it is understood that the "guidelines" are aimed at old elevators in use in beijing's residential property management projects that have been in use for more than 20 years, manufactured in accordance with the "safety specifications for elevator manufacturing and installation" gb7588-1995 and earlier standards, and have a high operating failure rate and strong public complaints. when the conclusion of the regular inspection report of the elevator is unqualified and one or more key inspection items are not in compliance, and there is a situation that endangers safe use, you can apply for emergency withdrawal of special residential maintenance funds to replace the elevator.
the guidelines clearly state that property service providers, property management committees, and relevant owners can all apply. streets (townships) can also designate the property service provider, property management committee, or relevant owner of the residential community as the applicant to apply for emergency rescue.
the guidelines provide guidance for the entire process of emergency replacement of elevators, including making recommendations for use, initiating announcements and copying notices, compiling usage plans, organizing comparisons, final acceptance, and results announcements. at the same time, reference templates were compiled for the materials required for replacing elevators, such as usage recommendations, notifications, usage plans, and project acceptance forms, filling the gap of no standardized templates before, providing convenience for applicants to withdraw special residential maintenance funds, and also shortening the time and improving the efficiency of the entire process of replacing old elevators with new ones.
