Military career builds the character of a soldier
I wish to spend my whole life serving my country, why should I be born into Yumen Pass? In 1994, Yang Chao, who was only 18 years old, joined the army with honor with his dream. With the progress of national data informatization, military management has also entered the digital informatization era, facing the problem of shortage of talents in building an informatized army. How to better use computer networks to realize the digitization and automation of daily management of military personnel and military supplies has also become a problem that must be solved.

"I have no basic knowledge of information technology, but I believe that hard work can make up for shortcomings. As long as I am willing to learn, I will definitely be able to break through the technical barriers." It is precisely because of this confidence and firm belief that one day, two days, three days... I read books when I have time, consult when I have questions, one book, two books, three books... Finally, in the seventh year of joining the army, Yang Chao completed the construction of the first system software "Combat Readiness Duty Application System Software", and was selected as the third prize for scientific and technological progress by the former General Staff of the People's Liberation Army of China. "This success has inspired me." One, two, three... He has developed and produced more than 20 application software, making great contributions to improving the information warfare capabilities of the troops. From a naive boy, to a steel warrior, and then to a pioneer in military camp construction, he used his 16 years of youth to interpret the meaning of struggle and also wrote a bold and colorful stroke on his life journey.
The originality remains unchanged and innovation never ends
In 2010, Yang Chao transferred to work at the Civil Affairs Bureau of Alxa League. "I love this career. As long as I can make a little contribution, I will be very happy and it is worth it."
When he first arrived at the unit, Yang Chao was mainly responsible for checking the applications for government assistance from low-income people and the family conditions of residents. Yang Chao said: "The Civil Affairs Department serves the people and loves the people. My ultimate goal is to ensure that no one is wrongly insured, no one is left out, and all those who should be insured are insured, so that residents who are truly in need can enjoy the government's assistance policies."
The procedures for applying for assistance and recognition of subsistence allowances are complicated and cumbersome, and are scattered in different units and fields. In order to solve this difficulty, he aimed to strengthen the information construction in the work field, designed and developed the "one database and four platforms" system to solve the assistance problems in eight fields. On average, nearly 10,000 disabled people and subsistence allowance recipients receive assistance services every year, and outstanding results have been achieved in people's livelihood security and grassroots social governance. Colleagues said in the interview: "The work of civil affairs involves various departments and different fields, with complicated procedures and numerous formalities. Under the leadership of Yang Chao, the work process has been continuously optimized, and the "one database and four platforms" system has been fully recognized by the Ministry of Civil Affairs and the Autonomous Region Civil Affairs Department. It has also been nominated as an "excellent innovative practice case in the field of social assistance" by the Ministry of Civil Affairs, and some of its technologies have also been used as reference by the Ministry of Civil Affairs."
In 2020, due to his outstanding achievements in informatization construction and the need to deepen the pilot work of modern social governance in the league, Yang Chao was transferred to the Political and Legal Affairs Committee of the Alxa League Committee, and presided over the construction of national key support projects such as the "Snow Bright Project" and the "Municipal Social Governance Modernization Pilot" throughout the league.
"The army has made me what I am, and I want to give back to society the knowledge and skills I have learned." Since 2020, Yang Chao has led his team to the border and sumu gacha many times. Based on the actual situation of vast land and sparse population, long border, and heavy tasks of national defense modernization, he compiled the "Preliminary Design Optimization Plan for the Construction and Network Application Project of Public Security Video Surveillance in Alxa League", promoted mechanism innovation, management innovation, and technological innovation throughout the league, and constructed a "1+1+4+7" system, namely the construction content of one cloud, one center, four networks, and seven platforms. It also incorporated "smart border defense" and "technological road protection" into the unified planning and construction of the league's comprehensive management integration platform, and successively integrated and connected more than 1.5 million industry platforms and offline data of 18 key units such as health, civil affairs, housing and construction, government services, and borders.
Today, the platforms of the "Xueliang Project" in Alxa have achieved initial results in border control, technology-based road protection management, social governance in the league, and people's livelihood service guarantee. A staff member of the Political and Legal Committee of the Alxa League Committee said: "At present, the "Xueliang Project" platform has been used by 100 units and 650 users, and the "Comprehensive Governance Integration" platform has been used by 296 units and 1,536 users, which has effectively improved the technological means of border control and laid a solid foundation for the modernization of social governance in the league and the construction of a higher level of safe Alxa."
In order to improve his professional ability and stimulate innovation, Yang Chao continues to use his spare time to actively participate in multiple research projects such as "Application Research of Smart Elderly Care Service Model in the 5G Era - Taking Alxa League as an Example", "Smart Border Defense", and "Internet + Smart Elderly Care".
Make suggestions and take on the responsibilities of a member
In 2023, Yang Chao was named as an outstanding member for his duties.
"It is my responsibility and obligation to write a good report on my performance of duties. I hope that the opinions and suggestions I put forward will be helpful and useful." Based on his own work reality and professional advantages, he conducted in-depth investigations at the grassroots level many times, carefully solicited opinions from the masses, and actively put forward suggestions for promoting the informatization construction of the entire league. He successively put forward "Suggestions on Improving Border Defense and Control Capabilities", "Project Suggestions for Digital Transformation and Upgrading and High-quality Development of Alxa League", "Alxa League "Smart Border Defense Pilot" Project Proposal", "Work Plan for Promoting Safe and Reliable Application Alternatives in Alxa League" and other 10 proposals and suggestions.
Among them, the "Proposal on Accelerating the Construction of Social Governance Informatization in Our League", the "Proposal on Strengthening the Coordination of the Construction and Operation of Government-Invested Informatization Projects in the League", the "Report on Learning from and Drawing on the Functions of the "Duoduoping" Platform to Supplement and Improve the Construction of the Comprehensive Governance Integration Platform" and the "Implementation Plan for the Integration of the Alxa League Comprehensive Governance Integration Platform and "Duoduoping"" were approved by the main leaders of the League Committee and the Administrative Office. Three suggestions were adopted by relevant departments and one suggestion was identified as a pilot construction project by the Autonomous Region Government.

From a soldier to a committee member, the role has changed, but my original intention and spirit remain unchanged.
