Announcement on the 2024 Army Open Recruitment of Professional and Skilled Civilian Personnel
In accordance with the Regulations on Civilian Personnel of the Chinese People's Liberation Army and relevant policy regulations, the following matters are hereby announced regarding the 2024 open recruitment of professional and skilled civilian personnel for the Army:
1. Recruitment positions
Positions in the relevant units of the Army that are engaged in equipment maintenance, barracks maintenance, material and equipment storage, health services, transportation and delivery, etc.
II. Recruitment Targets
Social personnel who meet the qualification requirements for the recruitment position (including college graduates and retired military personnel).
The following persons are not allowed to apply:
(1) Those who have been punished for crimes;
(2) Those who have been expelled from the Communist Party of China;
(3) Those who have been dismissed from public office;
(4) Those who have been listed as targets of joint punishment for dishonesty in accordance with the law;
(5) Those who are found to have committed fraud or other serious violations of recruitment discipline in the recruitment of civil servants, staff of public institutions, or military civilian personnel;
(6) Those who have voluntarily given up their eligibility for recruitment after being publicly announced as a candidate for military civilian employment in the past three years;
(7) Those who have been dismissed by a military employer or a government agency or public institution (unilateral termination of the employment contract) for less than 5 years;
(8) Active military personnel and civilian personnel in the military (on the date of publication of the announcement);
(9) Persons who are not allowed to be recruited and employed as civilian personnel according to laws and regulations.
In addition, applicants are not allowed to apply for positions in employers where military personnel with whom they are married, have a direct blood relationship, a collateral blood relationship within three generations, or a close relative by marriage are serving as leadership members. Applicants are also not allowed to apply for positions in the same employer where both parties are directly subordinate to the same leadership or have a direct leadership relationship, as well as sensitive positions in human resources, discipline inspection, auditing, finance, military facilities, etc. where military personnel hold leadership positions.
III. Application Requirements
Applicants must meet the basic requirements of the "Regulations on Civilian Personnel of the Chinese People's Liberation Army" and possess the following qualifications:
(1) Political conditions. They must comply with the relevant provisions on political assessment for the recruitment of civilian personnel in the military.
(II) Qualifications. Applicants must obtain the relevant professional (job) and vocational qualification related to the position or possess the required competence for the position.
(III) Educational qualifications. Applicants must possess the academic qualifications required for the position.
(IV) Age requirement: Not less than 18 years old and not more than 35 years old (born between September 1988 and August 2006).
(V) Physical conditions. They must meet the physical examination standards for recruiting civilian personnel as stipulated in the "Physical Examination Standards for the Selection of Military Officers and Civilian Personnel".
(VI) Household registration requirements. The applicant must meet the household registration requirements of the position.
(VII) Other conditions. Applicants must meet other application conditions determined by the employer based on job requirements.
The deadline for applicants to obtain academic degrees and professional qualifications or professional skill levels is July 31, 2024.
IV. Recruitment Procedure
(I) Publication of recruitment information. The Army publishes announcements through the Military Talent Network (website: http://www.81rc.mil.cn or http://81rc.81.cn), publicizes the recruitment plan, and specifies the number of recruits, specific positions, qualification requirements, consultation telephone numbers, precautions, etc. If applicants have any questions about the qualifications such as majors, academic qualifications, and work experience of the published recruitment positions, they can directly call the position consultation telephone number to contact the employer.
(II) Online registration and preliminary review. The registration for this exam is conducted online. The specific procedures are as follows:
1. Submit personal information. According to the published recruitment information, applicants can register through the military talent website from 8:00 on August 15, 2024 to 18:00 on August 25, 2024. According to the registration process and requirements, they should truthfully fill in their personal information and upload relevant supporting documents, select the employer and recruitment position, and apply for the preliminary review of registration qualifications after confirmation (registration portal).
2. Preliminary review of qualifications. From 8:00 on August 15, 2024 to 18:00 on August 27, the employer will conduct a preliminary review of the information submitted by the applicants through the military talent network registration system to confirm whether they meet the application requirements. The preliminary review results will generally be fed back in about 2 days. If the application qualifications are initially reviewed and passed, the registration information cannot be modified or applied for other positions; if the qualifications are not initially reviewed during the registration period, they can be applied for other positions. If the qualifications are not initially reviewed between 18:00 on August 25 and 18:00 on August 27, they cannot be applied for other positions, but they can modify and improve the relevant supporting materials as required and submit them for review again. The deadline for the preliminary review of qualifications is 18:00 on August 27. Applicants who fail to pass the preliminary review of qualifications will not be arranged to take the examination.
The initial review of qualification conditions includes identity information, educational level, major studied, professional qualifications, place of household registration, political status, work experience, etc. Applicants must provide identity card, household registration booklet, party membership certificate, graduation certificate, driver's license, professional skill qualification certificate, employment contract, labor contract, social security payment and other supporting documents according to the specific requirements of the position they are applying for (support documents must be in JPG file format. If there are multiple documents for the same condition, they must be combined into one. The file size should be between 100KB and 500KB. Please ensure that the image is clear and recognizable when uploading).
Notes: (1) No application fee will be charged for the 2024 Army Professional Skills Civilian Employees. (2) Applicants should accurately fill in their personal contact information when filling in their personal information, keep in touch with their friends during the entire application period, and pay attention to the recruitment information released by the military talent website in a timely manner to avoid missing out on recruitment opportunities. (3) Qualification review runs through the entire recruitment process. If it is found that the applicant does not meet the qualification requirements at any stage of the recruitment process, the employer will cancel the examination and recruitment qualifications.
(III) Theoretical examination. In early to mid-September, the employer will organize a theoretical examination and notify the candidates of the time and location of the theoretical examination by phone, text message, email, etc. (please keep the contact information open). According to the employer's notification, the candidates will take the theoretical examination with valid documents such as their resident ID card. After the theoretical examination, the list of shortlisted candidates will be determined from high to low according to the planned recruitment ratio of the positions and the theoretical examination scores (including policy bonus points).
The following persons who have passed the registration qualification review and obtained valid theoretical examination scores will enjoy additional points for their examination scores: ① The spouses and children of military personnel who have been rated as martyrs (hereinafter referred to as military martyrs, the same below), the spouses and children of military personnel who died in the line of duty, and the brothers and sisters of unmarried military martyrs will have 10 additional points for their theoretical examination scores. ② The spouses and children of active-duty military personnel, retired military personnel in the current year (2024), military personnel who died of illness while on duty, and active-duty cadres who have been transferred to civilian positions, social employees who have worked in the military for 5 years (as of August 2024), and retired military personnel who have served for 5 years will have 5 additional points for their theoretical examination scores. ③ Social employees and retired military personnel who have participated in combat operations, military operations with combat backgrounds, and non-war military operations approved by the Central Military Commission or the departments of the Central Military Commission, and whose performance is outstanding as assessed by the dispatching employer, will have 5 additional points for their theoretical examination scores. Among them, the spouses and children of military martyrs and military personnel who died in the line of duty, and the brothers and sisters of unmarried military martyrs will be awarded 15 points for the theoretical examination score; the spouses and children of active military personnel, retired military personnel in the year (2024), military personnel who died of illness while on duty, and spouses and children of active cadres who have been transferred to civilian positions will be awarded 10 points for the theoretical examination score. If the applicant meets the above-mentioned additional points conditions at the same time, the theoretical examination score bonus points will not be accumulated, and the highest situation will be used to determine.
Relatives of military martyrs and other personnel who meet the preferential treatment policy of adding points to theoretical examination scores can upload an application for additional points along with the preliminary review materials for qualification conditions and provide relevant supporting materials. The main elements of the application for additional points include: ① Basic information such as personal name and ID number; ② Specific circumstances for additional points; ③ The candidate's handwritten signature and time. The relevant supporting materials mainly include: Military Martyr Certificate, Military Personnel Sacrifice in the Line of Duty Certificate, Military Personnel Death in the Line of Duty Certificate, Veteran Certificate, Employment Contract, Labor Contract, Certificate of Commendation and Award, Certificate of Execution of Related Tasks, and related materials needed to prove the relationship between the applicants (such as marriage certificate, birth certificate, certificates issued by relevant units, etc.). Among them, applicants who are active military personnel, retired military personnel of the year (2024), and spouses and children of active cadres who have been transferred to civilian positions must truthfully fill in their identity categories in the "Military Martyrs' Families and Other Personnel" column of the registration system, and provide the employer with proof of their relationship with relevant military personnel through confidential channels; applicants who meet the conditions for extra points for participating in various military operations and non-war military operations must contact the political work department of their original brigade-level or above units to issue relevant proof materials and submit them through confidential channels. Anyone who fails to fill in their identity category in the "Military Martyrs' Families and Other Personnel" column of the registration system, or whose reported identity category is inconsistent with the actual situation, or who fails to submit relevant proof materials on time, will be deemed to not meet the conditions for preferential treatment of theoretical score extra points.
(IV) Skill assessment. The employer or its superior unit shall review the original documents of the identity, household registration, academic degree, professional qualification, political status, work experience, etc. of the shortlisted candidates, and determine the list of candidates for skill assessment based on the shortlisted candidates' intention to participate in the assessment and the results of the qualification review. After the political work departments of each unit have summarized and reviewed the list, they shall organize and implement the skill assessment in accordance with the regulations. The skill assessment shall be conducted by combining on-site defense and actual operation. The specific time and requirements shall be notified to the shortlisted candidates by the employer through email, telephone, etc. Those who are not shortlisted and those who fail the qualification review shall not participate in the skill assessment. After the skill assessment results are determined, the organizing unit shall inform the applicants of the interview results on site.
(V) Physical examination. The physical examination is conducted in designated medical institutions and the cost is borne by the military. If the applicant has any objection to the results of the physical examination, he/she may apply to the employer for a re-examination within 3 days of receiving the results. Among them, for items that can affect the examination results by taking drugs or other treatment methods, the hospital will not re-examine, and the conclusion of the physical examination shall be based on the conclusion of the initial examination. If a re-examination is required in accordance with the regulations, it shall be organized and implemented by the employer, and the physical examination result shall be based on the conclusion of the re-examination.
Applicants must abide by the physical examination discipline regulations of the medical institution that undertakes the examination. If they disrupt the physical examination order, affect the initial examination results through surgery or drugs, undergo the physical examination under a false name, borrow body fluid specimens from others, deliberately conceal their medical history, or fail to complete the re-examination or submit case materials within the specified time, they will be disqualified for employment that year once discovered and confirmed.
(VI) Determine the pre-selected candidates. The full marks for the theoretical examination and skill assessment are both 100 points, and the total score is converted to a percentage system, of which the theoretical examination score (including policy bonus points) accounts for 40% and the skill assessment score accounts for 60%. Employers determine the pre-selected candidates based on the total scores of the theoretical examination and skill assessment from high to low in a ratio of 1:1.2 to the planned number of candidates. Among them, candidates with skill assessment scores below 60 points or unqualified physical examinations shall not be selected as pre-selected candidates; if the total scores are the same, the ranking shall be determined in order of skill assessment scores and theoretical examination scores.
(VII) Political assessment. The relevant military and local units shall conduct political assessments on the pre-selected candidates in accordance with the relevant provisions on the political assessment of military recruitment and recruitment personnel. The political assessment is mainly based on the assessment of the individual's political and ideological performance, with a focus on the assessment of support for and implementation of the Party's theories, lines, principles, and policies, compliance with national laws and regulations, political stance, political attitude, and actual performance in major issues of principle and major political struggles, compliance with political discipline and political rules, moral qualities, religious beliefs, social interactions, honesty and trustworthiness, and travel abroad, as well as the political background and illegal crimes of family members, spouse's parents, and brothers and sisters who do not live together.
(VIII) Determine candidates for recruitment. For candidates who have passed the political assessment, the employer will determine the list of candidates for recruitment based on the ranking of the total scores of the examination and assessment and the planned number of recruitment positions, and will make it public through the military talent website, and at the same time publish a supervision acceptance telephone number to accept social supervision. The publicity period is 5 working days.
(IX) Examination and approval for recruitment. For candidates who have no objections to the public announcement or whose problems do not affect their recruitment, the recruitment shall be approved and approved according to the authority. After the new recruits are approved, the employer shall promptly notify them to report to work and sign the employment contract according to the regulations.
New recruits who fail to obtain the required academic qualifications and professional qualifications for the recruitment position within the specified time, or who fail the probationary period assessment, will be disqualified from employment.
5. Tips
According to relevant policies and regulations, the employment management and welfare benefits of professional and technical civilian personnel are different from those of management and professional and technical civilian personnel, and both are employed and signed with employment contracts. This open recruitment of professional and technical civilian personnel does not specify tutoring books for theoretical examinations and skill assessments, and does not hold or entrust any institution to hold tutoring training courses. The examination training and tutoring websites or publications currently appearing in the society under the name of the civilian written examination question setting group, retired question setting experts, examination teaching materials committee, and authorization of the civilian department in charge, promise "internal indicators" and "exams guaranteed to pass", and organize registration and payment, consultation and interpretation through other websites, etc., are all unrelated to this recruitment. Please be vigilant, do not be misled or disturbed, and do not be deceived. All sectors of society are requested to strengthen supervision. If the above situation is found, please report it to the relevant departments and investigate and deal with it seriously in accordance with laws and regulations.
