In order to effectively promote on-site urbanization with the county town as an important carrier, support the demand of rural residents to buy houses in cities, guide the orderly transfer of rural population to cities and towns, promote the construction of new urbanization, and accelerate the construction of our county's "one main and one deputy" development strategy, according to the "Notice of the General Office of the Provincial People's Government on Issuing Several Measures to Further Guarantee and Improve People's Livelihood" (E Zhengbanfa [2023] No. 41), the following implementation plan is formulated to support the rural residents in our county to move to cities.

I. Support Objects and Conditions

Zhushan County uses the county seat as an important carrier for on-site urbanization and enjoys the support policy for rural residents to move to the city (referring to the scope of the one main and one secondary planning area: the one main is the county's main urban area; the secondary is the Baofeng sub-center area, including Baofeng Town and Majiadu Town), and must meet the following conditions at the same time:

2. Support policies

From the date of this document to December 31, 2024, rural residents who meet the above conditions and purchase commercial housing in cities can enjoy the following support policies:

(1) You can settle down in the place where you buy your house. If you buy commercial housing in the main urban area or Baofeng sub-center area, you can settle down in the township where the house is located.

(II) Housing subsidy: For the purchase of newly built commercial housing in designated real estate projects in the main urban area, a housing subsidy of RMB 60,000 per unit will be given; for the purchase of newly built commercial housing in designated real estate projects in the Baofeng sub-center area, a housing subsidy of RMB 40,000 per unit will be given.

(III) Guaranteeing legal land rights and interests. The land contracting rights, homestead use rights and collective rights distribution originally obtained by rural residents who voluntarily settle in the main urban area or Baofeng sub-center area shall remain unchanged according to the policy; if the land originally obtained by rural residents is abandoned, the original township shall organize the village committee to transfer it in an orderly manner.

(IV) Guarantee basic medical insurance benefits. Rural residents who move to cities can choose to participate in urban employee medical insurance or urban and rural resident medical insurance based on their own conditions.

(V) Guarantee basic pension insurance benefits. Promote barrier-free transfer and continuation of basic pension insurance relations. Rural residents who move to cities can participate in basic pension insurance for urban and rural residents or basic pension insurance for urban enterprise employees, and enjoy relevant pension insurance benefits according to policies.

(VI) Ensure equal access to education. Children of rural residents who purchase property and live in the main urban area or Baofeng sub-center area shall be enrolled in school in accordance with the compulsory education enrollment policy and school district division regulations.

(VII) Preferential loans. Rural residents who move to cities and have a housing fund gap and apply for loans from county rural commercial banks, Agricultural Bank of China and other relevant banks will be charged the benchmark mortgage interest rate and will not be charged a penalty for early repayment; for housing mortgage loans, 30% of the previous year's interest will be subsidized; actively promote the conversion of commercial bank housing mortgage loans into housing provident fund loans, guide commercial banks and housing provident fund management agencies to improve mechanisms, and convert commercial bank housing mortgage loans of eligible rural residents who move to cities into housing provident fund loans.

(VIII) Support training and employment. Rural migrant workers who are unemployed or in flexible employment and those who have escaped poverty and have participated in employment skills training at training institutions recognized by the human resources and social security departments can enjoy vocational training subsidies according to regulations if they meet the conditions. (IX) Encourage enterprises to participate in construction. Support state-owned enterprises and private enterprises to participate in local urbanization construction with county towns as an important carrier. Commercial housing that legally obtains more than 20 mu of state-owned construction land after January 1, 2024 and develops and constructs within the prescribed time will be included in the scope of policy housing purchase reward and subsidy housing sources. The autonomous choice of home buyers and the autonomous sales of real estate companies shall prevail. The government does not set a policy housing purchase ratio.

III. Application Process

(I) Individual application

The applicant shall provide the original and copy of his/her ID card and household registration booklet and other application materials, and fill out the "Application Form for Rural Residents' Housing Purchase Subsidy for Local Urbanization in Zhushan County with the County Seat as the Important Carrier".

(II) Approval Process
