

in addition, relevant departments also seized 15.0288 million yuan in cash from xiang huili's house in lushan international interlaken community. after investigation, it was verified that the cash was the proceeds of xiang huili's illegal and disciplinary violations.

it is reported that during the detention investigation, wang mourong actively cooperated with the investigation and played a positive role in xiang huili's investigation. in addition, wang mourong also actively returned all the criminal proceeds of 9 million yuan and 8 million yuan in interest, totaling 17 million yuan, and also returned 12 million yuan of illegal proceeds from crimes that xiang huili gave him.

in december 2023, the renshou county court of meishan, sichuan province, made a first-instance judgment: xiang huili was convicted of bribery and sentenced to 12 years in prison and a fine of 2 million yuan; wang mourong was convicted of bribery and sentenced to three years and six months in prison and a fine of 600,000 yuan. the illegal gains of 9 million yuan and 8 million yuan in interest jointly obtained by the two persons were recovered and turned over to the state treasury; the illegal gains of xiang huili of more than 17.4 million yuan seized in the case were recovered and turned over to the state treasury.

the verdict shows that the two defendants, xiang huili and wang mourong, pleaded guilty and accepted punishment. an insider revealed to reporters that xiang huili did not appeal after the first-instance verdict.

xiang huili has seriously violated the party's discipline, committed an illegal duty and is suspected of bribery, and has not stopped after the 18th cpc national congress. the nature of his behavior is serious and the impact is bad, so he should be dealt with seriously. after the yibin municipal commission for discipline inspection standing committee discussed and reported to the municipal party committee for approval, it was decided to expel xiang huili from the party; cancel his benefits according to regulations; confiscate his illegal gains; and transfer his suspected crimes to the procuratorate for examination and prosecution in accordance with the law, and transfer the property involved.
