the 15th meeting of the standing committee of the 16th shanghai municipal people's congress voted to pass the regulations. this is china's first local regulation on extracurricular practical education for primary and secondary schools. the regulations have a total of 25 articles. the shanghai municipal education commission said that this is a "creative", "promotional" and "small-scale" local regulation, which aims to strengthen the responsibility of social collaborative education, promote the gathering and effective use of resources from the whole society, and provide legal protection for promoting extracurricular practical education that matches the city's positioning and adapts to the talent training needs of the new era.

the regulations clearly state that off-campus practical education is a practical education activity organized by primary and secondary schools (including secondary vocational schools) for students to conduct off-campus practical education through various forms such as visits and experiences, and practical explorations, based on the school's training objectives. the shanghai municipal education commission said that it will guide schools to incorporate off-campus practical education into school development plans, formulate implementation plans, make full use of various social resources, strengthen the connection with off-campus practical education venues, encourage the establishment of a cooperation mechanism, and develop off-campus practical education courses based on resources from different venues; at the same time, it will strengthen inquiry-based, experiential, and immersive learning, carry out collective teaching and research, design special course cases, and create "real-life classrooms" and "walking classrooms".
