the "wuhan regulations on promoting the development of intelligent connected vehicles" is one of the legislative projects in emerging fields of the wuhan municipal people's congress standing committee. it is of great significance to guide, promote and regulate the development of the intelligent connected vehicle industry and develop new quality productivity. after many rounds of solicitation of opinions and deliberation, the content has become more comprehensive and complete.

the regulations stipulate that manufacturers and sellers of intelligent connected vehicle products should fulfill their product quality and safety responsibilities, establish and improve product quality and safety traceability and product after-sales service mechanisms, and provide timely and comprehensive technical support and rescue services in accordance with relevant national regulations when a major failure or emergency situation occurs or is likely to occur in an intelligent connected vehicle that endangers the safety of life or property.

the regulations stipulate that if a smart connected car causes a road traffic accident, the traffic management department of the public security organ shall determine the accident responsibility in accordance with the road traffic safety laws and regulations. if a road traffic accident occurs and causes damage, and the smart connected car should bear the responsibility according to law, the vehicle owner or manager shall bear the compensation liability. after the vehicle owner or manager fulfills the compensation liability, he or she may seek compensation from the relevant responsible parties according to law.

in recent years, wuhan has continuously opened up testing roads for intelligent connected vehicles, and more and more "driverless online taxis" have appeared on the road, enriching citizens' travel modes.

the regulations clearly state that when a smart connected vehicle without a driver or a safety officer is involved in a road traffic accident, the vehicle owner or manager shall immediately take measures to stop the vehicle, quickly call the police, and send personnel to the scene to deal with the situation as appropriate; when a smart connected vehicle without a driver or a safety officer breaks down or encounters other situations that affect road traffic safety, the vehicle owner or manager shall take corresponding measures to reduce the risk of vehicle operation, or cooperate with the traffic management department of the public security agency to take emergency measures for the vehicle.

at the same time, if a smart connected vehicle commits a road traffic safety violation and is not equipped with a driver or an on-board safety officer, the traffic management department of the public security organ will handle the vehicle owner or manager in accordance with the law.

clear responsibility determination can ensure that when an accident occurs with an autonomous vehicle, the accident responsibility can be handled fairly and objectively, protecting the interests of all parties. the regulations clearly state that after an accident occurs, the objective information recorded by the on-board equipment, roadside equipment, and supervision platform of the intelligent connected vehicle and the vehicle's operating status and surrounding environment can be used as the basis for determining traffic violations and accident responsibility after investigation and verification by the traffic management department of the public security agency.
