Li Qiang stressed that we must stick to the goal and not relax, and make great efforts to enhance the sustained recovery of the economy. We must more effectively expand domestic demand, focus on boosting consumption, take targeted measures, and smooth the economic cycle. To promote consumption, we must focus on areas with strong growth and driving force, accelerate the expansion and quality of service consumption, effectively promote bulk consumption, formulate differentiated support policies according to the needs of different groups, and fully release consumption potential. To expand investment, we must give full play to the leading role of government investment, implement various policies to support private investment, expand the scope, scale, and proportion of local government special bonds used as capital, and leverage a wider range of social investment. We must continuously optimize the normalized communication and exchange mechanism between the government and enterprises, hear and listen to the voices of enterprises, and truly solve practical difficulties for enterprises. We must develop new quality productivity according to local conditions, support the promotion and application of new technologies and new products, iterative upgrades, deepen digital transformation, and encourage local governments to build advantageous industries based on their characteristics.

Li Qiang pointed out that we should take the initiative to expand high-level opening up, expand new foreign trade growth points such as green trade and cross-border e-commerce, support enterprises to explore diversified markets, attract and utilize foreign capital with greater efforts, and further improve the level of foreign capital services. We should effectively protect and improve people's livelihood, do a good job in stabilizing employment for key groups, study and formulate policies and measures to promote the increase of urban and rural residents' income, and ensure the bottom line of the "three guarantees" at the grassroots level. Li Qiang pointed out that efforts should be made to improve the level of legalization of government work.
