"putting the wrong hat on the wrong head" is the source of the disaster. the fact that this type of manhole cover "rots" as soon as it is stepped on is a clear proof.
the tragedy caused by inadequate management of manhole covers in the community is both heartbreaking and somewhat helpless. according to relevant regulations, the community property company is responsible for the management of manholes. the tort liability law of the people's republic of china stipulates that if underground facilities such as manholes cause damage to others and the manager cannot prove that he has fulfilled his management responsibilities, he shall bear tort liability. the "notice of the ministry of housing and urban-rural development on further strengthening the safety management of urban manhole covers" also clearly requires the implementation of the responsible subject for manhole cover management. in accordance with the principle of "whoever owns, whoever is responsible", the maintenance, upkeep and management responsibilities of manhole covers should be conscientiously implemented. however, in reality, it is not uncommon for community properties to be unwilling to assume responsibility, resulting in wrangling. in some communities, after the owner fell into the well, the property actually shirked responsibility, resulting in the owner having to resort to litigation, and the cost of defending rights is extremely high. this has also invisibly made some property management awareness slack, and they are actually leisurely in the face of hidden dangers.
