Another place has adjusted its real estate settlement policy.

On August 19, Xiamen, Fujian issued a notice to adjust the property settlement policy, which stated that people who own legal property within the administrative area of Xiamen and meet the requirements can apply for settlement, and the applicants and their spouses and minor children can move in together.

Industry insiders believe that the State Council recently reiterated in its "Five-Year Action Plan for Deeply Implementing a People-Oriented New Urbanization Strategy" the task of household registration system reform, the cancellation and relaxation of settlement policies in cities of different levels, and it is expected that subsequent housing purchase and settlement policies may be promoted in more cities.

If you have legal property in Xiamen and meet the requirements, you can settle there.

On August 19, the Xiamen Municipal Government issued the "Notice on Adjusting Real Estate Settlement Policy."

It is proposed that people who own legal real estate within the administrative area of Xiamen City and meet the following conditions can apply to transfer their household registration to the address of the property.

First, the real estate ownership certificate has been obtained and the property use is registered as residential;

Second, the total property ownership shares of the applicant, his/her spouse, and minor children exceed 50% (inclusive).

At the same time, the applicant, his/her spouse, and minor children can apply to transfer their household registration to the address of the property.

It is reported that the notice will be implemented from October 1, 2024 and will be valid for 5 years.

Yan Yuejin, deputy director of Shanghai E-House Real Estate Research Institute, believes that the policy of settling in Xiamen with a real estate certificate is more relaxed than the previous policy of settling in Xiamen with house type requirements. The starting point of this policy is to promote the coordinated development of Xiamen's population and economic society. It also shows an important trend in other cities in the future, that is, in combination with the current housing boost needs and urbanization development needs, the household registration policy will be further relaxed in terms of housing purchase policies. It is expected that there will be greater relaxation in the purchase and settlement of houses across the country in the future.

Many places adjust real estate settlement policies

Since the beginning of this year, many places have adjusted their real estate settlement policies.

On August 6, the Housing and Urban-Rural Development Bureau of Huadu District, Guangzhou City, issued a new policy to stabilize the property market, which proposed that buyers can enjoy the "quasi-hukou" treatment of Huadu. Non-Guangzhou residents who purchase newly built commercial housing in the administrative area of Huadu District can obtain the Huadu Talent Green Card and enjoy the district's policy-based preferential admission treatment with the Huadu Talent Green Card and the purchase contract. Children of cardholders who meet the age requirements in the preschool education stage are eligible to register for computer allocation of kindergartens run by the education department of the district where they live in accordance with the relevant regulations of the education department on preschool education; in the compulsory education stage, they are arranged by the education department and are eligible to enter the starting grade of compulsory education in public schools (including places purchased by the government in private schools).

Chen Xueqiang, research director of China Index Academy South China Branch, believes that the policy issued by Guangzhou Huadu District to enjoy "quasi-hukou" treatment when purchasing a house has fired the first shot of "purchasing a house and settling down" in first-tier cities. It also reflects the concept of taking measures based on the district, which is conducive to stimulating the enthusiasm of people with non-local household registration to buy houses, especially for families who need to solve the problem of public schooling for their children, which will further release their demand for buying houses.

According to statistics from China Index Academy, more than 10 cities have introduced policies to settle down by purchasing a house or apply for settlement this year, such as Wuhan, Hangzhou, Suzhou, Shenyang, etc. Among them, Hangzhou currently adopts a points system for settlement, and settlement can be obtained by scoring 100 points. After the policy adjustment this year, the points for purchasing a house have been increased from 30 points to 80 points, greatly increasing the weight of points for purchasing a house.

Chen Wenjing, director of market research at China Index Academy, believes that, overall, the conditions for settling in most cities are now relatively relaxed. The State Council has recently reiterated in its "Five-Year Action Plan for Deeply Implementing a People-Oriented New Urbanization Strategy" the task of household registration system reform, the cancellation and relaxation of settlement policies in cities of different levels. It is expected that subsequent policies on settling in by purchasing a house may be promoted in more cities.
