On August 24, the Beijing Changping District Market Supervision and Administration Bureau conducted law enforcement inspections and collected relevant evidence materials for the "Wangjing BBQ" store that rented licenses and ghost delivery services as reported by the media. After verification, it was found that Beijing Dongsha Shenxin Store (Shen) did not conduct business activities at its registered address, but rented its license to Zhang for him to register and use on food delivery platforms such as Meituan and Ele.me. At present, law enforcement officers have filed a case against Zhang, the person in charge of "Wangjing BBQ", and Beijing Dongsha Shenxin Store (Shen) for suspected illegal acts. The store involved has been suspended for rectification and removed from all food delivery platforms.

In the next step, the Changping District Market Supervision and Administration Bureau will continue to increase law enforcement inspections on "ghost takeaways" and rental licenses, and make every effort to ensure the safety of consumers' food.

A popular takeaway store is actually located next to a waste recycling station! CCTV News reporter investigates

Nowadays, ordering takeout has become a dining option for more and more consumers. On takeout platforms, the business qualifications, store pictures, and various ratings and rankings of takeout shops have become the basis for many people to order food.

So, are the data published on food delivery platforms really reliable? Recently, a CCTV News reporter conducted an investigation into this.

High-scoring takeaways on the best-selling list

It's actually a "ghost" shop

The reporter randomly selected a takeaway shop called "Wangjing BBQ" on the takeaway platform. From the photos of the store on the platform, it can be seen that it is clean and tidy, and its qualifications and licenses are complete. It has a score of 4.9 points and ranks sixth on the "Ele.me" Changping BBQ sales list.

The restaurant's nominal address on the takeaway platform is No. 293, Dongshagzhuang Village, Beiqijia Town, Changping District, Beijing. The reporter went to Dongshagzhuang Village and found No. 293 according to the house number, but found that it was a residential building and the residents inside didn't even know there was a "Wangjing BBQ" restaurant.

The reporter found through investigation thatThis takeaway restaurant called "Wangjing BBQ" merely rented the business license of resident No. 293. Not only does it have nothing to do with resident No. 293, but even its business location is not at the address on the license. The photos of the spacious and bright dining hall are simply a "photo fraud."

A takeaway store with over 3,000 orders per month

It's next to the waste station.

In addition to renting a license to open a shop, using a fake address and fake photos can also become a popular takeaway shop with high scores. The reporter's investigation found that such shops, which are called "ghost" takeaway shops in the industry, are not uncommon.

On the food delivery platform, a chain restaurant called "Gouyue Authentic Longjiang Pork Knuckle Rice Soup" shows a clean and hygienic production process in the video, and the pictures on the menu are colorful. The restaurant has a rating of more than 4.6 points on both food delivery platforms.

The reporter went to the takeaway shop's address, No. 611, Sanjianfang Village, Chaoyang District, Beijing, and found a sign that read "Live Kitchen." Strangely, besides takeaway drivers coming in and out, there were also trucks carrying waste from time to time.

The reporter walked in and found that this was a waste recycling station. Various wastes and garbage were piled up two stories high, and there was a choking smell in the air. The restaurant with the sign "Live Kitchen" was just five or six meters away from the waste pile.

Walking into the "live kitchen", the sanitary conditions inside are even more worrying. The screens and stoves in the operation room are covered with grease, the floor is full of sewage, the door curtains are covered with black dirt, and the food, goods and daily necessities in the warehouse are placed randomly.

The "Guoyue·Authentic Longjiang Pork Trotter Rice·Soup" that claims to be delicious is located in the "Live Kitchen" and is a catering stall. The kitchen walls are stained, the chopping board is full of dirt and residue, and cooked food products are randomly placed on the chopping board in a basin. The meals of this takeaway store cover a 5-kilometer radius, and more than 3,000 orders are sold per month on a takeaway platform alone.

Does renting a license to open a store meet the platform requirements?

Customer service said they couldn't answer

What is even more surprising is that the reporter discovered more than 30 takeaway shops hidden in the "Live Kitchen".The business license and food business license used were exactly the same.

The business license is an important basis for market access and supervision, and is also a necessary condition for obtaining a food business license and a catering service license. According to relevant laws and regulations, no unit or individual may forge, alter, rent or transfer a business license or a catering business license.

According to the food delivery platform, every online food delivery store should obtain an independent business license and catering business license. However, the reporter found thatThe more than 30 food stalls gathered here all use the food city’s license to open takeaway shops, and the actual operators have nothing to do with the operators registered on the license.

The person in charge of the "Live Kitchen" said that he makes money from rent and does not participate in the management of merchants. Every restaurant stall doing takeout has independent accounting and operation.

This situation is obviously inconsistent with the platform's requirements. In this regard, the customer service staff of the Ele.me platform said that they could not give an answer. The customer service staff said that they could not tell whether the act of renting a license to open a store met the platform's requirements, but she told reporters that on the food delivery platform, whether a store can pass the review and go online is often decided by the regional manager.

Near the Changyang Metro Station in Fangshan District, Beijing, the reporter and an operator who was planning to open a store met a regional manager of a food delivery platform who claimed to be inspecting stores in the area. He even offered to suggest that if they didn't have a license, they could go to the Food City to rent a license.

More than 40 takeaway shops share one license

Food safety is even more worrying

The reporter found that on both food delivery platforms, this phenomenon of renting business licenses to open food delivery shops exists to a considerable extent. In Beijing's Jianwai SOHO, near Maliandao and Tiantongyuan, the reporter found many similar food delivery shops.

According to the relevant food safety regulations, takeaway shops need to register with local relevant departments after obtaining all the licenses and certificates. These "ghost" takeaway shops that rented licenses evaded supervision and left a huge hidden danger to food safety.

There is a food court called "Jingmenlou" in Sanjianfang, Chaoyang District, Beijing. The reporter found that on the two food delivery platforms,There are more than 40 takeout shops using the address and license of "Jingmenlou".When the reporter walked into the Jingmen Tower, he saw that it was divided into many small rooms of about 10 square meters, and the sanitary conditions were worrying.

The narrow aisle was cluttered with all kinds of sundries and food ingredients. Thawed fresh food was thrown casually on the ground. Blood was oozing out of plastic bags. Oil was flowing down from the walls, emitting a sticky, shiny glow and a foul smell.

If you rent a license to open a takeaway store, you can change the name and continue to open it if you don't do well or get complained about. Even if some stores use fake addresses, fake pictures, and have poor hygiene conditions, they can still become popular stores with high scores.

The latest statistics show that the number of online takeout consumers in my country has reached 535 million, accounting for 49.6% of the total number of Internet users. How can consumers order and eat with peace of mind, and how can the country's food safety policies be implemented? This is a problem that relevant departments, takeout platforms and takeout store operators must face.
